Mr. Pham Van Binh from Vinh City asks: How is the use of land for urban and rural residential area renovation regulated in the new Land Law? Can organizations and individuals contribute land use rights to build and renovate facilities serving the common good of the community?

Article 198The Land Law of 2024 stipulates the following:Land use for urban and rural residential area renovationas follows:
1. Land used for urban renovation includes land for renovating existing inner-city and inner-city areas, and land planned for urban expansion.
Land used for rural residential area renovation includes land for renovation within existing residential areas, land from the agricultural land fund used for public purposes, and land planned for the expansion of rural residential areas.

2. The use of land for urban and rural residential area renovation must conform to land use plans and construction plans approved by competent authorities, and to construction regulations and standards issued by competent state agencies.
3. The State shall reclaim land, allocate land, and lease land for the implementation of urban and rural residential area renovation projects in the cases stipulated in Article 79 of this Law.

4. Organizations and individuals may contribute land use rights to build and renovate facilities serving the common good of the community using funds contributed by the people or supported by the State.
Voluntary contribution of land use rights, compensation, or support shall be agreed upon by the organization or individual concerned. The contribution of land use rights and land readjustment shall be carried out in accordance with the provisions of Article 219 of this Law.
