Nghe An Department of Planning and Investment responds to voters regarding delayed projects.

The Department of Planning and Investment of Nghe An province has just issued a document reporting the results of responding to opinions and recommendations of voters before the 21st session of the 18th Provincial People's Council.

Voters in Thanh Thuy commune, Thanh Chuong district, requested that the Provincial People's Committee direct and urge investors to implement projects in Thanh Thuy commune where land clearance has been completed (such as the High-Quality Export Tea Planting, Production, and Processing Complex Project).

Reply:The high-tech essential oil, medicinal herb, and functional food production complex project in Thanh Thuy commune, Thanh Chuong district, invested by VN Nam Dan Van An Co., Ltd., was inspected in 2018 by an inter-agency inspection team established by the Provincial People's Committee under Decision No. 1502/QD.UBND dated April 23, 2018. Based on the inspection results, the Provincial People's Committee issued Document No. 577/UBND-CN dated January 23, 2019, requesting the investor to focus on reviewing and adjusting the project to suit the objectives and scale, ensuring feasibility and effectiveness.

On June 7, 2021, the Provincial People's Committee issued Decision No. 39/QD-UBND approving the adjustment of the investment policy for the project to become a high-quality tea cultivation, production, and processing complex for export, with a scale of 4,000 tons of tea products per year, and a project implementation schedule until the first quarter of 2023.

According to a report from the Thanh Chuong District People's Committee, as of now, the investor has only been granted land lease by the Provincial People's Committee under Decision No. 16/QD-UBND dated January 18, 2023, and has not yet commenced construction. Furthermore, in Official Letter No. 393/UBND-KTHT dated March 1, 2024, the Thanh Chuong District People's Committee proposed including the project in the list of projects with delayed progress and those receiving public and voter feedback, for inspection by the inter-agency inspection team in 2024.

On June 26, 2024, the People's Committee of Nghe An province issued Decision No. 1581/QD.UBND on the establishment of an inter-agency inspection team and approval of the inspection plan for investment projects in Nghe An province in 2024. The inter-agency inspection team (headed by the Head of the Department of Natural Resources and Environment) will conduct inspections, work with investors and relevant agencies to report to the People's Committee of the province on the proposed solutions for the project.

Voters in Long Son commune, Anh Son district, have reported that the Vietnam-Japan Tea Factory, located on land previously occupied by the former Youth Volunteer Brigade, has not commenced construction since 2016. They request information regarding the construction progress and the reasons for the delay so that voters can be informed.

Reply:On July 23, 2020, the People's Committee of Nghe An province issued Decision No. 2441/QD.UBND terminating the validity of decisions of the People's Committee of Nghe An province related to the Japanese green tea and high-quality green tea production plant project in Long Son commune, Anh Son district. The reason: The project is behind schedule, has not completed land procedures, and has not commenced construction on the ground.
