The old district and commune-level Party committees will be dissolved after the National Assembly Standing Committee issues a resolution establishing the new commune level.
On April 23, 2025, the Central Organizing Committee issued Guideline No. 31-HD/BTCTW on the establishment of Party organizations corresponding to administrative units at the local level and the reorganization of the organizational structure of the Vietnam Fatherland Front and mass organizations at the provincial and commune levels.

The guidelines contain some basic information, regarding the establishment of a Party organization, which should be done as follows:
1. Regarding the establishment of Party committees at the provincial and centrally-administered city levels (new) after the merger of provincial-level administrative units: (1) The provincial and city Party committees that are identified as the political and administrative center of the merged provincial-level administrative unit shall preside over and closely coordinate with the provincial and city Party committees.(The merger has been approved in principle by the Central Executive Committee)Develop a plan for establishing provincial and centrally-administered city Party committees based on the merger and consolidation of provincial-level Party committees prior to reorganization; complete the plan and submit it to the Central Organization Committee before June 15, 2025. Based on the approved plan and the decision of the competent authority on the establishment of the Party committee and the appointment of the Party committee, standing committee, secretary, deputy secretaries, inspection committee, chairman, and deputy chairmen of the inspection committee; the provincial-level Party committee standing committee shall assign and arrange leading and managerial cadres and officials, civil servants, and employees of specialized advisory and support agencies and public service units of the Party committee according to its authority and based on the existing staffing; consolidate the subordinate Party committees and Party committees at all levels according to regulations; complete this before September 15, 2025. The Central Organization Committee shall appraise the plans of the provincial and centrally-administered city Party committees. To advise and submit to the Politburo and the Secretariat of the Central Committee for decision on the establishment of Party committees in provinces and centrally-administered cities, the appointment of executive committees, standing committees, secretaries, deputy secretaries of provincial and city Party committees, inspection committees, chairmen, and deputy chairmen of provincial and city Party committee inspection committees for the 2020-2025 term, with completion synchronized with the merger of provincial-level administrative units (no later than September 15, 2025).
For provinces and centrally-administered cities that have not merged provincial-level administrative units, the provincial and city Party committees will lead and direct affairs according to their functions, duties, and authority as prescribed by the Central Government.
Following the National Assembly's Resolution on amending and supplementing several articles of the 2013 Constitution and merging provincial-level administrative units, and the National Assembly Standing Committee's Resolution on establishing commune-level administrative units, the provincial Party committee decided to terminate the old district and commune-level Party committees; and establish a new commune-level Party committee after the merger, which will be the direct superior Party committee of the grassroots Party organization.[1].
In the process of reorganizing the apparatus, provincial and city Party committees must strictly adhere to the Party Charter, resolutions of the Central Committee, and conclusions and directives of the Politburo and the Secretariat.[2].
2. Establishment of Party committees at the commune, ward, and special zone levels (new commune-level units) after the merger and reorganization of commune-level administrative units:(1) The Standing Committee of the current Central-affiliated provincial and city Party Committee directs the development of a plan to end the activities of the former district-level and commune-level Party Committees; Establishing new commune-level Party committees (Note: The time of termination of the activities of the old Party committees must be synchronized with the time of establishment and operation of the new commune-level Party committees; the content of the project needs to adhere closely to the Party Charter, the viewpoints, principles, and directives of the Central Committee, clearly on the functions, tasks, organizational structure, advisory and support agencies, Party organizations, and affiliated public service units (if any)..., the process of implementing the project must ensure the principles, regulations, and completion time are synchronized with the merger and rearrangement of commune-level administrative units, (2) After approving the project, the provincial Party committees and city Party committees shall implement and complete the following contents in synchronization with the merger and rearrangement of commune-level administrative units (from July 1, 2025 to August 15, 2025): Implement the decisions of the provincial Party committees and city Party committees: establishing commune-level Party committees, appointing the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman He is the deputy head of the Party Committee's Inspection Committee at the commune level for the term 2025-2030. Based on the approved plan and the decision of the competent authority, the Standing Committee of the provincial Party Committee and the commune-level Party Committee, according to their functions, duties, and authority, shall lead, direct, and implement the establishment of advisory and support agencies and public service units of the commune-level Party Committee as follows: (i) The commune/ward Party Committee shall establish 03 specialized advisory and support agencies, including: the Office, the Party Building Committee, and the Party Committee's Inspection Committee. (ii) The commune/ward Party Committee where the current district-level political center is located shall establish an additional political center as a public service unit of the Party Committee. (iii) The special zone Party Committee, as the direct superior Party Committee of the grassroots Party organization, shall establish a maximum of 04 advisory and support agencies, including: the Office, the Organization Committee, the Propaganda and Mass Mobilization Committee, the Inspection Committee, and the political center as a public service unit of the Party Committee.
Provincial and municipal Party committees shall lead, direct, and arrange the assignment of leading and managerial cadres, civil servants, and staff of advisory and support agencies at the commune level, primarily by assigning current district and commune-level cadres, civil servants, and staff to the commune level, and strengthening the commune level with some leading and managerial cadres from provincial departments and agencies (if necessary). Based on the direction of the provincial and municipal Party committees and the functions, tasks, and organizational structure of the commune-level Party committee and its advisory and support agencies, the commune-level Party committee shall receive, assign, and arrange cadres, civil servants, and staff to the commune level according to regulations, completing the process in conjunction with the merger and rearrangement of commune-level administrative units, before July 1, 2025.
(3) Staffing of leading officials, civil servants, and public employees of specialized agencies advising, assisting, and public service units of the commune-level Party committee (new): Orientation of about 15-17 staff positions, in places with political centers, no more than 20 staff positions. In the short term, more staff positions can be allocated (including Party work officials of the district and commune and some provincial-level officials and civil servants); after completing the job positions, within a maximum of 05 years, it must be implemented in accordance with the regulations of the competent authority.
For commune-level administrative units that remain unchanged and are not merged: The leadership body shall implement the Politburo's Directive 45-CT/TW; the staffing of advisory and support agencies shall be allocated appropriately to meet the requirements and actual situation, ensuring overall balance within the political system at the same level.
(4) For leadership positions of commune-level Party committees, it is necessary to consider and assign cadres with sufficient qualities and capabilities to meet the general work requirements, and at the same time, in the following order of orientation: (i) Comrades who are standing members; members of the Standing Committee; vice-chairmen of the People's Council and People's Committee; current district-level Party committee members…; (ii) Strengthen some leading and managerial cadres at the provincial level (if needed).
(5) For commune-level administrative units with boundary adjustments: In addition to the above contents, the Standing Committee of the provincial Party Committee shall lead and direct the transfer and reception of Party organizations and Party members between commune-level Party committees according to the guidance of the Secretariat.
