Nghe An Department of Planning and Investment responds to voters about delayed projects
The Department of Planning and Investment of Nghe An province has just issued a document reporting the results of responding to voters' opinions and recommendations before the 21st Session of the 18th Provincial People's Council.
Voters of Thanh Thuy commune, Thanh Chuong district requested the Provincial People's Committee to have solutions to direct and urge investors to implement projects in Thanh Thuy commune that have completed site clearance (such as the Project of Complex for planting, producing and processing high-quality export tea).
Reply:The project of High-tech essential oil, medicinal herbs and functional food production complex in Thanh Thuy commune, Thanh Chuong district, invested by VN Nam Dan Van An Company Limited, was inspected in 2018 by the Interdisciplinary Inspection Team established by the Provincial People's Committee under Decision No. 1502/QD.UBND dated April 23, 2018. Based on the inspection results of the team, the Provincial People's Committee issued Document No. 577/UBND-CN dated January 23, 2019, requesting the investor to focus on reviewing and adjusting the project to suit the objectives and scale, ensuring feasibility and efficiency.

On June 7, 2021, the Provincial People's Committee issued Decision No. 39/QD-UBND approving the adjustment of the project's investment policy into the Project of a Complex for Growing, Producing and Processing High-Quality Export Tea with a scale of 4,000 tons of tea products/year, with the project implementation progress until the first quarter of 2023.
According to the report of Thanh Chuong District People's Committee, up to now, the investor has only been leased land by the Provincial People's Committee in Decision No. 16/QD-UBND dated January 18, 2023 and has not yet implemented construction investment. At the same time, in Official Dispatch No. 393/UBND-KTHT dated March 1, 2024, Thanh Chuong District People's Committee proposed to put the project on the list of projects behind schedule, with feedback from public opinion and voters for the Interdisciplinary Inspection Team to inspect in 2024.
On June 26, 2024, the Provincial People's Committee issued Decision No. 1581/QD.UBND on the establishment of an interdisciplinary inspection team and approval of the inspection plan for investment projects in Nghe An province in 2024. The interdisciplinary inspection team (led by the leader of the Department of Natural Resources and Environment) will conduct inspections, work with investors and relevant agencies to report to the Provincial People's Committee on the handling plan for the project.
Voters of Long Son commune, Anh Son district reported that the Vietnam - Japan Tea Factory on the land of the Youth Volunteer Force (formerly) received the land in 2016 but has not yet started construction. Request to respond to the construction progress and the reasons for the delay so that voters know.
Reply:On July 23, 2020, the Provincial People's Committee issued Decision No. 2441/QD.UBND on terminating the implementation of decisions of the Nghe An Provincial People's Committee related to the Project of Japanese green tea and high-quality green tea factory in Long Son commune, Anh Son district. Reason: The project is behind schedule, has not completed land procedures, and has not been implemented in the field.
