Regulations of the Party Central Committee on the management and use of Party membership cards.

Regulation No. 06-QD/TW stipulates the responsibilities and authority of Party committees, Party organizations, advisory and support agencies of Party committees, and Party members in managing, using, and handling violations of regulations on the management and use of Party membership cards.

The Party membership card is an important certificate confirming membership in the Communist Party of Vietnam. The card is issued once a member has been officially recognized as a Party member. The design and content of the Party membership card are stipulated in Decision No. 347-QĐ/TW, dated August 8, 2025, of the Secretariat of the Central Committee on the promulgation of the new Party membership card design.

Party membership card management includes activities such as issuing new and reissuing party membership cards; producing, printing, and destroying party membership cards; guiding, monitoring, inspecting, supervising, and handling violations of regulations on the management and use of party membership cards by Party committees, Party organizations, and advisory and support agencies of Party committees at all levels.

Party membership cards are used for voting in party activities and party congresses at all levels (except in cases of secret ballot voting); and for carrying out administrative procedures of the Party electronically as prescribed.

The management and use of Party membership cards must be strictly controlled and in accordance with regulations. The forgery of Party membership cards is strictly prohibited.

Responsibilities of Party Members

The regulations state that Party members must carefully safeguard and preserve their Party membership cards. Party members must use their Party membership cards in accordance with regulations; they must not lend or allow others to use their Party membership cards; they must not use their Party membership cards to rent, transfer, mortgage, or pledge for loans or borrowing of money or property; they must not post images of their Party membership cards on social media for malicious purposes or if the card is not their own; and they must not destroy their Party membership cards themselves.

If a party membership card is incorrect, damaged, or lost, a written report must be promptly submitted to the directly supervising Party Committee or branch for consideration and a request for reissuance of the card in accordance with regulations.

Party members who request to leave the Party, are expelled, have their names removed from the Party register, or are removed from the Party through other means must return their Party membership card to the Party branch.

When a Party member passes away, their family may retain the Party membership card and must not use it in violation of these Regulations.

Party members who discover that another party member's party membership card is lost or that the card is being used in violation of these Regulations must promptly report it to the Party Committee or branch directly in charge, so that it can be reported to the competent authority for handling.

Responsibilities of the Party branch and grassroots Party committee

According to the Regulations, Party branches and grassroots Party committees are responsible for: Disseminating information and guiding Party members on the proper management and use of Party membership cards;

The Party Committee directly above the grassroots Party organization (or the Party Committee authorized to act as the superior Party Committee, the Party Committee authorized to act as the superior Party Committee on a pilot basis, or the grassroots Party Committee authorized to admit new Party members) is requested to issue new or reissue Party membership cards to Party members in accordance with regulations; and to organize the distribution of Party membership cards at the nearest Party branch meeting.

Party membership cards are checked annually at the year-end party member performance review, evaluation, and ranking meeting; the results of the check are reported to the immediate superior Party committee of the grassroots Party organization (or the Party committee assigned superior authority at the grassroots level, the Party committee piloting the assignment of superior authority at the grassroots level, or the grassroots Party committee authorized to admit new members).

Party branches and grassroots Party committees are responsible for promptly receiving, verifying, and reporting cases of lost, damaged, or improperly used Party membership cards to the immediate superior Party committee; collecting Party membership cards when Party members request to leave the Party, are expelled, removed from the Party roster, or are expelled from the Party through other means, or when Party membership cards are incorrect or damaged, and submitting them to the immediate superior Party committee of the grassroots Party organization (or the Party committee authorized to act as a superior to the grassroots level, the Party committee piloting the granting of superior authority to the grassroots level, or the grassroots Party committee authorized to admit new Party members).

Perform duties related to issuing and managing Party membership cards according to the guidelines of the Central Organization Department; report periodically or when requested on the situation of managing and using Party membership cards.

Regulation No. 06-QD/TW takes effect from the date of signing (February 9, 2026) and will be disseminated to Party branches. During implementation, if any difficulties or obstacles arise, provincial Party committees, city Party committees, and Party committees directly under the Central Committee should report them to the Secretariat (through the Central Organization Department) for consideration and resolution.
