New regulations on recruitment of civil servants and public employees from May 1, 2025
On March 17, 2025, the Ministry of Home Affairs issued Circular No. 001/2025/TT-BNV on Internal Rules and Regulations on recruitment, promotion, and consideration of promotion of civil servants and public employees.

Accordingly, regulations for candidates participating in civil servant and public employee recruitment are as follows:
(1) Candidates must be present at the examination room on time. Candidates who arrive late after the start time of the examination, section, or subject (exam) are allowed to take the exam in the following cases:
a- Not more than 05 minutes for exams with a maximum exam time of 30 minutes or not more than 10 minutes for exams with a maximum exam time of 60 minutes or more;
b- In case of force majeure or objective obstacles as prescribed by law, which prevent the candidate from being present on time or within the time specified in Point a of this Clause, the Head of the Examination Board, the Head of the Interview Board, and the Head of the Assessment Board shall report to the Chairman of the Council for consideration and decision on whether the candidate is allowed to take the exam in specific cases.
(2) Dress neatly, civilized, polite.
(3) Present your Citizen Identification Card or Identity Card or one of the other legal identification documents with photo and personal information.
(4) Sit in the correct position according to the registration number or in the position specified by the Examination Council.
(5) Only the following items are allowed into the examination room: rulers and pens for taking the examination; drinking water in transparent containers without labels or any symbols or characters; papers and documents as required for each examination; and certain types of medicine that candidates with medical records must bring.
It is not allowed to bring into the examination room mobile phones, recording devices, cameras, computers, technical devices for receiving, transmitting, transmitting information, data backup devices, other information storage and transmission devices, except in cases where otherwise specified...
Circular 001/2025/TT-BNV takes effect from May 1, 2025.
