New regulations on providing blank junior and senior high school diplomas.

The Ministry of Education and Training has issued a decision regulating the provision of blank diplomas for junior high school and high school graduation, blank certificates for continuing education, and blank certificates for national defense and security education at the Ministry of Education and Training.

This document regulates the printing, security, numbering, storage, and provision of blank diplomas for junior high school, high school, continuing education certificates, and national defense and security education certificates within the national education system at the Ministry of Education and Training.

Accordingly, every year, the Office of the Ministry of Education and Training, in coordination with relevant departments, bureaus, and units, prepares a plan for printing diploma and certificate templates and submits it to the Ministry's leadership for approval.

The blank diplomas and certificates must have security features (security stamps, barcodes, other markings...). The Chief of Office is responsible for selecting the security features on the blank diplomas and certificates to ensure aesthetic appeal, high security, and difficulty in forgery.

The blank diplomas and certificates are numbered before being supplied to the Departments of Education and Training and educational institutions; each blank has a unique number.

Blank diplomas and certificates that are faulty during printing, damaged, rendered unusable due to the issuance of new templates, or for other reasons must be destroyed. The Ministry's Office shall decide to establish a Council for the Destruction of Blank Diplomas and Certificates.

The destruction of blank forms must be documented in a written record, clearly stating the composition of the Council for the Destruction of Blank Forms of Diplomas and Certificates, the condition of the blank forms before destruction, the number and type of blank forms destroyed, the date and place of destruction, the method and results of destruction, etc.
