Nghia Tho is a mountainous commune of Nghia Dan district, with 85% of the population being ethnic minorities. At the same time, people are actively developing concentrated production in the direction of specialization and commodity production. There are more and more agricultural models with high income, average income reaching over 43 million VND/person/year, the poverty rate has decreased to 6.38%. Up to now, Nghia Tho commune has basically completed the criteria for new rural construction. In October 2023, the Provincial New Rural Construction Appraisal Council surveyed and appraised the commune to have completed the targets.

Sharing about the achievements in the new rural construction movement, Mr. Truong Cong Canh - Chairman of Nghia Tho Commune People's Committee said: "The Party Committee, government, organizations and people of Nghia Tho Commune have made efforts to overcome difficulties and challenges in implementing the National Target Program on new rural construction. To achieve results in difficult conditions, the commune has done a good job of propaganda and mobilizing the people. When people's thinking is clear, they all actively contribute their efforts and money to build public works."

It is worth noting that in the process of building new rural areas in Nghia Tho commune, many households voluntarily donated land to open roads, contributing more than the prescribed amount to build important projects.

Nghia Lac commune is an ethnic minority and mountainous area, with 97.8% of Thai - Tho ethnic people living there, 2/5 hamlets are enjoying the special difficult villages and hamlets. The economy is mainly agricultural production. Previously, the traffic system of Nghia Lac commune only had National Highway 48 connecting the commune center with the district, the rest were mainly very small and narrow dirt roads; greatly affecting the needs of travel, trading and transporting goods of local people. Meanwhile, although the infrastructure has been invested, it is still limited, so it does not create a driving force for economic and social development commensurate with the available potential.

Mr. Le Trong Can - Secretary of the Party Committee of Nghia Lac commune said: Since starting to build new rural areas, the locality has organized widespread propaganda among the people, mobilized the entire political system to participate, and annually has a plan to implement the criteria and group the criteria according to the motto "easy to do first, difficult to do later". In propaganda and mobilization, the Party Committee, the government and departments, branches and organizations have joined together, with many diverse forms, close to the people, so they received great sympathy. Thereby, people actively donated land, contributed funds and working days to build traffic and irrigation works. At the same time, they boldly applied science and technology to production, transformed the structure of crops and livestock, cooperated in production and product consumption, creating stable output.

However, due to the low starting point, some criteria for new rural construction have not yet met the requirements such as: cultural facilities, housing construction, multidimensional poverty reduction. With the support of all levels and sectors, Nghia Lac commune strives to complete the remaining criteria by the end of 2023 to reach the new rural finish line.

Thus, if by the end of this year, Nghia Lac commune reaches the new rural finish line, it will contribute to 100% of communes in Nghia Dan district completing the new rural finish line.new rural constructionin 2023. Many communes are also actively building advanced new rural areas and model new rural areas.

Since the new rural construction (2011-2023), localities in Nghia Dan district have mobilized a total of 13,555 billion VND. Of which, people's contributions (cash, land donation, fences, trees...) reached over 189 billion VND.

Actively building new rural districts

To effectively implement the new rural construction program, Nghia Dan district has developed a plan, determined a specific roadmap with appropriate tasks for each locality, in each stage, and at the same time, focused on mobilizing resources to complete the new rural criteria. In particular, the district always determines that developing production and increasing people's income is the driving force and the fundamental foundation of the new rural construction program.

Along with urging all communes to reach the finish line by 2023, Nghia Dan district directs communes that have completed new rural construction to continue to improve the criteria, meeting the direction of building communes that meet advanced new rural standards, model new rural areas. Up to now, besides Nghia Binh commune meeting advanced new rural standards (in 2022), Nghia Dan district is focusing on directing the construction of Nghia Hieu and Nghia Son communes to meet advanced new rural standards in 2023. At the same time, the district actively reviews and builds to complete the criteria of new rural districts by 2025.

In recent years, Nghia Dan district has issued many mechanisms and policies to encourage communes.production development, increase income, synchronously implement support policies, stimulate the construction of cultural institutions, and build rural infrastructure. In the process of implementing new rural construction, Nghia Dan district has created consensus among the people and mobilized the participation of all components and forces in society. In 2023, continuing to implement the policy of "joining hands of district-level agencies and units to support hamlets and communes in building new rural areas" of the District Party Committee, officials of district-level agencies and units contributed more than 150 million VND (cash and in kind) to support hamlets in building new rural areas.

Through the discussion, Mr. Tran Manh Ha - Vice Chairman of Nghia Dan District People's Committee said: One of the key tasks throughout is to build Nghia Dan district into an economic center of the Northwest region of Nghe An province and a new rural district by 2025. On that basis, the district promotes economic and social development, actively applying high technology in agricultural production. At the same time, many projects are implemented, many conferences are held to improve production, typically the projects: "Developing fruit trees with advantages of Nghia Dan district associated with processing industry, product consumption; "Developing and improving the quality of agricultural cooperatives associated with promoting the implementation of the "One Commune One Product" (OCOP) Program", ... That contributes to the sustainable development of localities, increasing income for people, ensuring environmental sanitation, consolidating security and order, building a strong political system...

With the synchronous participation of the entire political system and the active participation of the people, Nghia Dan district is gradually completing the criteria for building a new rural district according to the set roadmap.
