In the afternoon, the National Assembly will discuss two draft laws in the health sector: the draft Law on Population and the draft Law on Disease Prevention. Following the discussion, Minister of Health Dao Hong Lan will explain and clarify some issues raised by National Assembly deputies.
Previously, on October 23rd, National Assembly delegates discussed these two draft laws in their respective groups. Both draft laws received significant attention from the delegates, with many comments and suggestions.
Many delegates argued that the draft Population Law needs more comprehensive policies, as it currently focuses only on the pre- and neonatal periods, lacking policies for the crucial developmental stages of children. Delegates also pointed out that the Law's policies lack innovation. Support for maintaining the birth rate only focuses on maternity leave and financial assistance, which is low compared to global standards, while people need more fundamental support such as employment and child-rearing assistance. Policies adapting to population aging also need a change in approach, and there are no regulations to support models for elderly care.
Similarly, delegates also assessed that the draft Law on Disease Prevention needs review and supplementation of many contents, such as the need for policies to mobilize social resources for disease prevention work, and the need for specific policies for ethnic minority areas…/.
