Quickly remove obstacles for Vinh Urban Sub-project

Comrade Huynh Thanh Dien and the working delegation inspected the progress of the projects: Road connecting National Highway 46 with the Lam River road, the regulating lake, the 72m Vinh - Hung Nguyen road, the Citadel moat...

At the projects there are still many problems in site clearance that are very difficult to resolve.

The project of National Highway 46 connecting Lam River Road was signed on January 28, 2016 and must be completed by June 11, 2017. The construction volume has only reached an average of 45% while the construction time has passed 65%. The progress is seriously delayed due to the failure to hand over the site.

Of which, the section through Nghi Duc and Nghi An communes is about 1.2 km long, with 106 households (74 households in Nghi Duc, 32 households in Nghi An) and 01 military unit. Most of the households (102 households: 72 in Nghi Duc, 30 in Nghi An) have had their compensation and resettlement plans approved, but only 27/74 households in Nghi Duc and 7/27 households in Nghi An have accepted compensation, the remaining 67 households have not accepted the compensation plan. The resettlement areas have not been completed.

The reservoir project still has some households that have not been cleared.

The Hung Tay-Vinh connecting road was signed on January 28, 2016 and must be completed by June 11, 2017. The construction volume has only reached an average of 43% while the construction time has passed 65%. The progress is seriously delayed due to the failure to hand over the site, and some sections of the road to the construction site are not yet available. The 1.5 km service road through Hung Tay and Hung Nguyen leading to the construction site has been renovated twice.

This project currently has 5 enterprises including Auto No. 5, Phu Nguyen Hai Company, Kim Lien Company Limited, Savings Fund No. 6 of the Industrial and Commercial Bank, Hung Son Company (Hoa Ly motel) that have not yet demolished the site.

The section through Hung Tay (Hung Nguyen) passes through 02 hamlets (Vac hamlet and Nam Phuc Long hamlet), reclaiming land from nearly 120 households, this section is more than 600m long, however only 8/76 households have accepted to receive money, the others have not agreed. The on-site resettlement areas have not been completed. Hung Nguyen District People's Committee has planned to complete all compensation work for site clearance in March 2017, however, it has not been completed yet.

The Ancient Citadel Project, contracted on January 27, 2016, must be completed by August 10, 2017; The construction volume has only reached 30% while the construction time has been 55%.

At the meeting, the Vinh Urban Subproject Management Board reported that the remaining time of the Vinh Subproject is very limited. To ensure the commitment to the Government and the WB Sponsor, the remaining time of 2017 requires great efforts from the entire city's political system.

WB supervisors were also present at the site for inspection.

At the construction sites, Comrade Huynh Thanh Dien met with investors, Board A, and contractors to directly resolve problems. He directed Vinh City and project investors to be more determined and take advantage of the weather to complete the workload to ensure project progress. He also requested Vinh City and Hung Nguyen District to mobilize all forces to stay on site, supervise and direct the project, and assign a number of problems to be resolved by April 10.
