Quy Hop (Nghe An): Dismissed 5 party members for violating Party discipline
(Baonghean) - Quy Hop District Party Committee has strictly implemented inspection, supervision, and party discipline enforcement against many cases of violating cadres and party members, contributing to cleaning up the apparatus and improving the effectiveness of political tasks.
Severely handle many violations
In 2017, Nghia Xuan commune (Quy Hop) established 7 inspection and supervision teams, including 4 thematic inspection teams on improving the quality of Party cell activities, implementing the Resolution of the District Party Congress and overcoming limitations after review in the spirit of Resolution 4 of the Central Committee (term XII); 3 inspection and supervision teams on implementing political tasks.
During the year, the Nghia Xuan Commune Party Committee established inspection teams to inspect the implementation of political tasks and Party building work at 20 Party cells and reported, summarized results, and made specific comments and assessments for each Party cell.
Through inspection, the Commune Party Committee discovered 9 Party members who violated the regulations and took strict disciplinary action: 5 people who violated regulations on Party cell activities were removed from their names; 3 people were reprimanded for violating regulations on population policy - family planning and 1 case of disturbing public order, causing internal disunity.

In 2018, Nghia Xuan commune will focus on inspecting collectives and cadres in implementing the Resolution of the District Party Congress and continue thematic supervisions set out in the inspection plan for the period 2016 - 2020.
"In particular, leaders and key comrades are required to regularly pay attention to and strictly implement the Party's inspection and supervision work to promptly grasp and immediately resolve arising issues and difficulties at the grassroots level," affirmed comrade Truong Van Vinh.
At the Ha Son Commune Party Committee, Party Secretary Truong Van An said that for the 2017 inspection work, the commune conducted 4 inspections, including 3 quarterly inspections and 1 year-end inspection.Specifically, in the first quarter, the inspection will be conducted on the implementation of the Party Congress Resolutions at all levels; in the second quarter, the inspection will be conducted on the improvement of the quality of building cultural villages associated with new rural construction at Loc Son and Con To Party Cells; in the third quarter, the inspection will be conducted on the use of funds to support mass mobilization working groups in hamlets and a general inspection will be conducted in the fourth quarter.
"In 2018, we will continue to identify key tasks for monthly and quarterly inspections as implemented in 2017, because identifying key tasks has shown positive results, creating movement for the grassroots in terms of both party members and collectives" - said comrade Phan Van Le, Deputy Secretary and Head of the Inspection Committee of the Ha Son Commune Party Committee.
In 2017, the district Party Committee conducted 11 inspections at 34 units and 29 individuals as leaders and 3 thematic supervisions at 7 units and 17 individuals on the performance of assigned duties and tasks. Party organizations conducted inspections of 51 party members; inspected 41 party organizations, and supervised 25 party organizations; of which the District Party Committee's Inspection Commission inspected 21 party organizations, supervised 10 party organizations, inspected 20 organizations, and supervised 15 party organizations.
The Inspection Committees at all levels have inspected signs of violations against 15 party members and inspected 14 party organizations. Thereby, many violating cadres were disciplined, including 1 comrade for violating the leadership and direction of forest management, protection and development by removing him from all positions in the Party; and proposed that the Standing Committee of the District Party Committee consider disciplining 1 collective in the leadership and direction of forest management, protection and development.

Chairman of the Quy Hop District Party Committee's Inspection Commission Phan Cong Sen said: "Along with the development of the District Party Committee's Inspection Commission's work program, from the beginning of the year, we also directed the grassroots Party Committees to plan the implementation of tasks from the beginning to the end of the year for the District Party Committee's Inspection Commission to monitor and supervise. Therefore, most grassroots Party committees have carried out inspection work quite systematically and with quality, detecting many violations by cadres and party members and strictly handling them."
In 2017, the Quy Hop District Party Committee disciplined 29 party members; of which 12 were party members under the management of the District Party Committee Standing Committee. The party members were disciplined mainly for violating the law on gambling, illegal drug trafficking, incorrect household registration, deforestation, violating population and family planning policies; and violating the Party Charter. Accordingly, 5 people were dismissed, 14 were reprimanded, 6 were warned, and 4 were expelled.
Focused and key inspection and supervision
According to the assessment of Quy Hop District Party Secretary Ho Le Ngoc, 2017 was the year Quy Hop strictly implemented the inspection and supervision work and discovered and strictly handled many violations, including those of collectives, creating many changes in grassroots party organizations.
In particular, in 2017, Quy Hop District Party Committee also organized an inspection of the implementation of Directive No. 50-CT/TW of the Politburo "On strengthening the Party's leadership in detecting and handling corruption cases in the current situation".
Quy Hop District Party Committee has also directed and reviewed 55 forest product processing and exploitation establishments to ensure that these organizations operate in accordance with the law and strictly control inputs, contributing to preventing violations of laws on forest protection and forest product exploitation.

Comrade Ho Le Ngoc also said that based on the assessment of the situation and results in 2017, Quy Hop District Party Committee determined that the economic and social development work in 2018 will not be carried out in a widespread manner but must have a focus and key points.
On the basis of correctly identifying the importance of the political core in performing the tasks of grassroots party organizations, the District Party Committee will strengthen direction and support in all aspects to improve capacity and fighting strength; in which, it will promote inspection and supervision; enhance cadre training through many forms, towards standardizing the team.
