Answer: * Citizens' rights regarding land are stipulated in Article 23 of the 2024 Land Law, including:

- Participate in the development, provision of feedback, and supervision of the refinement and implementation of land policies and laws.

- Participate in state management, provide feedback, discuss, and make recommendations and reports to state agencies on land management and use.

- Rights to equality and gender equality in land management and use.

- Participate in land use right auctions and bidding processes to select investors for land-use projects in accordance with the law; propose to the State to allocate or lease land without auctioning land use rights or bidding processes to select investors for land-use projects in accordance with the law.

- Receiving land use rights through transfer, gift, inheritance, capital contribution, or lease; buying, selling, or transferring shares or capital contributions constitutes the value of land use rights as stipulated by law.

- Exercise the rights of land users as stipulated in the 2024 Land Law.

* Citizens' obligations regarding land are stipulated in Article 25 of the Land Law as follows:

- Comply strictly with all legal regulations regarding land.

- Preserve, protect, and develop land resources.

- Respect the land use rights of other land users.
