On July 4, 2024, the People's Committee of Nghe An province issued a Decision approving internal procedures and electronic procedures in handling administrative procedures in the field of Transport under the management of the Department of Transport. This includes regulations on procedures and time for issuing new and re-issuing Driver's Licenses.
1.After the end of the examination period: The training facility compiles the records of the successful candidates according to regulations, which have been stamped by the Examination Management Board.(For first-time drivers; for people learning to drive with an upgraded vehicle; for ethnic minorities who cannot read or write Vietnamese learning to drive a class A1 or A4 motorbike)Submit directly at the Nghe An Provincial Public Administration Service Center (No. 16 Truong Thi, Vinh City); or through the Provincial Administrative Procedure Information System.
2.Civil servants and public employees at Nghe An Provincial Public Administration Service Center: check, guide the receipt of documents, send appointment slips for results to citizens or authorized persons of driving training facilities.

Submit to the Director of the Department of Transport for a Decision on recognition of passing the examination, along with a list of successful candidates who will be granted a Driver's License.

Procedures for reissuing a lost or expired driver's license less than 3 months

Step 1:Check, guide the reception of documents, send appointment slips for results to citizens. Transfer documents for processing.
Step 2:Check and review the national driver's license database and records stored at the Department of Transport (if the driver's license is issued by Nghe An Department of Transport) if no driver's license is found to be confiscated or processed by a competent authority; and is listed in the records of the testing management agency.
Step 3:Draft Decision submitted to the Department leader for signature and decision with list of requests for re-issuance of driving license.
Step 4:Department leaders sign decisions and list of re-issued driving licenses.
Step 5:The Department leader signs the Driver's License or authorizes the office leader to sign the Driver's License.
Step 6:Print driver's license and list of driver's license printing status reports. Transfer results to the Department Office to hand over to the Provincial Public Administration Service Center.
Step 7:Return documents and driver's license to citizens.
Procedures for reissuing a driver's license that has expired for more than 3 months and requires re-examination
Performed within 56 working hours (7 working days, immediately after the end of the test period to retake the driving license test)
Step 1:Check, guide the receipt of documents, send appointment slips to citizens for results (Clearly state the expected time of examination not exceeding 45 days from the date of receipt of procedures). Transfer documents for processing.
Step 2:At the end of the examination period to reissue a driving license of class A4, B1, B2, C, D, E, F: The Chairman of the Examination Council organizes a meeting of the Council, the Examination Team, the Supervisory Team (if any), the Head of the Examination Team reports the examination results and signs the summary minutes of the examination results. The Chairman of the Examination Council signs and stamps the summary minutes of the driving test results of the test taker for the person who has his/her driving license reinstated.
If the driver's license expires from 3 months to less than 1 year, retake the theory test; over 1 year, retake the theory and practice test.
Step 3:The examination management agency reviews and submits to the Director of the Department of Transport a Decision to recognize passing the examination to restore the driving license, along with a list of successful candidates who will be granted a driving license.
Step 4:Sign the Decision, list of re-issuance of driving licenses and sign the driving licenses or authorize the department leader to sign the driving licenses.
Step 5:Print driver's license and list of driver's license printing status reports. Transfer results to the Department Office to hand over to the Provincial Public Administration Service Center.
Step 6:Return documents and driver's license to citizens.
