The old district and commune party committees will end after the National Assembly Standing Committee issues a resolution to establish a new commune level.
On April 23, 2025, the Central Organizing Committee issued Instruction No. 31-HD/BTCTW on the establishment of Party organizations corresponding to local administrative units and the arrangement of the organizational apparatus of the Vietnam Fatherland Front and provincial and communal-level mass organizations.

The guide has some basic contents, which are about establishing a party organization as follows:
1. Regarding the establishment of Party committees of provinces and centrally-run cities (new) after the merger of provincial-level administrative units: (1) The provincial and municipal Party Committees that are identified as the political and administrative centers of the provincial-level administrative units after the merger shall preside over and closely coordinate with the provincial and municipal Party Committees.(The Central Executive Committee has agreed to the merger policy)Develop a project to establish a provincial and centrally-run city party committee on the basis of merging and consolidating provincial-level party committees before the arrangement; complete the project and send it to the Central Organizing Committee before June 15, 2025. Based on the approved project and the decision of the competent authority on the establishment of the party committee and the appointment of the Party Committee, the Standing Committee of the Party Committee, the Secretary, the Deputy Secretaries, the Inspection Committee, the Chairman and the Deputy Chairmen of the Inspection Committee; the Standing Committee of the provincial Party Committee assigns and arranges leaders, managers and cadres, civil servants and public employees of specialized advisory and support agencies, and public service units of the Party Committee according to its authority and on the basis of the existing payroll; consolidate the Party Committees and subordinate Party Committees according to regulations; complete before September 15, 2025. The Central Organizing Committee appraises the projects of the provincial and municipal Party Committees; Advise and submit to the Politburo and the Secretariat to decide on the establishment of Party Committees of provinces and centrally-run cities, appoint executive committees, standing committees, secretaries, deputy secretaries of provincial and municipal Party Committees, inspection committees, chairmen and deputy chairmen of provincial and municipal Party Committees' inspection committees for the 2020-2025 term, with the completion time synchronous with the consolidation of provincial-level administrative units (no later than September 15, 2025).
For provinces and centrally-run cities that do not merge provincial-level administrative units, provincial and municipal Party Committees lead and direct work according to the functions, tasks and authorities prescribed by the Central Government.
After the Resolution of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution and merging and consolidating provincial-level administrative units, the Resolution of the National Assembly Standing Committee on establishing commune-level administrative units took effect, the provincial Party Committee decided to terminate the old district-level and commune-level Party Committees; establish a new commune-level Party Committee after the merger as the direct superior Party Committee of the grassroots Party organization.[1].
In the process of implementing the task of arranging and organizing the apparatus, provincial and municipal Party Committees need to seriously implement the Party Charter, resolutions of the Central Committee, conclusions and directions of the Politburo and the Secretariat.[2].
2. Establishment of party committees of communes, wards, and special zones (new commune level) after merger and arrangement of commune-level administrative units:(1) The Standing Committee of the provincial and municipal Party Committees directly under the Central Government currently directs the development of a project to end the activities of the old district-level and commune-level Party Committees; Establishing new commune-level party committees (Note: The time of ending the activities of old party committees must be synchronized with the time of establishment and operation of new commune-level party committees; the content of the project must closely follow the Party Charter, the viewpoints, principles, and directions of the Central Committee, clearly state the functions, tasks, organizational structure, supporting advisory agencies, party organizations, affiliated public service units (if any) ..., the implementation process of developing the project must ensure principles, regulations, and completion time synchronized with the merger and arrangement of commune-level administrative units, (2) After approving the project, the provincial and municipal party committees shall deploy and complete the following contents synchronized with the merger and arrangement of commune-level administrative units (from July 1, 2025 to August 15, 2025): Implementing the decisions of the provincial and municipal party committees: establishing commune-level party committees, appointing executive committees, standing committees, secretaries, deputy secretaries, inspection committees Inspector, Chairman, Vice Chairman of the Party Inspection Committee at the commune level for the 2025 - 2030 term. On the basis of the approved project and the decision of the competent authority, the Standing Committee of the provincial Party Committee and the commune-level Party Committee, according to their functions, tasks, and authority, shall lead, direct, and implement the establishment of advisory and support agencies and public service units of the commune-level Party Committee as follows: (i) The Party Committee of the commune and ward shall establish 03 specialized advisory and support agencies, including: Office, Party building committee, and Party committee inspection committee. (ii) The Party Committee of the commune and ward where the district-level political center is currently located shall establish an additional political center as a public service unit of the Party Committee. (iii) The Party Committee of the special zone is the Party Committee directly superior to the grassroots Party organization and shall establish up to 04 advisory and support agencies, including: Office, Organization Committee, Propaganda and Mass Mobilization Committee, Inspection Committee, and Political Center as a public service unit of the Party Committee.
Provincial and municipal Party Committees shall lead, direct, arrange and assign leaders, managers, civil servants, public employees and staff of advisory and assisting agencies of commune-level Party Committees in the direction of basically arranging current district and commune-level cadres, civil servants, public employees and staff to commune level and increasing a number of leaders and managers of provincial-level departments, agencies and branches to commune level (if necessary). Based on the direction of the provincial and municipal Party Committees and the functions, tasks and organizational structure of commune-level Party Committees and advisory and assisting agencies of commune-level Party Committees, commune-level Party Committees shall receive, assign and arrange cadres, civil servants, public employees and staff to commune level according to regulations, with the completion time synchronous with the consolidation and arrangement of commune-level administrative units, before July 1, 2025.
(3) Staffing of leaders, civil servants, and public employees of specialized advisory and support agencies and public service units of the Party Committee at the commune level (new): Orientation of about 15-17 staffing levels, in places with political centers, no more than 20 staffing levels. In the immediate future, more staffing levels can be arranged (including existing Party officials of districts and communes and some provincial-level officials and civil servants); after completing the job position, after a maximum of 05 years, it must be implemented in accordance with the regulations of the competent authority.
For commune-level administrative units that remain unchanged and are not merged: The leadership agency shall implement Directive 45-CT/TW of the Politburo; arrange the staff of the advisory agency to assist in accordance with the requirements and actual situation, ensuring the general balance in the political system at the same level.
(4) For the leadership positions of the Party Committee at the commune level, it is necessary to consider and arrange cadres with sufficient qualities and capacity to meet the general work requirements, and at the same time, in the following order of orientation: (i) Comrades who are standing members; members of the Standing Committee; vice chairmen of the People's Council, People's Committee; current district-level Party Committee members...; (ii) Strengthen a number of leaders and managers of provincial-level departments, branches, and offices (if necessary).
(5) For commune-level administrative units with adjusted boundaries: In addition to the above contents, the Standing Committee of the provincial Party Committee shall lead and direct the transfer and reception of Party organizations and Party members between commune-level Party Committees according to the guidance of the Secretariat.
