Currently, the total number of female officials and civil servants in the district is 45 (accounting for 29.6%); at the grassroots level, there are 210 (28.4%). Young officials and civil servants in the district (under 35 years old) number 59 (38.8%), and young officials and civil servants at the grassroots level (under 30 years old) number 159 (21.5%).
The project clearly points out existing shortcomings and limitations, such as the slow and unbalanced increase in the proportion of female and young civil servants in Quynh Luu district within the overall structure; while the training level of civil servants has improved, it still does not meet the requirements of the new period (62.9% of grassroots civil servants have only intermediate professional qualifications; 27.6% of female and young civil servants in the district and 33.8% of grassroots civil servants have not received political theory training).
The goal is to build a team of female, young, and grassroots-level civil servants that is sufficient in number, reasonable in structure, and comprehensively improved in quality... Striving to achieve by 2020 a rate of 25% of female cadres participating in Party committees; a rate of 30% or more of female cadres participating in People's Councils at all levels; and units with a 30% female workforce having key female leaders.

Quynh Luu district has identified several tasks and solutions, including: Improving the quality of female and young civil servants at the grassroots level is the responsibility of the entire political system; in particular, the heads of Party committees and government agencies must regularly take responsibility for building and improving the quality of the civil servant workforce under their charge; innovating and improving the quality of civil servant evaluation by building a system of standards for civil servant positions to serve as a basis for evaluating the quality of civil servants in a quantifiable manner, linked to specific tasks; improving the quality of training and development for civil servants and effectively carrying out the planning, recruitment, and placement of cadres.
