(Baonghean) - Hung Thong (Hung Nguyen) from a purely agricultural commune has now completed the goals of reaching the NTM finish line.

Entering the construction of the new rural area, one of the key solutions of Hung Thong is to take advantage of the State's investment and support to upgrade infrastructure, and to create consensus and unanimity of the entire political system to arouse people's strength, improve production capacity and value, create value to increase people's income, and gradually complete the goal of reaching the new rural area.

In the past 5 years, from a poor commune, Hung Thong has gradually risen to become a well-off commune when maintaining an annual economic growth rate of 18.5%. The commune has also taken advantage of integrating investment projects from higher levels for the General Secretary Le Hong Phong Memorial Site to build quite synchronous cultural and educational institutions... In addition, it has mobilized people and actively supported hamlets to upgrade and repair cultural houses and traffic systems; focused on directing the improvement of the quality of the movement "All people unite to build a cultural life"; gradually perfected and improved the effectiveness of the political system of hamlets...

One of the biggest shortcomings when Hung Thong started building the new rural area was the weak irrigation system. The commune Party Committee developed a specialized resolution, then the commune People's Committee issued a project for the commune and hamlet New Rural Area Management Board to submit to the people for discussion and comments; the first step was to carry out land consolidation, plot exchange, and invest heavily in the irrigation system to improve production capacity.

Along with directing people to actively change the crop structure and production season, the commune has implemented a model of large-scale field production and high-quality rice seed production; encouraged people to develop farms, improve the quality of livestock; took advantage of the city's outskirts to supply plants and animals to the market. Within 3 years, the commune invested 18 billion VND to complete the concreting of 20 km out of a total of 22.7 km of canals; organized the dredging of dozens of kilometers of irrigation canals for people's daily life; invested in upgrading pumping stations. Mobilized 9.15 billion VND to implement land consolidation, plot exchange, internal traffic construction and invested nearly 10 billion VND to upgrade the village traffic system according to new criteria. Thanks to that, not only has the commune's production capacity increased significantly but the face of the countryside has also changed completely.

Currently, the entire Hung Thong commune has nearly 300 workers exported to other countries and thousands of workers in and outside the province. With an increasingly diverse occupational structure, it ensures regular jobs for over 90% of workers, people's income is constantly increasing, from 18 million VND in 2013 to 25 million VND in 2015, the poor household rate is only 4.7%...

Being one of the communes with a fairly comprehensive education system in the district: kindergartens and primary schools all meet national standards; secondary schools are the centers of communes in the region and have also met national standards... The system of cultural institutions, from multi-functional cultural houses to commune sports centers have met standards, 11/11 hamlets have cultural houses and sports playgrounds that meet standards, 8/11 hamlets have achieved the title of Cultural Village; in 2015, the commune met national standards in health care.

Currently, Hung Thong is one of the “clean” communes in terms of drugs, with no addicts. The commune and hamlets have a daily agreement that after the sound of the peace gong at 10:30 p.m. (in winter) and 11 p.m. (in summer), people should not go out unless it is necessary, and if they do go out, they must ensure traffic safety, not gather, quarrel, or disturb public order....

With the above efforts, from a starting point of only 9 criteria, within 4 years, Hung Thong has mobilized a total of over 195 billion VND to complete 19/19 criteria. Vice Chairman of the People's Committee of Hoang Xuan Soa commune said: Since implementing the construction of the new rural area, the awareness and responsibility of the people have been significantly raised. Along with contributing labor and money to build traffic, people are aware of maintaining environmental hygiene.

The key goal of the commune in the coming time is to continue to mobilize and propagate so that people understand the purpose and meaning of building a new rural area, see the responsibilities and obligations associated with rights, in order to contribute more actively to improve the quality of criteria; in which actively shifting the economic structure, maintaining solidarity, and developing increasingly stronger. Comrade Vo Thanh Hai - Chairman of the Commune People's Committee said: To complete the criteria, in addition to the budget support sources at all levels and other integration, Hung Thong people invested in contributing funds and donating land of over 108.5 billion VND, accounting for 55.4% of the total investment capital for building a new rural area. In hamlet 3, because it is far from the commune center, the average household contributes about 4 million VND, while households with conditions contribute up to 18 million VND to build new rural areas...
