Mr. Nguyen Van Hong, residing in Vinh City, asks: How are the management and use of revenue from highway tolls regulated?
Reply:
According toArticle 50,Road Traffic Law 2024:
- The State collects highway usage fees from vehicles traveling on highways owned by the entire population, with the State acting as the representative owner and directly managing and operating them, including:
a) Highways invested in by the State through public investment;
b) Highways that have been invested in under other forms will be transferred to the State upon completion of the contract.

- The management and use of revenue from highway tolls are regulated as follows:
a) The road management agency that organizes the exploitation of assets shall remit the collected fees to the state budget in accordance with the law on fees and charges;
b) The franchisee collecting fees and managing the franchisee shall remit the franchise fee to the state budget; the fees collected during the term of the franchise agreement shall not be remitted to the state budget, except for the portion of revenue that must be shared with the State as prescribed by law.
- The Government shall regulate the conditions and timing for the collection of tolls on expressways; and the collection of tolls on expressways falling under the cases specified in Clause 1 of this Article that do not yet meet the requirements of Clause 1, Article 45 and Clause 2, Article 47 of this Law.
