Regulation 144 - The foundation for party members to maintain themselves
Today (July 9), the Politburo and the Secretariat held a national conference to disseminate Regulation 144-QD/TW on “revolutionary ethical standards for cadres and party members in the new situation”. The regulation is considered a fundamental foundation to help cadres and party members proactively face and overcome challenges, uphold honor, preserve revolutionary ethics, be loyal to the Party, and wholeheartedly serve the country and the people.

Regulation 144 on “revolutionary ethical standards of cadres and party members” was issued in the context that since the beginning of the 13th tenure, more than 100 senior cadres have been disciplined. Of these, 10 cadres under the management of the Politburo and Secretariat have been prosecuted and temporarily detained for being involved in economic and corruption cases occurring in a number of localities… causing serious consequences, large losses of state assets, and loss of trust among the people.
That shows that, more than ever, it is necessary to further promote personal responsibility in training, cultivating and preserving the revolutionary moral qualities of cadres and party members, especially those in leadership positions. Because reality has proven that the success of the Party and the people's trust in the Party depend mainly on two factors: the ability to propose correct policies and leadership lines and the pioneering and exemplary spirit of cadres and party members.

Regulation 144 sets out specific standards of revolutionary ethics that every cadre and party member must have. These are: patriotism, respect for the people, absolute loyalty to the Party and the Fatherland; courage, innovation, creativity, integration; diligence, thrift, integrity, impartiality; solidarity, discipline, love, responsibility; exemplary, modesty, lifelong self-cultivation and learning.
In particular, with this Regulation, the Politburo requested that “cadres and party members uphold self-respect and honor, not take political opportunism or have ambitions for power; preserve the dignity of cadres and party members; not be influenced or tempted negatively. Do not let family, relatives and others take advantage of their positions and work positions for personal gain; protect the prestige and honor of themselves and the party organization. Be ready to resign when they feel they are not capable or prestigious enough.”
The reason why this requirement must be emphasized is because, looking back at most of the leaders who have been disciplined in the past, they all have in common that they lack training, self-cultivation, lack courage, are easily fascinated by power, money, have degraded in political ideology, ethics, lifestyle, "self-evolved", "self-transformed", and deviated from the Party's ideal goals... They have betrayed their oath to the Party and the People.
Looking back at the practice of more than 9 decades of Party building and development, maintaining revolutionary ethical standards is the way for each Party member to contribute to building our Party to be increasingly clean and strong, worthy of its role as the ruling Party, comprehensively leading the Vietnamese Revolution from one victory to another. Therefore, the promulgation of Regulation 144 at this time is a demonstration of the Party's higher requirements for the exemplary pioneering spirit of Party members and cadres. To see that, the cause of building and developing the country in the new situation has no place for mediocre, stagnant, unrenovating cadres; even more dangerous is degeneration, corruption.
Therefore, today's National Conference on Dissemination of Regulation 144-QD/TW is an affirmation of the spirit that all Party policies must permeate all Party committees, grassroots Party organizations and each Party member; so that it truly becomes a theoretical foundation, a lesson of "self-reflection, self-correction" for each Party member, especially leaders in the political system, to achieve "revolutionary ethical standards" in the new situation.
Thoroughly grasp this important Regulation and apply it to the practical life, work and activities of Party committees at all levels and the entire political system, to see that building the Party in terms of ethics is truly the fundamental foundation, the root that makes our Party increasingly cleaner and stronger, truly worthy of being the Party of Ethics, the Party of Civilization as President Ho Chi Minh always wished./.
