Toll collection on the North-South expressway through Nghe An will only begin after September 30th.
After September 30th, when the auxiliary works are completed, the relevant authorities will begin collecting tolls on the Dien Chau - Bai Vot section of the North-South expressway.
The enterprise investing in the Dien Chau – Bai Vot expressway project and Project Management Board 6 (Ministry of Transport) stated that although the toll rates were approved by the competent authority in June 2024, they have not yet been implemented.
Specifically, according to a proposal from the Department of Road Transport approved by the competent authority, along with several other expressway packages including the sections: Cao Bo - Mai Son, Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, North-South Expressway, Dien Chau - Bai Vot section… toll collection will begin from the beginning of September 2024 for vehicles in circulation.
However, by the end of August, due to incomplete technical infrastructure as required by the amended Road Traffic Law (effective from January 1, 2025), including key items such as operating buildings, signage infrastructure, and equipment systems that had not yet been installed, toll collection could not be commenced.
Currently, the technical infrastructure items of the toll station on the main North-South expressway from Nghe An to Cao Bo (Ninh Binh) and the on/off ramps in the localities are under construction and being completed.
Of these, the sections in Ninh Binh and Thanh Hoa that were inaugurated early and put into operation have completed the technical infrastructure and the operation building. However, the Dien Chau - Bai Vot section of the expressway, which only started operating and using at the beginning of July 2024, still has many unfinished construction items and therefore cannot collect tolls yet.
In addition, a representative from Phuc Thanh Hung Investment Joint Stock Company, the investor of the Dien Chau - Bai Vot expressway project, stated that after the expressway is put into operation, contractors are making efforts to construct auxiliary items such as connecting roads for local residents, drainage culverts, and laying solid foundations for guardrails…
It is expected that by September 30, 2024, the infrastructure connecting residential areas will be completed and the acceptance and handover procedures to the localities will be carried out. Only then will a specific plan regarding the toll collection period be available. Currently, the management and monitoring equipment has been delivered and installation is proceeding smoothly.
The toll rates approved by the competent authority range from 1,700 VND to 6,460 VND per kilometer, depending on the type of vehicle.
Specifically: The full-route toll for vehicles under 12 seats, trucks under 2 tons, and buses is 1,700 VND/km; for vehicles with 12-30 seats and trucks from 2-4 tons, it is 2,210 VND/km; for vehicles with over 30 seats and trucks from 4-10 tons, it is 2,890 VND/km; for trucks from 10-18 tons and 20-foot container trucks, it is 4,590 VND/km; and for trucks over 18 tons and 40-foot container trucks, it is 6,460 VND/km.
Therefore, to travel the entire Dien Chau - Bai Vot expressway, vehicles with fewer than 12 seats, trucks with a capacity of less than 12 seats, and buses are expected to pay 84,000 VND. Other vehicles are expected to pay between 109,000 VND and 318,000 VND. This fee is included in the contract signed between the investor and the Ministry of Transport, which has been approved by the relevant authorities.
Meanwhile, vehicles traveling on the Nghi Son - Dien Chau expressway, which is entirely state-funded, have lower tolls.
According to the Nghe An Department of Transport, the total length of the North-South Expressway (Eastern section) running through the province is 87.9 km, of which the Nghi Son-Dien Chau section is 43.5 km and the Dien Chau-Bai Vot section is 44.4 km.
According to the current design, the Nghi Son - Dien Chau section of the expressway has 3 toll stations located at the intersections of National Highway 7 in Dien Cat commune (Dien Chau); the intersection of National Highway 48B in Quynh My (Quynh Luu); the intersection of National Highway 48C in Quynh Vinh (Hoang Mai town) and 1 main toll station located on the North-South expressway through Dien Cat commune (Dien Chau).
Similarly, the Dien Chau - Bai Vot expressway has 3 toll collection points, including 2 stations located in Nghe An province (Nghi Phuong, Nghi Loc district) and the intersection of National Highway 46B and Hung Tay commune, Hung Nguyen district, and 1 station at the intersection of National Highway 8, Duc Tho district, Ha Tinh province.
