The appearance of the countryside has brightened, moving towards becoming a livable rural area. This is the result of the entire political system and the people in the area actively participating in building new rural areas.
STRIVING FOR 100% OF COMMUNITIES TO "REACH THE FINISH LINE" IN 2023
Nghia Tho is a mountainous commune in Nghia Dan district, with 85% of its population being ethnic minorities. With the support of various levels of government and the collective efforts of the people, the new rural development program in Nghia Tho commune has achieved many positive results. The appearance of Nghia Tho's rural areas has clearly improved. Houses are built in a more spacious and modern style; the previously dusty and muddy roads have been replaced with asphalt and concrete roads leading to the homes of families; village cultural centers have been newly built, equipped with complete and synchronized facilities; and concrete irrigation canals extend across the fields…
Simultaneously, the local people actively developed concentrated production towards specialized farming and commodity production. Increasingly, there are more high-income agricultural models, with average income reaching over 43 million VND/person/year, and the poverty rate decreasing to 6.38%. To date, Nghia Tho commune has basically completed the criteria for building new rural areas. In October 2023, the Provincial Council for New Rural Area Construction Assessment surveyed and assessed the commune's completion of the targets.

Sharing about the achievements in the new rural development movement, Mr. Truong Cong Canh - Chairman of the People's Committee of Nghia Tho commune said: “The Party Committee, the government, mass organizations, and the people of Nghia Tho commune have strived to overcome difficulties and challenges in implementing the National Target Program on new rural development. To achieve results under difficult conditions, the commune has done a good job of disseminating information and mobilizing the people. Once the people's mindset was clear, they all actively contributed labor and resources to build public works.”
"It is noteworthy that during the process of building new rural areas in Nghia Tho commune, many households voluntarily donated land to open roads, contributing more than the stipulated amount to create important infrastructure projects."
Nghia Lac commune is a mountainous area inhabited by ethnic minorities, with 97.8% of its population being Thai-Tho ethnic people. Two out of five hamlets are classified as particularly disadvantaged villages. The economy is primarily agricultural. Previously, Nghia Lac commune's transportation system consisted only of National Highway 48 connecting the commune center to the district, while the rest were mostly narrow dirt roads. This significantly impacted the local people's travel, trade, and goods transportation needs. Meanwhile, although infrastructure has been invested in, it remains limited, failing to create the impetus for socio-economic development commensurate with its existing potential.

Mr. Le Trong Can, Secretary of the Party Committee of Nghia Lac commune, said: "Since embarking on the new rural development program, the locality has organized widespread propaganda among the people, mobilizing the entire political system to participate. Each year, we have a plan to implement the criteria and group them according to the principle of 'doing the easy things first, the difficult things later.' In the propaganda and mobilization efforts, the Party committee, government, and various departments and organizations have all participated, using diverse and people-friendly methods, thus receiving great support. As a result, people have actively donated land, contributed funds, and provided labor for the construction of transportation and irrigation projects. At the same time, they have boldly applied science and technology to production, transformed the structure of crops and livestock, and established cooperative links in production and product consumption, creating stable outlets."
However, due to its low starting point, some criteria for building new rural areas have not yet been met, such as cultural infrastructure, housing construction, and multidimensional poverty reduction. With the support of all levels and sectors, Nghia Lac commune strives to complete the remaining criteria by the end of 2023 to achieve the goal of becoming a new rural area.

Therefore, if Nghia Lac commune achieves the new rural development goal by the end of this year, it will contribute to bringing 100% of communes in Nghia Dan district to completion.building new rural areasIn 2023, many communes also actively built advanced new rural areas and model new rural areas.
Since the start of the new rural development program (2011-2023), localities in Nghia Dan district have mobilized a total of 13,555 billion VND. Of this amount, people's contributions (cash, land donations, fences, trees, etc.) reached over 189 billion VND.
ACTIVELY BUILDING A NEW RURAL DISTRICT
To effectively implement the new rural development program, Nghia Dan district has developed a plan and defined a specific roadmap with appropriate tasks for each locality and each stage. Simultaneously, it has focused on mobilizing resources to complete the new rural development criteria. In particular, the district has always identified the development of production and the improvement of people's income as the driving force and fundamental foundation of the new rural development program.

Along with urging all communes to achieve their targets by 2023, Nghia Dan district is directing communes that have completed the new rural development program to continue improving the criteria, aiming towards building communes that meet the standards of advanced new rural development and model new rural development. To date, besides Nghia Binh commune achieving the advanced new rural development standard (in 2022), Nghia Dan district is focusing on directing Nghia Hieu and Nghia Son communes to achieve the advanced new rural development standard in 2023. At the same time, the district is actively reviewing and completing the criteria for a new rural district by 2025.
Over the years, Nghia Dan district has issued many mechanisms and policies to encourage communes.production developmentThis includes raising income, implementing comprehensive support policies, stimulating demand for the construction of cultural institutions, and building rural infrastructure. During the implementation of the new rural development program, Nghia Dan district has created consensus among the people and mobilized the participation of all components and forces in society. In 2023, continuing the district Party Committee's policy of "joining hands of district-level agencies and units to support villages and communes in building new rural areas," officials from district-level agencies and units contributed over 150 million VND (cash and in-kind donations) to support villages in building new rural areas.

During the exchange, Mr. Tran Manh Ha, Vice Chairman of the Nghia Dan District People's Committee, stated: One of the key tasks throughout is to build Nghia Dan district into an economic center of the Northwest region of Nghe An province and a new rural district by 2025. Based on this, the district is promoting socio-economic development and actively applying high technology in agricultural production. Simultaneously, it is implementing many projects and holding numerous conferences to improve production, such as: “Developing advantageous fruit trees in Nghia Dan district linked with processing and product consumption industries”; “Developing and improving the quality of agricultural cooperatives linked with promoting the implementation of the “One Commune One Product” (OCOP) program,”… This contributes to the sustainable development of localities, increasing people's income, ensuring environmental hygiene, consolidating security and order, and building a strong political system...
With the coordinated efforts of the entire political system and the active participation of the people, Nghia Dan district is gradually fulfilling the criteria for building a new rural district according to the set roadmap.
