New regulations on online bidding.

(Baonghean.vn) - The Ministry of Finance and the Ministry of Planning and Investment have recently issued Joint Circular No. 07/2015 on providing and publishing information about contractors and selecting contractors online.

This Circular regulates the provision and publication of bidding information on the National Bidding Network System and the Bidding Newspaper, including bidding information as stipulated in Clause 1, Article 8 of the Law on Bidding, except for information on projects and bidding packages classified as state secrets as stipulated in Clause 4, Article 7 of Government Decree No. 63/2014/ND-CP dated June 26, 2014, detailing the implementation of a number of articles of the Law on Bidding on contractor selection (hereinafter referred to as Decree No. 63/2014/ND-CP).

This Circular regulates the online selection of contractors for non-consulting services, goods procurement, and construction packages applying the contractor selection methods of open bidding, limited bidding, and domestic competitive bidding using the one-stage, one-envelope bidding method as stipulated in Article 28 of the Law on Bidding.

The subjects of application are organizations and individuals involved in providing and posting information on bidding and contractor selection online within the scope of regulation specified in Article 1 of this Circular.

Organizations and individuals whose bidding activities do not fall within the scope of regulations stipulated in Article 1 of this Circular may choose to apply the provision and publication of bidding information on the National Bidding Network System, the Bidding Newspaper, or choose to apply online contractor selection...

This Circular takes effect from November 1, 2015. In Nghe An, the Department of Planning and Investment is preparing to organize a training course on online bidding procedures.
