RSS Victory – the largest multi-purpose warship of the Singapore Navy – is designed as a mother ship to control UAVs/USVs, an 8-container module, SeaFire radar, and Aster B1 NT and Blue Spear missiles.

On October 21st, at ST Engineering's Benoi shipyard in Singapore, the RSS Victory, the first in a series of six MRCV multi-purpose warships, was launched. This is the largest and most modern warship in the Singapore Navy, replacing the Victory-class ships that have been in service since 1989. The ship is intended to serve as a command center for unmanned combat operations at sea, while also protecting key national shipping lanes.

Program Overview

RSS Victory has a full-load displacement of approximately 8,300 tons, is nearly 150 meters long, and was completed 12 months after keel laying thanks to the application of 3D design and digital simulation. According to the description, its size is "more than 14 times" that of the older Victory-class ships and far surpasses the Formidable-class ships that were previously the mainstays of the fleet.

The hybrid diesel-electric propulsion system allows for a speed of over 22 knots and a continuous operating range of over 7,000 nautical miles, a significant increase compared to existing vessels. Thanks to high levels of automation, the ship can operate with fewer than 100 crew members; the bridge only has 2 people, and the technical control center has been reduced from 4 to 1.

Modular architecture and automation

The MRCV employs a modular design: the midship hull and superstructure contain up to eight mission containers, allowing for rapid switching between combat, humanitarian support, or electronic warfare configurations. The aft deck features a landing deck for medium-sized helicopters or multiple vertical take-off and landing (VTOL) UAVs. USVs and UUVs can be deployed via side cranes or a tail ramp.

Unmanned capabilities

According to the Singapore Ministry of Defence, the MRCV acts as a “mother ship” commanding multiple unmanned vehicles simultaneously for reconnaissance, attack, or mine-clearing, extending the sensing range beyond the limitations of traditional warships. The Singapore Navy has deployed the MARSEC unmanned surface vessel to patrol the waters around the island and is developing a new fleet of USV/AUVs for mine countermeasures missions starting in 2027.

In the air, the ship can deploy Veloce 60 (V60) UAVs and in the future may accommodate larger UAVs for long-range maritime reconnaissance. When combined with the four P-8A Poseidon aircraft that Singapore has ordered, it forms a three-dimensional unmanned combat ecosystem supporting maritime surveillance and protection.

Sensor and combat systems

The ship's sensor center is a Thales SeaFire active electronically scanned array radar, combined with a Safran PASEO XLR electro-optical system and NGDS decoy launcher. The integrated radar tower is supplied by Saab Kockums and constructed from carbon composite materials to reduce radar reflections.

In terms of firepower, RSS Victory is equipped with MBDA Aster B1 NT anti-aircraft missiles capable of intercepting long-range targets, including ballistic missiles, in conjunction with VL MICA NG to create a multi-layered air defense network. Its surface attack capabilities are based on Blue Spear anti-ship missiles, along with a Leonardo Strales 76 mm naval gun and two Rafael Typhoon Mk30-C remotely controlled turrets.

Tactics and deployment

As an unmanned command center, the MRCV extends its reconnaissance and attack range beyond the ship's sensor horizon. Its modular structure allows for rapid switching between combat, disaster relief, and electronic warfare missions.

The multi-layered air defense network (Aster B1 NT and VL MICA NG) increases survivability against air threats. The Blue Spear system and Strales 76 mm cannon provide surface attack and close-range defense capabilities.

Short comparison

Compared to the Formidable-class, the MRCV is described by Singapore as being "far larger" in size and having a higher level of sensor and weapon integration. Compared to the Victory-class, it is "more than 14 times larger" and its level of automation significantly reduces the need for operating personnel. Its armament is considered to be on par with many contemporary European warships.

Impact and official statement

Defence Minister Chan Chun Sing emphasized that the MRCV's core mission is to protect strategic shipping lanes through the Malacca Strait, which is vital to Singapore's survival. Amid rising regional tensions and intensified anti-access/area denial (A2/AD) operations around artificial islands, the commissioning of the MRCV is seen as a step toward enhancing deterrence capabilities and maritime presence.

Speaking at the launch ceremony, Minister Chan said: “No ship can anticipate the operational requirements of the next 30 years, so we need a design that can evolve with the challenges.” The MRCV is therefore shaped by the philosophy of “flexible – intelligent – ​​unmanned,” aiming for a compact naval force that can operate far, for extended periods, and effectively.
