Outstanding achievements

The newly established Quynh Luu commune was formed by merging the entire administrative boundaries and population of the former communes of Quynh Giang, Quynh Dien, Quynh Hau, Binh Son, and Cau Giat town. After the merger, Quynh Luu commune has a natural area of ​​40.55 km2 and a population of 73,584 people. The commune's Party Committee has 108 branches and affiliated Party Committees with 3,328 Party members. During the past term, despite many difficulties and challenges, the Party Committee, government, and people of the entire commune have united, demonstrated strong determination, and successfully led the implementation of the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term.

Party building and the construction of the political system have seen many innovations, highlights, and breakthroughs. The Party Committee of Quynh Luu commune has made efforts to effectively lead and direct major work programs of the province; at the same time, it has implemented the socio-economic development plan of the locality in a comprehensive manner.

In the field of economic development, the Party has led the government in implementing a comprehensive range of flexible, creative, and practical solutions. These include focusing on shifting the economic structure towards modernization, prioritizing the development of the service and trade sectors, enhancing agricultural production value through the application of science and technology, and expanding concentrated commodity production models. The movement to build new rural areas and civilized urban areas has been intensified, with total investment estimated at 500.226 billion VND. To date, the appearance of urban and rural areas has undergone significant changes, and the material and spiritual lives of the people have improved. 100% of the (former) communes have achieved new rural area standards, with Quynh Hau commune achieving advanced new rural area status.

Industry, handicrafts, and construction continue to develop; infrastructure is being invested in comprehensively. To date, the entire commune has industrial establishments operating mainly in fields such as building materials production, garment manufacturing, solar power, etc. Traditional craft villages and small-scale industries such as civil carpentry, seafood processing, vermicelli production, crispy rice production, rattan and bamboo weaving, etc., are operating effectively. Furthermore, the locality has received approval from the Prime Minister for the planning of the Dien Quynh Industrial Park (600 hectares, including 130 hectares in Quynh Luu district) and two industrial clusters (Cau Giat Industrial Cluster, 30 hectares, and Quynh Hung Craft Village Industrial Cluster, 17 hectares). This presents an opportunity for the locality to boost economic development and create numerous job opportunities for local residents. Services and trade have developed diversely across various sectors, accounting for a high proportion of the commune's economic structure. In the past five years, over 70 new businesses have been established, bringing the cumulative total to 273 businesses in the area, providing employment for more than 6,000 workers with an average income of 8-10 million VND per person per month.

Thanks to sound strategies and effective solutions, by 2025, the total value of the commune's products is estimated to reach over 3,637 billion VND, an increase of 56.42% compared to 2020; the average economic growth rate over the next five years will reach 9.14%. Average per capita income will reach 77.85 million VND, an increase of 32.4 million VND compared to the beginning of the term. Total social development investment capital will reach 1,500 billion VND, with an average annual growth rate of 11.95%. State budget revenue for 2025 is estimated at 130.2 billion VND, an increase of 32.6% compared to the plan. The implementation of land acquisition and compensation for projects already invested in the area is proceeding according to schedule. During the term, 39 projects with registered investment capital of over 500 billion VND have been approved.

Along with economic development, the socio-cultural sector in Quynh Luu commune has also seen many positive changes. Cultural, artistic, and sports activities are increasingly vibrant and widespread, attracting a large number of people to participate. The "All People Unite to Build a Culturally Rich Life" movement continues to be effectively promoted. The quality of education is constantly improving. The percentage of excellent teachers, students winning awards, and those admitted to university with high scores has steadily increased over the years. Healthcare for the people is prioritized. In addition to the health stations, Quynh Luu commune has created favorable conditions to attract and develop healthcare, establishing private hospitals. As a result, the commune has achieved 14 doctors per 10,000 people and 34.3 hospital beds per 10,000 people. The commune meets the National Criteria for Healthcare. Poverty reduction and job creation have yielded many positive results. Political security and social order are maintained.

During the 2025-2030 term, the Party Committee, government, and people of the commune will continue to unite, effectively exploit potential and advantages to attract investment, develop the economy rapidly and sustainably, with a synchronized infrastructure system; improve the material and spiritual lives of the people; preserve and promote cultural and historical values; ensure national defense and security; and strive to be among the top 5 most developed communes in the province by 2030.

The commune Party Committee has set 24 targets to strive for in various fields, notably: Annually, the commune Party Committee will be rated as having completed its tasks well or better; 90% of Party organizations and Party members will be evaluated and rated as having completed their tasks well or better; the average annual growth rate of total product value in the commune will reach 12%; commune budget revenue will increase by 15% or more per year; average per capita income will reach 120 million VND or more by 2030; striving for the commune to achieve advanced new rural standards by 2028; the percentage of schools meeting national standards will reach 100%; the average annual reduction in the poverty rate will reach 0.04%; the commune's Digital Transformation Index (DTI) will rank 10th out of 130 communes and wards in the province...

To successfully achieve the set goals and targets, in addition to key tasks, the Party Committee of the commune will focus on implementing three breakthroughs: Firstly, strengthening investment attraction; effectively utilizing resources for rapid and sustainable development, building a synchronous and modern infrastructure system. Priority will be given to investing in the development of transportation infrastructure connecting regions and economic corridors of the province; urban infrastructure, infrastructure connecting within industrial zones and clusters; digital infrastructure, science and technology, energy, and climate change adaptation. Secondly, applying science and technology, digital transformation, and innovation in administrative reform to better serve the people and businesses; building a team of cadres, civil servants, and public employees with high moral character, responsibility, and solid professional expertise. Thirdly, we must leverage internal strengths, awaken the will, self-reliance, self-improvement, and aspiration for progress of the entire political system, the people, and the business community, creating a strong impetus for development.

With the motto "Unity - Democracy - Discipline - Innovation - Development" and specific tasks and solutions, cadres, Party members, and the people are determined to strive to successfully achieve the goals set forth in the Resolution of the First Party Congress of Quynh Luu Commune, term 2025-2030, building a comprehensively and sustainably developed locality that meets the legitimate aspirations of the people.
