New regulations on residence registration for minors.

Government Decree No. 58/2026 amends and supplements several regulations on residence registration for minors, effective from March 15th.

According to the new regulations, in cases where a minor registers for permanent or temporary residence at the permanent or temporary residence of their parents or guardian, the parent or guardian must declare and confirm their opinion on the residence information change form.

In cases where a minor registers for permanent or temporary residence at a place other than the permanent or temporary residence of their parents or guardian, the parents or guardian shall fill out and confirm their opinion on the residence information change form.

In cases where a minor is placed under the care and custody of a parent by court decision, the parent assigned to care for and raise the child shall declare and confirm their opinion on the residence information change form.

Charitable foundations are not permitted to accept deposits, make loans, or receive investment capital.

Effective from today, Government Decree 03/2026 stipulates that social funds and charitable funds are obligated to publicly disclose contributions, assets received, and the results of their use through mass media before March 31st of each year.

The decree strictly prohibits the misuse of the establishment, organization, and operation of the fund for certain illicit activities.

Specifically, charitable funds that operate contrary to their stated purpose and objectives, affecting the reputation of the State, agencies, organizations, individuals, and the community, are prohibited from engaging in self-serving practices, fraud, or the use of illegal invoices and documents. These funds must not launder money, finance terrorism, or engage in other illegal activities; nor should they forge, alter, transfer, lease, lend, pledge, or mortgage their establishment licenses in any form whatsoever.

Other prohibited acts include not accepting deposits, loans, or investment contributions; and not using state budget funds, or using or supporting assets allocated by or originating from the state budget, to contribute assets to establish funds.

Using archival materials to defame or insult individuals is punishable by a fine of up to 30 million VND.

The government has issued Decree No. 31/2026 stipulating administrative penalties for violations in the field of archiving, effective from March 8th.

If any of the following acts are committed but do not reach the level of criminal liability, a fine of 20-30 million VND will be imposed. These acts include: illegally accessing, copying, or sharing archival documents or databases; illegally providing, transferring, or destroying archival documents; buying, selling, or appropriating archival documents; falsifying the content or compromising the integrity of archival documents and their data; damaging archival documents to the point of irrecoverable damage; losing archival documents; and using archival documents for the purpose of fabricating, defaming, or insulting the dignity and honor of individuals.

Administrative violations in road operations are punishable by fines of up to 150 million VND.

The government issued Decree No. 336/2025 stipulating the maximum fine for road traffic violations in the field of road transport, with individuals being fined 75 million VND and organizations fined 150 million VND.

Violations of regulations regarding the use and exploitation of land designated for road infrastructure are subject to fines ranging from 500,000 VND to 20 million VND.

Violations of regulations concerning the management, operation, exploitation, and maintenance of shared infrastructure with roads are punishable by fines ranging from 6 million VND to 15 million VND.

Violations of regulations regarding construction within the protected area of ​​road infrastructure will be subject to fines ranging from 1 million VND to 20 million VND.

Violations of regulations concerning the management, operation, maintenance, and protection of road infrastructure will be subject to fines ranging from 100,000 VND to 5,000,000 VND.

The use of artificial intelligence to impersonate or mimic people is strictly prohibited.

The new Artificial Intelligence Law came into effect on March 1st.

The law specifically stipulates prohibited acts, including the use of forged or simulated real people or events to deceive or manipulate people's perceptions and behavior in a deliberate and systematic manner, causing serious harm to people's legitimate rights and interests.

Organizations and individuals who violate the provisions of this law and other relevant laws related to artificial intelligence shall, depending on the nature, extent, and consequences of the violation, be subject to administrative penalties or criminal prosecution; if damage is caused, they shall be liable for compensation in accordance with civil law.

Enterprises under the Ministry of Public Security are authorized to manufacture explosive fireworks.

The government recently issued Decree No. 58, amending and supplementing several articles of the decree related to the use of fireworks and seals; effective from March 15th.

The decree stipulates that the Minister of Public Security shall decide which organizations and enterprises under the Ministry of Public Security are permitted to research, produce, export, import, and supply explosive fireworks.

The Minister of Defense has decided that organizations and enterprises under the Ministry of Defense are permitted to research, manufacture, export, import, and supply explosive fireworks. This is a new provision compared to current regulations.

The Chairman of the Provincial People's Committee shall, based on the actual situation of the locality, decide on cases where fireworks displays are permitted during the Lunar New Year, Hung Kings' Commemoration Day, National Day, Dien Bien Phu Victory Day, April 30th, etc.
