Launching the Northern Central Forensic Psychiatry Branch

(Baonghean.vn) - The establishment of this branch institute will help improve forensic psychiatric assessment in Nghe An province in particular and the North Central provinces in general.

On the morning of July 16th, the Ministry of Health held a ceremony to launch the Northern Central Forensic Psychiatry Branch of the Central Institute of Forensic Psychiatry. Attending the ceremony were: Ms. Nguyen Thi Kim Tien - Minister of Health; Mr. Nguyen Viet Tien - Permanent Deputy Minister of Health; and leaders of departments, divisions, and institutes under the Ministry of Health.

Representing Nghe An province were: Mr. Thai Thanh Quy - Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee; Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee; and representatives from the leadership of various departments, agencies, and health units in the province.

The North Central Forensic Psychiatry Institute was established on the basis of the former Nghe An Provincial Forensic Psychiatry Assessment Center; its functions include conducting forensic psychiatric assessments in accordance with the Law on Criminal Procedure and the Law on Judicial Expertise, training and participating in the training of specialized medical personnel, conducting research and participating in the guidance of other institutions in the field, and examining and treating psychiatric patients as prescribed.

The sub-institute is responsible for conducting forensic psychiatric examinations in the three provinces of Thanh Hoa, Nghe An, and Ha Tinh; and providing compulsory treatment for psychiatric patients within its assigned area. The planned bed capacity for the sub-institute in 2019 and 2020 is 50 beds.

Speaking at the launch ceremony, Minister of Health Nguyen Thi Kim Tien requested relevant departments and bureaus under the Ministry to coordinate with the Central Institute of Forensic Psychiatry to continue directing the North Central Forensic Psychiatry Branch to quickly consolidate its organizational structure and personnel; allocate funding, facilities, equipment, and necessary conditions so that the Branch can soon begin operations and successfully complete its assigned tasks.

Comrade Thai Thanh Quy, Chairman of the People's Committee of Nghe An province, highly appreciated the Ministry of Health's establishment of a branch institute in Nghe An to help improve the province's forensic examination work and to help Nghe An achieve the goal of becoming a high-tech medical center in the region by 2020, as set out in Resolution 26 of the Politburo. Comrade Thai Thanh Quy stated that Nghe An will create the best possible conditions for the branch institute to operate stably and effectively as soon as possible.

At the launch ceremony, the Ministry of Health also announced the decision to appoint Dr. Phan Kim Thin, Director of the Nghe An Provincial Psychiatric Hospital, as Deputy Director of the Central Institute of Forensic Psychiatry, concurrently serving as Director of the Northern Central Branch of the Institute of Forensic Psychiatry.
