Outstanding achievements

The new Quynh Luu commune was established on the basis of merging the entire administrative boundaries and population of the old communes of Quynh Giang, Quynh Dien, Quynh Hau, Binh Son and Cau Giat town. After the merger, Quynh Luu commune has a natural area of ​​40.55 km2 and a population of 73,584 people. The commune Party Committee has 108 Party cells and affiliated Party Committees with 3,328 Party members. During the past term, despite many difficulties and challenges, the Party Committee, government and people of the whole commune have united, raised their determination, and led the organization to successfully implement the goals and tasks set out in the Resolution of the Party Congress for the 2020-2025 term.

The work of Party building and political system building has many innovations, highlights and breakthroughs. The Party Committee of Quynh Luu commune has made efforts to effectively lead and direct the province's major work programs; at the same time, synchronously deploying the local socio-economic development plan.

In the field of economic development, the Party has led the government to synchronously deploy many flexible, creative and practical solutions. In particular, focusing on shifting the economic structure towards modernization, prioritizing the development of the service - trade sector, increasing the value of agricultural production by applying science and technology and expanding the model of concentrated commodity production. The movement to build new rural areas and civilized urban areas has been promoted, with total investment resources estimated at 500,226 billion VND. Up to now, the appearance of urban and rural areas has changed a lot, the material and spiritual life of the people has been improved. 100% of (old) communes have met the new rural standards, of which Quynh Hau commune has met the advanced new rural standards.

Industry, handicrafts and construction continue to develop; infrastructure is invested synchronously. Up to now, the whole commune has industrial establishments operating mainly in fields such as construction materials production, garments, solar power... Craft villages and handicrafts such as civil carpentry, seafood processing, vermicelli production, burnt rice, rattan and bamboo weaving... operate effectively. Along with that, the locality was approved by the Prime Minister to plan Dien Quynh Industrial Park (600ha, of which Quynh Luu is 130ha) and 02 Industrial Clusters (Cau Giat Industrial Cluster 30ha, Quynh Hung Craft Village Industrial Cluster (17ha). This is an opportunity for the locality to promote economic development, creating many job opportunities for local people. Services and trade have developed in a variety of fields, accounting for a high proportion in the economic structure of the commune. In 5 years, over 70 new enterprises were established, with a total of 273 enterprises in the locality, creating jobs for more than 6,000 workers with an average income of 8-10 million VND/person/month.

Thanks to the right orientations and effective solutions, by 2025, the total value of the whole commune's products is estimated to reach more than 3,637 billion VND, an increase of 56.42% compared to 2020; the average economic growth rate over the past 5 years is 9.14%. Average income per capita is 77.85 million VND, an increase of 32.4 million VND compared to the beginning of the term. Total social development investment capital is 1,500 billion VND, an average annual growth of 11.95%. State budget revenue assigned in 2025 is estimated at 130.2 billion VND, an increase of 32.6% compared to the plan. The implementation of land recovery and compensation for land clearance of projects that have been and are being invested in the area is in accordance with the planned schedule. During the term, 39 projects in the area were approved for investment with a registered investment capital of more than 500 billion VND.

Along with economic development, the cultural and social fields in Quynh Luu commune have also recorded many positive changes. Cultural, artistic and sports activities are increasingly vibrant, spreading widely, attracting a large number of people to participate. The movement "All people unite to build a cultural life" continues to be effectively promoted. The quality of education is increasingly improved. The rate of excellent teachers, students winning prizes and passing university entrance exams with high scores has continuously increased over the years. People's health care work is focused on. In addition to medical stations, Quynh Luu commune creates favorable conditions to attract medical development, forming private hospitals. Thanks to that, there are 14 doctors/10,000 people and 34.3 hospital beds/10,000 people. The commune meets the standards of the National Criteria for Health. Poverty reduction and job creation have achieved many positive results. Political security and social order are maintained.

In the 2025 - 2030 term, the Party Committee, government and people of the commune continue to unite and exploit potentials and advantages to attract investment, develop the economy quickly and sustainably, with a synchronous infrastructure system; the material and spiritual life of the people is improved; cultural and historical values ​​are preserved and promoted; national defense and security are ensured; striving to make Quynh Luu one of the top 5 most developed communes in the province by 2030.

The Commune Party Committee sets out 24 targets to strive for in various fields, notably: Every year, the Commune Party Committee is classified as having completed its tasks well or better; 90% of Party organizations and Party members are evaluated and classified as having completed their tasks well or better; the average annual growth rate of total product value in the commune reaches 12%; the commune budget revenue increases by 15%/year or more; the average income per capita by 2030 reaches 120 million VND or more; the commune strives to meet the advanced new rural standards by 2028; the rate of national standard schools reaches 100%; the average annual reduction in the poverty rate reaches 0.04%; the commune-level digital transformation index (DTI) ranks 10th out of 130 communes and wards in the province...

To successfully achieve the set goals and targets, in addition to the key tasks, the Commune Party Committee will focus on implementing 3 breakthroughs: First, increase investment attraction; effectively use resources for rapid and sustainable development, build a synchronous and modern infrastructure system. In particular, prioritize investment in developing regional connection traffic infrastructure, economic corridors of the province; urban infrastructure, connecting infrastructure in industrial parks and clusters; digital infrastructure, science and technology, energy, adaptation to climate change. Second, apply science and technology, digital transformation, innovation in administrative reform to better serve people and businesses; build a team of cadres, civil servants and public employees with high ethics, responsibility and solid expertise. Third, promote internal strength, arouse the will, self-reliance, self-improvement, and aspiration to rise of the entire political system, people, and business community, creating strong development momentum.
