What are the penalties for producing, buying, and selling illegal license plates?

Article 31 of Decree 168/2024/ND-CP stipulates the following regarding “Penalties for the illegal production and assembly of road motor vehicles; the illegal production, purchase, and sale of vehicle license plates”:
1. A fine of VND 10,000,000 to VND 12,000,000 shall be imposed on individuals, and VND 20,000,000 to VND 24,000,000 on organizations, for buying or selling vehicle license plates that are not produced by competent State agencies or are not authorized by competent State agencies.

2. A fine of VND 40,000,000 to VND 50,000,000 shall be imposed on individuals, and VND 80,000,000 to VND 100,000,000 on organizations, for the illegal production of license plates or the illegal production and assembly of road motor vehicles.

3. In addition to fines, individuals and organizations committing violations of the provisions in Clauses 1 and 2 of this Article shall also be subject to the supplementary penalty of confiscation of license plates and illegally manufactured or assembled vehicles.

4. In addition to being subject to penalties, individuals and organizations committing the acts specified in Clauses 1 and 2 of this Article shall also be subject to remedial measures, including being compelled to return any illegal profits obtained from the administrative violation.
