Comrade Phan Manh Hung - Secretary of the Commune Party Committee, said: This is the result of persistent efforts to achieve the standards of new rural areas, advanced new rural areas, and is on track to reach the goal of model new rural areas by 2025; including leading figures who have spearheaded the movement such as Comrade Le Xuan Que - Deputy Secretary of the Party Branch, Head of Hamlet 4.
In Hamlet 4, many existing projects and tasks bear the mark of Comrade Le Xuan Que. For example, to construct the asphalt road from Thanh Hung to Thanh Phong, passing through Hamlet 4 for nearly 1km, Hamlet Head Le Xuan Que, together with the Hamlet Party Committee and Party Branch, organized 8 meetings to propagate and persuade people to donate land and property, clearing the site worth nearly 1 billion VND; mobilized people to contribute 50 million VND, with the hamlet head himself taking the lead in contributing 1 million VND to support households that suffered significant losses; and encouraged people to contribute to the construction of a lighting system.
In the construction of the village's concrete road, in addition to contributing 25 million VND, Comrade Le Xuan Que also advanced money from his own pocket to households that lacked funds during the period when the village mobilized loans and contributions for the concrete road construction, totaling 50 million VND. He also built a village public address system with a total cost of 41 million VND contributed by the residents, and 3 million VND from the village head himself; and constructed two village entrance gates totaling over 70 million VND, with the village head contributing 10 million VND. To ensure uniformity and order in displaying the national flag during holidays and Tet (Lunar New Year), Village Head Le Xuan Que spent 4 million VND from his own pocket to buy flagpoles and flags for each household...
Comrade Le Xuan Que's responsibility, dedication, devotion, and sacrifice for the people and the community have created high consensus among the villagers and those living away from home, encouraging them to build Hamlet 4 into a comprehensively developed unit in Thanh Phong commune. Hamlet leader Le Xuan Que shared: “When the organization entrusted me with this task and the people elected me as hamlet leader, I only had one thought: I must try my best and always be open to feedback, listening to the suggestions of the people to improve, for the common good of the people. Fortunately, I have the people's consensus and support, creating the overall development of the hamlet.”

Also demonstrating exemplary leadership, Comrade Dang Van Lap, formerly Head of the District's Department of Labor, War Invalids and Social Affairs, was transferred to assume the position of Secretary of the Thanh Yen Commune Party Committee. He has made many efforts, becoming a "center" of unity within the Standing Committee, Executive Committee, and Party Committee of the commune, creating momentum to promote the overall movement of the locality by setting an example in implementing the "3 needs, 3 correct, 3 don'ts, 3 against, 3 determinations" movement.
Commenting on the Party Secretary of the commune, Dang Van Lap, Comrade Nguyen Van Minh - Secretary of the Trung Long hamlet Party branch - acknowledged his dedication, his approachable and grassroots-oriented working style, and his commitment to and sharing of activities with local political organizations. In many Party branch and hamlet meetings, Party Secretary Dang Van Lap directly participated and offered his opinions, helping the Party committee, hamlet leaders, Party members, and residents to gain a broader perspective, especially in terms of vision and approach, fostering consensus, particularly in road expansion. For some seemingly difficult projects, residents unanimously agreed to donate land and demolish houses and fences to make way for concrete roads.
Sharing his work, Comrade Dang Van Lap - Secretary of the Party Committee of Thanh Yen commune - said: "My only belief is that whatever I can do to help the Party Committee and the people, I must try my best to work diligently, without fear of difficulties, hardships, or conflicts; truly immerse myself in the movement, understand the grassroots, understand the difficulties of cadres and civil servants, understand the difficulties of the people, and work together to find solutions. Fortunately, cadres and Party members from the commune to the hamlets all share this mindset; thanks to this, in the past, some cases related to land encroachment, affecting traffic safety corridors, obstructing drainage systems causing environmental pollution, affecting water reservoirs..., which had existed for decades, have now been resolved."
According to Comrade Dang Van Lap, in Thanh Yen, several commodity-based economic models have been successfully promoted and implemented by the people, such as potato, green squash, pumpkin, and rice-fish farming. In particular, the Party committee and government have mobilized internal resources and taken advantage of investment from the budget, social contributions from organizations, individuals, and expatriates to upgrade infrastructure, including street lighting on all roads and alleys, as well as schools, health stations, irrigation systems, and cemeteries. The Thanh Yen commune Party committee was rated as having completed its tasks at the beginning of the term, and in 2023 it was rated as having excellently completed its tasks. In 2024, the Thanh Yen commune movement continues to record many bright spots, with many areas receiving excellent ratings.
Implementing Conclusion No. 01, dated May 18, 2021, of the Politburo on continuing to implement Directive No. 05 of the Politburo "on promoting the study and emulation of Ho Chi Minh's thought, morality, and style," the Thanh Chuong District Party Committee has issued a plan to organize three thematic activities within Party organizations at all levels. These include the themes "Self-reflection and self-correction"; "Party member development"; and "Effective mass mobilization"...
Comrade Le Thi Thiet - Member of the Standing Committee and Head of the Propaganda Department of the District Party Committee, said: Through thematic discussions, each Party organization, cadre, and Party member clearly sees their strengths and weaknesses, and proposes solutions to overcome them, creating a shift in character, ethics, and lifestyle; in fulfilling assigned political tasks; in Party member development; and in effective mass mobilization work...
The Standing Committee of the Thanh Chuong District Party Committee also developed and issued Project No. 02, dated April 5, 2021, on “Continuing to strengthen ideological work, overcome conservatism, stagnation, narrow-mindedness, reluctance to face difficulties, and complacency; innovating thinking and working methods, creating high consensus for development in the 2020-2025 period”; and widely launched the movement “3 needs, 3 correct, 3 don'ts, 3 against, 3 determinations” in all levels, sectors, agencies, and units. This is an important solution to raise the sense of responsibility towards work and change the working style and methods of cadres, Party members, civil servants, and public employees to “Respect the people, be close to the people, understand the people, learn from the people, and be responsible to the people”.
In practice, over the past period, Thanh Chuong has built a team of officials and civil servants who are always dedicated and exemplary in their work; paying special attention to resolving difficulties at the grassroots level, as well as the problems and grievances of the people through many specific activities. In addition to maintaining dialogue between the heads of the district and commune-level Party committees and governments with the people, the heads of the district Party committees and governments directly work with 8 communes to listen to and resolve difficulties, limitations, and obstacles at the grassroots level. Many localities such as the town and communes of Thanh Thuy, Thanh Xuan, Thanh Ha, Thanh Luong, Thanh Thinh, Thanh Lien, Thanh Huong, Thanh Duong, Thanh Chi, Vo Liet, Dai Dong..., organize and maintain "Saturday for the People" and the "People Ask, Officials Answer" forum to disseminate information, guide, and assist people in implementing digital transformation and administrative procedures related to land and civil registration.
It is expected that by December 31, 2024, Thanh Chuong district will have 6 more communes meeting the new rural standards, raising the total number of communes meeting the new rural standards in the district to 35 out of 37, and adding 4 communes that have achieved advanced new rural standards. The clearest evidence of the shift in studying and following the ideology, ethics, and style of Ho Chi Minh by cadres, Party members, and the people of Thanh Chuong is the result of building new rural areas, with 29 out of 38 communes and towns meeting the new rural standards; 5 communes meeting advanced new rural standards and 1 commune meeting model new rural standards...
