Reorganizing and restructuring the SOS Children's Villages Vietnam system.
Deputy Prime Minister Pham Thi Thanh Tra signed Decision No. 735/QD-TTg dated April 24, 2026, of the Prime Minister approving the plan for restructuring and reorganizing the SOS Children's Villages Vietnam system.

Accordingly, the Prime Minister handed over the eight SOS Children's Villages in the provinces and cities of Hanoi, Hung Yen, Phu Tho, Nghe An, Quang Tri, Hue, Khanh Hoa, and Gia Lai, including six preschools and kindergartens belonging to the SOS Children's Villages (List) and other educational facilities belonging to the SOS Children's Villages Vietnam system in the provinces and cities of Hanoi, Phu Tho, Hai Phong, Thanh Hoa, Nghe An, Da Nang, Khanh Hoa, Lam Dong, Gia Lai, Vinh Long, Ca Mau, and Ho Chi Minh City (List), to the local authorities for comprehensive management.
Complete the handover before June 30th.
The scope of the handover includes: facilities, finances, assets, financial obligations, equipment, children, youth, students, trainees, mothers, aunts, staff, teachers, and existing workers of the 8 SOS Children's Villages, including 6 preschools and kindergartens belonging to the SOS Children's Villages and other educational facilities of the SOS Children's Villages Vietnam system at the time of handover.
Timeline: To be completed before June 30, 2026.
Reorganize and restructure the SOS Children's Villages Vietnam system in accordance with regulations.
The Prime Minister requests the Minister of Health to be responsible for presiding over and coordinating with relevant ministries, agencies, and localities to implement the plan for restructuring and reorganizing the SOS Children's Villages Vietnam system approved in this Decision, in accordance with the law.
The Chairpersons of the People's Committees of the provinces and cities with the 8 SOS Children's Villages mentioned above shall organize the reception of the 8 SOS Children's Villages in their current state, including the 6 preschools and kindergartens belonging to the SOS Children's Villages, for comprehensive local management; and rearrange and reorganize the organizational model of the SOS Children's Villages and educational facilities belonging to the SOS Children's Village system in accordance with current laws.
The Chairpersons of the People's Committees of provinces and cities with educational facilities belonging to the SOS Children's Villages Vietnam system are responsible for organizing the transfer of these facilities to local management in their current state; and for rearranging and reorganizing the organizational model of these facilities in accordance with current laws.
Relevant ministries and agencies shall closely coordinate with the Ministry of Health and the People's Committees of provinces and cities in organizing and implementing the approved plan for restructuring and reorganizing the SOS Children's Villages Vietnam system; proactively guide, resolve, and address any difficulties and obstacles that arise; and promptly report to competent authorities on issues beyond their jurisdiction.
The Ministry of Health (SOS Children's Villages Vietnam Office) will use funds from domestic fundraising surpluses and contingency reserves of the SOS Children's Villages Vietnam system to support the operation of 8 SOS Children's Villages in 2026 when implementing the reorganization plan of the SOS Children's Villages Vietnam system approved in this Decision.
