New regulations on disciplinary action against Party members under the management of the Politburo and the Secretariat.

The Central Disciplinary Committee decides on disciplinary measures such as reprimand, warning, and dismissal from office for Party members who are officials under the management of the Politburo and the Secretariat but are not members of the Central Committee.

This morning, the Secretariat of the Central Committee chaired a national conference to study, learn, understand, and implement the Resolution of the Second Plenum of the 14th Central Committee of the Communist Party of Vietnam.

Tran Sy Thanh, member of the Politburo, Secretary of the Central Committee of the Party, and Chairman of the Central Inspection Commission, presented a thematic report on the Resolution on reforming and improving the effectiveness of Party inspection, supervision, and discipline; and the Regulations on Party inspection, supervision, and discipline.

Any deterioration or violation, if detected early, will not accumulate into major offenses.

The Chairman of the Central Inspection Commission affirmed that the two main documents are the "legal framework" and "operational foundation" for the Party's inspection, supervision, and disciplinary work for the entire term of the 14th Party Congress and the new period.

WithResolution on reforming and improving the effectiveness of Party inspection, supervision, and discipline.The Chairman of the Central Disciplinary Committee stated that the newly issued Resolution contains many new points.

"Inspection and supervision must be one of the most important methods and functions of leadership, a mechanism for the Party to self-correct, self-improve, and enhance its leadership and governing capacity; a tool to control power, maintain Party discipline and order; and a factor ensuring that the Party's guidelines are implemented seriously and effectively in practice...", Comrade Tran Sy Thanh stated.

Inspection and supervision are not solely the responsibility of inspection committees at all levels; responsibility should not be completely delegated or shifted to inspection agencies.

A new point in the resolution is to strengthen regular supervision, monitoring from the outset to help ensure the implementation of policies and decisions... Inspection and supervision must contribute to creating and promoting development, discovering and protecting new positive factors, those who dare to think, dare to act, and dare to take responsibility for the common good.

All Party organizations and Party members must regularly engage in self-reflection, self-correction, self-criticism and criticism, self-inspection and supervision, and be subject to inspection and supervision by the Party, ensuring the principle of "no forbidden zones" and "no exceptions".

The resolution clearly states that it is crucial to resolutely inspect and promptly and strictly handle any signs of violations, including ideological and political degradation, moral decay, lifestyle corruption, waste, and negative practices. This new guiding principle requires inspection and supervision to be both rigorous and contribute to unlocking resources and promoting national development; resolutely addressing violations while protecting those who dare to innovate, dare to break through, dare to think, dare to act, and dare to take responsibility for the common good.

Regarding Party committees and organizations, the Chairman of the Central Inspection Commission stated that it is necessary to strengthen inspection and supervision of Party organizations and Party members, especially Party committee members and officials under the management of Party committees.

The Party branch is the foundation of the Party and must be the place where regular, close, and direct supervision of cadres and Party members is carried out. Any signs of degeneration or violations, if detected early at the Party branch level, will not accumulate into major offenses.

Regarding inspection committees at all levels, the Chairman of the Central Inspection Committee stated that they should focus on inspecting urgent issues as required by the tasks and practical realities; key, sensitive, and complex areas prone to corruption, waste, and negative practices; and new tasks and responsibilities such as controlling assets and income and recovering assets obtained through corruption, waste, and negative practices.

"Monitor and strictly enforce the conclusions following inspections and supervisions. Resolutely handle violations and discipline cases that cause delays, evasion, or shirking of responsibility in implementing the Party's guidelines and policies, and the State's laws," the Chairman of the Central Inspection Committee stated.

Comrade Tran Sy Thanh stated that the new regulations supplement the principles of organization, tasks, and powers of inspection committees at all levels.

When it is necessary to add members to the inspection committee, or to fill vacancies in the approved personnel plan for the deputy chairman, the Party Standing Committee shall follow the procedure for nominating candidates and report to the higher-level Party Standing Committee for consideration and decision (without seeking approval). When changing the chairman of the inspection committee, consultation with the higher-level inspection committee is required to report to the Party Standing Committee for consideration and decision before nominating candidates for election as the new chairman.

During inspections and monitoring, several measures are employed: audio and video recording; sealing of files and documents; requesting authorities to freeze accounts, seize assets, temporarily suspend exit from the country, and other measures as prescribed by law.

The head of the Central Inspection Commission stated that this new regulation aims to "institutionalize" one of the tasks and solutions of the Resolution on reforming and improving the effectiveness of Party inspection, supervision, and discipline; serving the goal of preventing and deterring violations early and from afar.

During inspections and monitoring, if any Party organization, agency, unit, or individual is found to have signs of violating criminal law, a report should be submitted to the competent authority for guidance and relevant files and documents should be transferred to the investigating agency for handling and processing in accordance with the law.

This new regulation is intended to align with practical needs if the inspected or supervised entity shows signs of violating criminal law, and to implement the Regulations on Coordination between the Inspection Committee and law enforcement agencies.

In terms of hierarchical structure and increased authority, the Central Inspection Commission decides on disciplinary measures for Party members and committee members at the grassroots level and below; reprimands, warnings, and dismissals of provincial and city Party committee members and Party committees directly under the Central Committee (including current and retired secretaries, deputy secretaries, and standing committee members), and Party members who are officials under the management of the Politburo and the Secretariat but are not members of the Central Committee.

Furthermore, the new regulations clarify the authority of the Standing Committee, the Party Committee at the immediate higher level, and the Inspection Committee of the Provincial/City Party Committee and the Party Committee directly under the Central Committee to discipline Party members who violate regulations.

The new regulations also add principles and content for handling complaints that are consistent with the practical situation.
