Celebrating the New Year and the 95th anniversary of our Party, cadres, Party members, and the people of President Ho Chi Minh's homeland are joyful and enthusiastic about the development of the province and the country, and express many expectations for the new journey ahead.

Personally, I believe that the significant and comprehensive achievements our homeland has made over the past year not only provide us with valuable lessons in national construction and defense, but also prove one thing: The policies of our Party and State, all aimed at serving the people, will be supported by the people, creating a united front and an unshakeable force that overcomes all obstacles. The widespread public opinion among officials and citizens is very enthusiastic and unanimous regarding the reorganization of the administrative apparatus, believing that our revolution in streamlining the organizational structure will be highly successful, leading our country to a new level of development.
Spring has arrived in Hoang Mai, and this year the town has achieved many proud results. Surely, few localities in the province have a growth rate exceeding 15% like Hoang Mai town. Nor are there any other units that, after only a few years of establishment, have maintained an economic scale and growth rate among the top 3 in the province.
Hoang Mai town is also considered a locality that has done very well in land clearance work to attract large investment projects to the province, filling up Hoang Mai Industrial Park 1 and is urgently creating favorable conditions for investors to invest in Hoang Mai Industrial Park 2.
We believe that the development of Hoang Mai town, as well as the development of other localities in the province, will make a very important contribution to Nghe An reaching new heights.

With political acumen honed over 95 springs, our Party is determined to continue enhancing its capabilities, intellect, and moral character; building a clean, strong Party and political system capable of fulfilling its tasks. With a spirit of innovation, creativity, and aspiration for a prosperous homeland, becoming "a relatively prosperous province in the North" as beloved President Ho Chi Minh hoped, Party committees at all levels in Nghe An province have been spreading and strongly encouraging all strata of the people to promote self-reliance and self-improvement, building a stable society and a developing economy. The people's trust in the Party and the government at all levels continues to be nurtured and strengthened, creating new potential to lead Nghe An to prosperous and thriving development.
In 2024, closely following the leadership of the Party Committee and the Board of Directors of the Provincial Police, hundreds of volunteer and charitable programs and activities were implemented by the Youth Union branches at all levels within the Nghe An Provincial Police, with a total value of over 3.2 billion VND. Besides being a vanguard force in advising and directly implementing the fight against all types of crime, maintaining security and order, and firmly protecting the peace for the people, many meaningful youth projects and activities have contributed to sharing the difficulties and hardships of the people; together with the entire force, contributing to building a stronger, more civilized Nghe An homeland, worthy of being a Heroic Unit of the People's Armed Forces.
With that belief, we trust that every cadre, Party member, and Youth Union member in Nghe An will continue to study and follow the example, ethics, and style of President Ho Chi Minh, creating for themselves a healthy, clean lifestyle with a progressive spirit; striving with high determination in learning, working, producing, and fighting; competing to excellently complete all assigned tasks, contributing their efforts to building a more prosperous and beautiful homeland and country.

As a resident of Vinh City since the early 1980s, witnessing the city's growth and development during the reform period, I am very happy and proud that Resolution 1243 of the National Assembly Standing Committee on the rearrangement of district and commune-level administrative units in Nghe An province for the period 2023-2025 has come into effect. Along with Resolution No. 16/2024 of the Provincial Party Committee Standing Committee on "Building and developing Vinh City until 2030, with a vision to 2045" and the specific mechanisms and policies for Vinh City, it can be said that the city has never had such a position and potential as it does today. Vinh is now a coastal city with clear, long-term development orientations towards civilization and modernity.
The citizens of Vinh City are truly proud of their city and are committed to working together to build a civilized urban lifestyle, fostering dynamic, civilized, and hospitable people in Vinh City to contribute to the city's sustainable development in all aspects.
With the city's administrative boundaries expanded and preparing to welcome the Year of the Snake 2025, as a resident of Vinh City, I hope that the Party Committee and government at all levels will continue to leverage existing advantages, combine them with new potentials and opportunities, and unlock all resources to lead and direct economic development in a rapid and sustainable direction, especially in the night economy, marine economy, tourism economy, e-commerce, and logistics. Along with that, we hope to promote the implementation of digital government and urban governance to fully meet the legitimate needs and aspirations of citizens and businesses, while streamlining the administrative apparatus and expanding the city's geographical area.

Following the Party's reform guidelines and policies, the socio-economic situation of Thanh Chuong district and Nghe An province in particular, and the country in general, has seen many positive changes today.
Currently, our country and homeland are entering a new stage and era of development – an era of national progress towards the goal of a prosperous people, a strong nation, democracy, fairness, civilization, and development under a socialist system, standing shoulder to shoulder with the world's leading powers. On the other hand, the policy of streamlining and consolidating the organizational structure for efficient and effective operation, coupled with restructuring the workforce of officials and civil servants, is being implemented decisively and synchronously from the central to the grassroots level; along with focusing on implementing Resolution No. 39 of the Politburo and Resolution No. 137 of the National Assembly on supplementing pilot mechanisms and specific policies for the development of Nghe An province.
We trust and expect that our country and our homeland, Nghe An, will continue to achieve higher levels of development under the correct, creative, and innovative leadership of the Party; the synchronized involvement of the entire streamlined political system, operating effectively and efficiently from the central to local levels; along with a team of officials and civil servants who truly serve the people; and the high level of trust and consensus of all strata of the people in the Party's policies and guidelines.

For ethnic minority and mountainous regions, the Party and State, along with all levels and sectors in the province, have paid attention to implementing many policies and investing material and intellectual resources, sending young intellectuals and capable, enthusiastic cadres to strengthen the workforce in difficult areas.
Currently, infrastructure in ethnic minority and mountainous areas is receiving significant investment, facilitating transportation; many economic models have been established and developed, contributing to improving the lives of the people. Education is prioritized, creating conditions for all children to have the opportunity to study and improving the quality of education in mountainous areas. The policy of "formalizing" the commune and town police has brought safety and peace of mind to the people; security and order are stable, crime and social evils have decreased, and drug-related issues have been largely eradicated…
In particular, the mindset and awareness of cadres, Party members, and people in ethnic minority and mountainous areas have changed significantly, gradually overcoming the mentality of waiting and relying on others; the spirit of solidarity and consensus among the people is higher, with a greater awareness of embracing new things, and enhancing the will for self-reliance and self-improvement in building more developed, prosperous, and happy villages and homelands.
With another new spring, our Party celebrates another year. As an official working in mountainous areas and ethnic minority regions, I hope and expect that the Party and State's policies and guidelines, including the National Target Program for socio-economic development in ethnic minority and mountainous areas, will continue to be implemented effectively, decisively, and efficiently, aiming to quickly resolve the difficulties, bottlenecks, and pressing issues; contributing to narrowing the development gap between regions. The officials, Party members, and people of the ethnic minority areas of Nghe An province always place their absolute trust in and follow the leadership of the Communist Party of Vietnam, a genuine revolutionary party, wholeheartedly dedicated to the people and the nation.

Over the past period, from the central government to the province and Thai Hoa town, the mechanism of "Party leadership, State management, the Fatherland Front and political and social organizations as the core, enabling the people to be masters" has been effectively implemented. The motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" has been concretized in many fields...; contributing to promoting the strength of national unity, strongly mobilizing resources and intellect from all strata of the people to carry out socio-economic development tasks, maintaining political security, order, and social safety throughout the province and each locality.
The urban landscape of Thai Hoa has undergone a new, more modern and attractive transformation; the quality of life for its residents has improved significantly. The working methods of the political system at all levels have been reformed, with clear programs, tasks, and operational content; the exemplary role of cadres, Party members, civil servants, and public employees, especially leaders at all levels, agencies, and units, has been promoted, creating a ripple effect in the implementation of tasks in the new situation.
Cadres, Party members, and the people of Thai Hoa town are very enthusiastic, placing their trust and expectations in this Party Congress; they hope that all levels will continue to set forth correct development directions, strategies, and goals, linked with specific tasks and solutions; at the same time, they will select individuals with sufficient qualities, capabilities, and high responsibility to the executive committees at all levels to lead the successful implementation of the development directions and goals of the country and their homeland in the new phase, along with solutions to build a strong political system at all levels, meeting the requirements of the tasks in the new situation.
