New regulations for recruiting civil servants and public employees effective from May 1, 2025.
On March 17, 2025, the Ministry of Interior issued Circular No. 001/2025/TT-BNV on the Regulations and Procedures for recruitment, promotion, and advancement of civil servants and public employees.

Accordingly, the regulations for candidates participating in the recruitment of civil servants and public employees are as follows:
(1) Must be present in the examination room on time as scheduled. Candidates who arrive late after the start time of the examination, section, or subject (exam) are allowed to take the exam in the following cases:
a- Not more than 5 minutes for exams with a maximum time of 30 minutes or not more than 10 minutes for exams with a maximum time of 60 minutes or more;
b) In the event of force majeure or an objective obstacle as stipulated by law that prevents the candidate from being present on time or within the time specified in point a of this section, the Head of the Examination Committee, the Head of the Interview Committee, and the Head of the Examination Committee shall report to the Chairman of the Council for consideration and decision on whether the candidate is allowed to take the exam in these specific cases.
(2) Neat, civilized and polite clothing.
(3) Present your Citizen Identity Card or Identity Card or one of the other legally valid identification documents with a photo and personal information.
(4) Sit in the correct position according to your registration number or the position designated by the Examination Board.
(5) Only the following are allowed in the examination room: rulers, pens for taking the exam; drinking water in a transparent container without any labels or symbols; papers and documents as required for each exam; some types of medicine that candidates with medical records must bring.
Mobile phones, audio recorders, cameras, computers, technical devices for receiving, transmitting, or storing data, data backup devices, and other information storage or transmission devices are not allowed in the examination room, except as otherwise specified…
Circular 001/2025/TT-BNV takes effect from May 1, 2025.
