Quỳ Hợp (Nghệ An): Five Party members dismissed for violating Party discipline.

Strict action will be taken against many cases of violations.
In 2017, Nghia Xuan commune (Quy Hop district) established 7 inspection and supervision teams, including 4 specialized inspection and supervision teams focusing on improving the quality of Party branch activities, implementing the Resolution of the District Party Congress, and addressing shortcomings after self-criticism in accordance with the spirit of Resolution 4 of the Central Committee (12th term); and 3 inspection and supervision teams focusing on the implementation of political tasks.

During the year, the Nghia Xuan Commune Party Committee established inspection teams to review the implementation of political tasks and Party building work in 20 Party branches and compiled reports summarizing the results and providing specific comments and assessments for each branch.

Through inspection and supervision, the Party Committee of the commune discovered 9 Party members who violated regulations and took strict disciplinary action: 5 people violated regulations on Party branch activities and were removed from the Party membership list; 3 people were reprimanded for violating regulations on population policy and family planning; and 1 case involved disturbing public order and undermining internal unity.

Comrade Truong Van Vinh, Deputy Secretary and Chairman of the Party Committee's Inspection Committee of Nghia Xuan commune, said: "The regular implementation of inspection and supervision work has brought positive results, helping to maintain order and strengthen the fighting capacity of grassroots party organizations."

In 2018, Nghia Xuan commune will focus on inspection and supervision of collectives and officials in implementing the Resolution of the District Party Congress and continue the thematic supervision activities outlined in the inspection and supervision plan for the 2016-2020 period.

"In this regard, leading and key comrades are required to regularly pay attention to and strictly implement the Party's inspection and supervision work in order to promptly grasp and resolve emerging issues and difficulties at the grassroots level," Comrade Truong Van Vinh affirmed.

Specifically, in the first quarter, inspections will focus on the implementation of resolutions of Party congresses at all levels; in the second quarter, inspections will be conducted on improving the quality of cultural village construction in conjunction with new rural development at the Loc Son and Con To Party branches; in the third quarter, inspections will be carried out on the use of funds supporting mass mobilization working groups in the hamlets; and a comprehensive inspection will be conducted in the fourth quarter.

“In 2018, we will continue to identify key areas of work for inspection and supervision on a monthly and quarterly basis, as we did in 2017. Identifying these key areas has proven effective, creating momentum at the grassroots level for both Party members and collectives,” said Comrade Phan Van Le, Deputy Secretary and Chairman of the Party Committee's Inspection Committee of Ha Son commune.

In 2017, the district Party committee conducted 11 inspections at 34 units and 29 individuals who were heads of units, and 3 thematic supervisions at 7 units and 17 individuals regarding the performance of assigned duties and responsibilities. Party organizations conducted inspections and supervision of 51 Party members; inspected 41 Party organizations, and supervised 25 Party organizations; of which the District Party Committee's Inspection Committee inspected 21 Party organizations, supervised 10 Party organizations, inspected 20 organizations, and supervised 15 Party organizations.

The Party Discipline Inspection Committees at all levels investigated signs of violations by 15 Party members and inspected 14 Party organizations. As a result, many officials were disciplined for violations, including one comrade who was dismissed from all Party positions for violating leadership and direction in the management, protection, and development of forests; and a request was made to the District Party Standing Committee to consider disciplinary action against one collective for its leadership and direction in the management, protection, and development of forests.

According to Phan Cong Sen, Chairman of the Inspection Committee of the Quy Hop District Party Committee: “Along with developing the work program of the District Party Committee's Inspection Committee, from the beginning of the year, we also directed the Inspection Committees at the grassroots level to plan their tasks from the beginning to the end of the year so that the District Party Committee's Inspection Committee could monitor and supervise them. Therefore, most grassroots Party committees have carried out inspection and supervision work quite systematically and with quality, detecting many cadres and Party members who violated regulations and handling them strictly.”

In 2017, the Quy Hop District Party Committee disciplined 29 Party members; of which 12 were under the management of the District Party Committee Standing Committee. The disciplinary actions were primarily for violations of laws regarding gambling, illegal drug trafficking, falsifying household registration records, deforestation, violations of family planning policies, and violations of the Party Charter. Accordingly, 5 were dismissed from their positions, 14 were reprimanded, 6 were warned, and 4 were expelled from the Party.

Inspection and monitoring should be focused and targeted.

According to the assessment of the Secretary of the Quy Hop District Party Committee, Ho Le Ngoc, 2017 was a year in which Quy Hop implemented inspection and supervision work very strictly and discovered and severely punished many cases of violations, including those involving collectives, creating positive changes in many aspects of grassroots party organizations.

In particular, in 2017, the Quy Hop District Party Committee also organized inspections and supervision of the implementation of Directive No. 50-CT/TW of the Politburo "On strengthening the Party's leadership over the work of detecting and handling cases of corruption in the current situation".

The Quy Hop District Party Committee has also directed and reviewed 55 forest product processing and exploitation facilities to ensure that these organizations operate in accordance with the law and to strictly control input, contributing to preventing violations of laws on forest protection and forest product exploitation.

Comrade Ho Le Ngoc also stated that, based on an assessment of the situation and results in 2017, the Quy Hop District Party Committee has determined that inspection and supervision work in 2018 will not be carried out in a scattered manner but will have a focus and priority.

Based on correctly identifying the crucial political importance in the performance of tasks by grassroots Party organizations, the District Party Committee will strengthen guidance and support in all aspects to enhance capacity and fighting strength; this includes promoting inspection and supervision; and strengthening cadre training through various forms, aiming to standardize the workforce.
