Article 221,The 2024 Land Law regulates the management of unused land.as follows:

1. The People's Committee at the commune level is responsible for managing and protecting unused land in the locality, registering it in the land cadastral records, and reporting to the People's Committee at the next higher level on the situation of managing and exploiting unused land.

2. The provincial People's Committee is responsible for managing unused land on islands that have not yet been assigned to district or commune-level administrative units for management.

-Article 222,The 2024 Land Law also clearly stipulates the process of putting unused land into use., specifically:

1. Based on the land use planning and plans approved by competent authorities, People's Committees at all levels shall develop plans to put unused land into use.

2. The State encourages organizations and individuals to invest in bringing unused land into use in accordance with land use plans and schemes approved by competent authorities.

3. For land areas planned for agricultural use, priority will be given to individuals residing in the locality who have not yet been allocated land or who lack sufficient land for production.

4. The State has a policy of investing in infrastructure in border areas, islands, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, and areas with abundant land but sparse population, in order to implement the plan of bringing unused land into use; it also has a policy of exempting or reducing land use fees and land rent for cases of allocating or leasing unused land for use.

5. Provincial People's Committees shall use funds collected from the revenue generated from permitting the conversion of rice cultivation land to other uses and other legitimate sources of funding to serve the purpose of improving and bringing unused land into use.
