The situation at the "Four Good Party Branches" in Thai Hoa town has become clear.

Actively involved in "Party affairs and people affairs"

The Party cell of Dong Hong hamlet, Dong Hieu commune, Thai Hoa town, has 85 Party members. When implementing the "Four Good Party Cells" model, the Party committee and each Party member in the cell self-assessed and reviewed the criteria, clearly analyzing the strengths to be promoted and the shortcomings to be addressed. Comrade Tran Xuan Tuong, the Party cell secretary and hamlet head, actively sought solutions to improve the quality of Party cell activities and proposed resolutions that were relevant to the local situation.

To improve the quality of Party branch meetings, Comrade Tran Xuan Tuong, Secretary of the Party Branch and Head of Dong Hong Hamlet, has fully absorbed information from all levels, especially from the Propaganda Department of the City Party Committee, to apply to each meeting. At 67 years old, Comrade Tran Xuan Tuong still diligently uses his computer, compiling information and downloading image and audio slides from the City Party Committee's Propaganda Department to distribute to Party members at the beginning of each Party branch meeting. Comrade Tuong himself also prepares some slides to serve thematic meetings or regular Party branch meetings.

"This approach attracts the attention of party members, especially in branches with a majority of elderly members. Through this, the branch meeting is quickly stabilized, and members are eager to learn and discuss the content the Party Committee implements during the meeting," Comrade Tran Xuan Tuong shared.

With his comrades in the Party branch, Comrade Tran Xuan Tuong regularly shared and encouraged long-time Party members, and confided in younger Party members about pressing issues in the hamlet to create consensus and find solutions to lead and manage the work of building a more prosperous hamlet.

Among the many tasks undertaken, most recently, the Party branch and the hamlet management board have unanimously proposed that the commune allocate an area of ​​over 2,000 square meters to the hamlet.²Stagnant ponds and pools of water will be used to build sports fields and playgrounds for the people in the neighborhood.

After obtaining approval from the commune, Comrade Tran Xuan Tuong, along with other Party members and organizations, mobilized the people's collective efforts to level the ground and build two volleyball courts and an outdoor exercise area with complete equipment. The construction of a mini football field is currently nearing completion.

“The total value of this project is over 1 billion VND. This project required a lot of effort, from sourcing land for leveling to cement, purchasing equipment… But most importantly, it demonstrates the collective effort and unity of Party members and the people in the hamlet,” added Comrade Tran Xuan Tuong, Secretary of the Party Branch and Head of Dong Hong Hamlet.

Through monitoring and encouraging the construction of "Four Good Party Branches" in Thai Hoa town, Comrade Tran Khanh Son - Standing Deputy Secretary of the Town Party Committee and Chairman of the People's Council of Thai Hoa town, assessed: "In the Dong Hong Party Branch, the branch secretary is very energetic and dedicated, gathering the consensus of Party members and the people to build a more prosperous hamlet. Many Party branches in the town are also building "Four Good Party Branches," enhancing the leadership capacity and fighting strength of grassroots Party organizations, improving the quality of cadres and Party members, thereby improving the quality of Party building work in conjunction with the implementation of specific tasks at the grassroots level."

On January 2, 2024, the Provincial Party Committee's Organization Department issued Guidance No. 10-HD/BTCTU on "Implementing the pilot model of 'Four Good Party Branches' and 'Four Good Grassroots Party Committees' in the Nghe An Provincial Party Committee." This is one of the tasks assigned by the Provincial Party Standing Committee in the plan to implement Resolution No. 21-NQ/TW, dated June 16, 2022, of the 13th Central Committee of the Communist Party of Vietnam on "Strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period."

Systematic and effective in implementation.

The construction of "Four Good Party Branches" must ensure that grassroots Party organizations perform well and excellently in four areas: successfully completing political tasks; maintaining high-quality meetings; fostering unity and discipline; and producing good cadres and Party members. Accordingly, each Party branch must develop a specific plan, maximizing the sense of responsibility of the Party committee and each Party member in contributing to the achievement of the unified goals of the Party branch...

To achieve this, according to Mr. Luu Cong Linh, Party Secretary and Principal of Thai Hoa High School, the Party Committee must draft specific content and objectives, reach consensus through the Party branch, and then develop an implementation plan. Based on this, the Party Committee members are assigned specific tasks, the Party Secretary is responsible for their respective roles, coordination with mass organizations is crucial, and the active participation of each Party member is mobilized. With this approach, the Thai Hoa High School Party Branch has created a vibrant atmosphere of competition in areas such as excellent teaching and learning, application of information technology in teaching, and the development of new Party members.

The Party cell of Thai Hoa High School regularly organizes "self-reflection and self-correction," self-criticism and criticism during regular Party cell meetings, linked with promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style, and the fight against corruption, waste, and negative practices. At the same time, the Party cell strengthens inspection, supervision, and Party discipline to detect and promptly correct the shortcomings of Party members in the performance of their political and professional duties.

Regarding professional work, the Party branch and the School Board have strengthened professional development for teachers, conducted lesson studies, focused on helping colleagues improve their professional skills and expertise, innovated teaching methods, and enhanced the role of homeroom teachers in managing and coordinating comprehensive education for students. Practical methods are applied in all subjects; ensuring a balance between imparting knowledge and developing skills for students, strengthening connections to real-world situations, and actively applying information technology in accordance with lesson content. In the work of developing new Party members, in 2024, Thai Hoa High School admitted 34 student Party members.

Following the guidance of the Provincial Party Committee's Organization Department, the Standing Committee of the Thai Hoa Town Party Committee selected three grassroots Party branches to pilot the "Four Good Party Branches" model: the Thai Hoa High School Party Branch, the Town People's Court Party Branch, and the Thai Hoa Water Supply Company Party Branch. Simultaneously, they established "Four Good Grassroots Party Committees" in two grassroots Party committees: the Quang Tien Ward Party Committee and the Dong Hieu Commune Party Committee.

Over the past year, all Party branches and committees that have achieved the "Four Goods" criteria have implemented the program systematically, effectively promoting the roles and responsibilities of collectives and individuals, fostering emulation movements for socio-economic development, national defense and security, building a clean and strong Party and government, and consolidating and strengthening the people's trust in the Party's leadership and the State's management. Based on this, the Thai Hoa Town Party Committee is organizing the replication of these good, effective, and innovative practices throughout the entire town's Party organization.
