Regulations on procedures for new issuance and re-issuanceDriving license
On July 4, 2024, the People's Committee of Nghe An province issued a Decision approving the internal and electronic procedures for handling administrative procedures in the field of transportation under the management of the Department of Transportation. This includes regulations on the procedures and timeframes for issuing new and renewing driver's licenses.


1.After the examination period ends: The training institution compiles the files of the successful candidates according to regulations, which have been stamped by the Examination Management Board.(For first-time drivers; those learning to drive a vehicle to a higher class; and ethnic minority people who cannot read or write Vietnamese learning to drive motorcycles of class A1 or A4)Submit directly at the Nghe An Provincial Public Administration Service Center (No. 16 Truong Thi Street, Vinh City); or through the Provincial Administrative Procedure Resolution Information System.
2.Public officials and staff at the Nghe An Provincial Public Administrative Service Center: check and guide the receipt of applications, and send appointment slips for results to citizens or authorized representatives of driving schools.

Review and summarize the results of the examination.
The Director of the Department of Transportation issues a Decision recognizing the successful candidates of the driving test, along with a list of successful candidates who will be issued driver's licenses.

Generate driver's license numbers and transmit the data to the Driver's License Management system.
Completed within 4 working hours.

The Head of the Department signs the driver's license or authorizes the Head of the Division to sign the driver's license.

Procedures for reissuing a lost or expired driver's license (less than 3 months overdue).
(To be completed within 59 working days)
Step 1:Checking and guiding citizens through the application process, sending them appointment slips for results collection. Forwarding files for processing.
Step 2:A review of the national driver's license database and records stored at the Department of Transportation (if the driver's license was issued by the Nghe An Department of Transportation) will be conducted to ensure that the license is not found to be currently seized or processed by a competent authority; and the name is listed in the records of the driving test management agency.
Step 3:The draft decision is submitted to the Head of the Department for initialing, along with a list of requests for reissue of driver's licenses.
Step 4:The head of the Department signs the decision and the list for reissuing driver's licenses.
Step 5:The head of the Department signs the driver's license or authorizes the head of the department to sign it.
Step 6:Print driver's licenses and a list of driver's license printing status reports. Transfer the results to the Department's Office for handover to the Provincial Public Administration Service Center.
Step 7:Return the documents and driver's license to the citizen.
The procedure for renewing a driver's license that has expired for more than 3 months requires retaking the driving test.
The process takes 56 working hours (7 working days, immediately after the end of the driving license renewal exam).
Step 1:Check and guide the application process, send a results appointment slip to the citizen (clearly stating the expected examination time is no more than 45 days from the date of application). Transfer the application for processing.
Step 2:At the end of the examination period for the re-issuance of A4, B1, B2, C, D, E, and F class driver's licenses: The Chairman of the Examination Board convenes a meeting of the Board, the Examination Team, the Supervisory Team (if any), and the Head of the Examination Team reports the examination results and unanimously signs the summary minutes of the examination results. The Chairman of the Examination Board signs and stamps the summary minutes of the driver's license examination for those whose licenses are being re-issued.
If your driver's license has expired for more than 3 months but less than 1 year, you must retake the theory test; if it has expired for more than 1 year, you must retake both the theory and practical tests.
Step 3:The examination management agency reviews and submits to the Director of the Department of Transport a Decision recognizing the successful candidates in the examination for the reinstatement of their driver's licenses, along with a list of successful candidates who have been granted driver's licenses.
Step 4:Sign the Decision, the list of reissued driver's licenses, and sign the driver's licenses or authorize the head of the department to sign the driver's licenses.
Step 5:Print driver's licenses and a list of driver's license printing status reports. Transfer the results to the Department's Office for handover to the Provincial Public Administration Service Center.
Step 6:Return the documents and driver's license to the citizen.
