Regulations on land valuation councils under the 2024 Land Law
Mr. NVT from Nghi Loc district asks: Who are the members of the Land Valuation Council? What are the specific contents of the Land Valuation Council's assessment?
Article 161 of the 2024 Land Law stipulates:
1. The Provincial People's Committee shall decide to establish a Land Price Appraisal Council comprising the Chairman of the Provincial People's Committee or one Vice-Chairman of the Provincial People's Committee as the Chairman of the Council, the Head of the Provincial Finance Agency as the Vice-Chairman of the Council, and members of the Provincial People's Committee who are heads of provincial specialized agencies; the Chairmen of the District People's Committees; representatives of relevant agencies and organizations, land price determination consulting organizations, and experts.

2. The Provincial People's Committee shall decide to establish a Provincial-level Land Valuation Council comprising the Chairman of the Provincial People's Committee or one Vice-Chairman of the Provincial People's Committee as the Chairman of the Council; the Head of the Provincial Finance Agency as the Vice-Chairman of the Council; the Chairman of the People's Committee of the district or commune where the land is located; and representatives of relevant agencies and organizations. The Provincial People's Committee may invite representatives of land valuation consulting organizations or land valuation experts to participate as members of the Council.
3. The People's Committee at the district level shall decide to establish a specific land valuation council at the district level, comprising the Chairman of the People's Committee at the district level or one Vice-Chairman of the People's Committee at the district level as the Chairman of the Council; the head of the district-level finance agency as the Vice-Chairman of the Council; leaders of relevant departments and organizations; and the Chairman of the People's Committee at the commune level where the land is located. The People's Committee at the district level may invite representatives of land valuation consulting organizations or land valuation experts to participate as members of the Council.
4. The Land Price Appraisal Council, the Provincial and District-level Specific Land Price Appraisal Councils shall decide to establish a Support Team for the Council and may hire a land valuation consulting organization to provide advice on appraising the land price list and specific land prices.
5. The content of the land price appraisal by the Land Price Appraisal Council and the Specific Land Price Appraisal Council includes compliance with the principles and methods of land valuation, the procedures for land valuation, and the results of information gathering.
6. The Land Price Appraisal Council, the Provincial and District-level Specific Land Price Appraisal Councils are responsible for the appraisal content as stipulated in Clause 5 of this Article.
The Council operates independently and objectively, collectively, and makes decisions by majority vote; the Chairman and members are personally responsible for their opinions. Meeting minutes must fully record all discussions and voting results, which are stored along with meeting documents and written opinions from Council members.
The Land Price Appraisal Council and the Specific Land Price Appraisal Council invite representatives from the Vietnam Fatherland Front Committee at the same level and other political and social organizations to attend the land price appraisal meeting.
