The Nghe An Department of Finance has requested a review of projects that are behind schedule or not being implemented throughout the province.

Recently, the Department of Finance issued a document requesting departments, agencies, and People's Committees of communes and wards to review projects that are behind schedule or not being implemented, in order to compile a report and advise the Provincial People's Committee to establish an inter-agency inspection team and approve the plan and list of projects to be inspected in 2026.

The Department of Finance issued Document 8615/STC-TC&PTDN dated November 26, 2025, regarding the review of slow-progressing and unimplemented projects in the province, addressed to the Departments of Construction, Agriculture and Environment, Health, Industry and Trade, Culture, Sports and Tourism, Education and Training; Nghe An Provincial Tax Department; and the People's Committees of communes and wards.

According to the Department of Finance, the review aims to promptly compile reports and advise the Provincial People's Committee to establish an inter-agency inspection team to approve the plan and list of projects to be inspected in 2026.

The Department of Finance requests that departments, agencies, and localities provide feedback on the list of projects with delayed progress in the province outside the Southeast Economic Zone and industrial parks in 2025 (as per Official Letter No. 9514/UBND-CN dated September 11, 2025, of the Provincial People's Committee), including:

Review the progress of projects to see if any are behind schedule, have had their deadlines extended, or are currently under inspection or investigation.

Supplement and update information on projects (construction procedures, land, land allocation and lease, etc.) up to the present time.

Provide feedback on the classification and handling options for the project (agree/disagree to include the project in the 2026 inspection list or propose other handling options and state the reasons for the proposal).

In addition, the Department of Finance requests that departments, agencies, and localities review and propose the addition of projects not listed above to the 2026 inspection plan. It should also be noted that only projects with non-budgetary investment capital outside the Southeast Economic Zone and industrial parks within the province should be reviewed and proposed; the deadline for submitting review documents is before December 15, 2025.

In 2025, the Provincial People's Committee will not establish inter-agency inspection teams to inspect slow-progress projects in the province outside of the Southeast Economic Zone and industrial parks.

Nevertheless, the Provincial People's Committee has issued directives to departments, agencies, and the People's Committees of communes and wards to continue effectively implementing Resolution No. 31/NQ-HĐND dated July 14, 2022, of the Provincial People's Council on strengthening state management of stalled projects, projects with delayed progress, and projects using land for improper purposes in the province; Resolution No. 13-NQ/TU dated June 1, 2023, of the Provincial Party Committee on strengthening the Party's leadership over the management of investment projects using land in Nghe An province; and Plan No. 614/KH-UBND dated August 22, 2023, of the Provincial People's Committee on the implementation of Resolution No. 13-NQ/TU dated June 1, 2023, of the Provincial Party Committee.

The People's Committees of communes and wards are tasked with continuing to supervise, monitor, and urge investors to accelerate the progress of projects within their jurisdiction; promptly handling, or reporting and recommending action against, cases of legal violations.

The Provincial People's Committee requests the Departments of Finance, Construction, Agriculture and Environment to promptly review, report, and propose solutions for projects under the inter-agency inspection team led by their respective agencies in 2023 and 2024, based on their assigned functions and duties. They are also responsible for coordinating with the People's Committees of communes and wards and relevant units in performing their state management functions regarding these projects; if necessary, they should conduct inspections, report, and advise the Provincial People's Committee on solutions in accordance with regulations…

According to the list of delayed projects outside the Southeast Economic Zone and industrial clusters in 2025, the province includes:

According to proposals from departments, agencies, and localities, 115 projects are behind schedule; 31 projects are behind schedule based on data extracted from the project management software; 36 projects are currently being processed by departments, agencies, and localities; and 12 projects are under inspection and audit by the Provincial People's Committee.
