(Baonghean.vn) - Prime Minister Pham Minh Chinh emphasized that the upcoming tasks in Project 06 are difficult and complex, but they must be done and must be done with determination and effectiveness.
On the afternoon of December 21st, the Government held a conference to assess the situation after two years of implementing the Project on developing data applications on population, identification and electronic authentication to serve the national digital transformation in the period 2022-2025, with a vision to 2030 (Project 06).
The conference was co-chaired by comrades: Prime Minister Pham Minh Chinh - Chairman of the National Committee for Digital Transformation; Deputy Prime Minister Tran Luu Quang - Standing Vice Chairman of the National Committee for Digital Transformation; and Minister of Public Security General To Lam.
At the Nghe An provincial venue, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided over the meeting. Leaders from relevant departments and agencies also attended.
MANY PRACTICAL BENEFITS AFTER 2 YEARS OF IMPLEMENTING PROJECT 06
Over the past two years, with determined and decisive leadership, creativity, and strong organizational skills, the basic objectives of Project 06 have been largely achieved. Notably, there has been a positive shift in the awareness and actions of all levels, sectors, and the people regarding digital transformation in general, and the implementation of Project 06 in particular.
Many benefits from population data, citizen identification cards, and electronic identification have been provided, and people and society are increasingly enjoying them. For example, 38 out of 53 essential public services related to citizens are now available on the National Public Service Portal. The rate of people participating in online public services in localities has reached 58.2%. The implementation of essential public services annually has saved the State 2,505 billion VND.
Socio-economic development solutions continue to be promoted, directly contributing to economic development and improving the efficiency of social governance, such as: completing the solution for using electronic invoices with tax authority codes; promoting cashless payments in the fields of healthcare, education, finance, etc.
For state agencies, Project 06 has contributed to changing the method of citizen management from manual, paper-based methods to modern, information-based methods. It has improved the quality, efficiency, and accuracy of managing basic citizen information among ministries, sectors, and localities. This has helped save time, effort, and resources in building and operating specialized databases.
The project has established and is continuously improving the connection and sharing of databases serving national digital transformation, aiming towards building a National Data Center. The National Population Database, with over 105 million data points that are regularly supplemented and updated to ensure accuracy, completeness, cleanliness, and viability, has been connected with 15 ministries and agencies, 1 state-owned enterprise, 3 telecommunications companies, and 63 localities.
The Ministry of Public Security has issued over 70.2 million electronic identification accounts to citizens; and completed the issuance of over 84.7 million Citizen Identity Cards. Using original population data, the verification and cleaning of data has been accelerated, supporting data creation for various sectors and contributing to savings of over 500 billion VND for ministries, sectors, and localities.
Despite achieving many positive results, 26 tasks are still behind schedule according to the roadmap of Project 06 and the roadmap of the Government's directives, resolutions, and official dispatches. The process for building and creating data, and using budget to complete the technological infrastructure has not been completed; 15 essential public services have not yet been fully provided on the National Public Service Portal...
At the conference, localities, businesses, ministries, and sectors reported on the results of implementing Project 06 over the past two years; shared valuable experiences, lessons learned, and innovative approaches; highlighted areas of slow progress, difficulties, and obstacles related to institutions, mechanisms, policies, and the implementation process; and proposed several key solutions for the future.
FOCUS ON ACCELERATING LONG-STANDING TASKS
Concluding the conference, Prime Minister Pham Minh Chinh assessed that, after two years of implementing Project 06, many results have been achieved, reflected in six key areas: Leadership and direction have been organized decisively and rigorously, and awareness throughout society has been increasingly enhanced; the work of perfecting institutions, mechanisms, and policies has been actively and effectively implemented.
On the other hand, the deployment of online public services has been accelerated, yielding practical results; the promotion of data connectivity and sharing has achieved many positive outcomes; an important foundation for digital citizenship has been established; and the security and safety of the system have been given due attention. This demonstrates that the implementation of Project 06 is entirely correct, appropriate to the actual conditions, and brings many practical results to the socio-economic development of our country.
Emphasizing and clearly identifying six shortcomings and limitations after two years of implementing Project 06, the Prime Minister requested ministries, sectors, and localities to propose solutions and focus on overcoming and resolving these issues in the coming period. At the same time, he highlighted three lessons learned: A clear mindset, high determination, and decisive action are essential; the proactive and positive attitude of leaders is crucial; and close coordination between ministries, sectors, localities, the people, and businesses is vital.
The Prime Minister emphasized that the upcoming tasks are difficult and complex, but they must be done, and with even greater determination, they must be accomplished. Therefore, he requested that the heads of ministries, sectors, and localities focus their efforts and determination, together with the police force, to effectively implement the tasks in Project 06.
From now until the Lunar New Year 2023, the remaining 12 localities are required to promptly implement cashless social security payments; implement the issuance of criminal record certificates via the VNeID application in Thua Thien Hue province; and guide medical facilities and citizens in using electronic health records on the VNeID application.
Prime Minister Pham Minh Chinh also requested localities to focus on resolving tasks that are behind schedule; implement tasks according to the roadmap, develop a plan for implementing Project 06 in 2024; strengthen human resource training, improve the efficiency of online public services; enhance integration and sharing of databases; and promote communication efforts...
On this occasion, the Prime Minister awarded Certificates of Commendation to 9 collectives of the Ministry of Public Security and 17 collectives of ministries, sectors, and localities for their achievements in implementing the Government's Project 06.
