Internally, the subsidy mechanism implemented under Group 1 autonomy has not been completely eliminated; the views and ideas regarding breakthroughs and development are not yet truly unified; the fear of making mistakes still weighs heavily, causing implementation plans to fall behind schedule, especially in the bidding and procurement stages... The hospital has not fully utilized its capabilities and taken advantage of opportunities and favorable conditions to implement the breakthrough plan of a Group 1 autonomous unit.
Nevertheless, over the past year, with the decisive and timely leadership and guidance of the Party Committee and the Board of Directors; and the dedicated efforts of all cadres, Party members, officials, and employees, Nghe An Friendship General Hospital has achieved many proud accomplishments. Specifically, the hospital has effectively and comprehensively implemented the development of specialized, multidisciplinary, and multi-field medical services. This is the key and driving force to affirm the "strength and influence" of the hospital in the North Central region.
Nghe An Friendship General Hospital has been proactive and flexible in conducting bidding and investment in the procurement of equipment, medicines, and consumables to serve safe and effective medical examination and treatment. The hospital has implemented hundreds of basic-level research projects, many provincial-level projects, and has even had a national-level project, as well as innovative initiatives and successfully organized numerous national scientific conferences in 2024, with a focus on the period up to 2025. The hospital has issued a resolution on developing a digital transformation and smart hospital project; it is actively promoting and implementing this resolution, considering it a decisive factor for the unit's development in the new era.
In 2024, Nghe An Friendship General Hospital exceeded all professional targets set, including emergency care, routine examinations, outpatient and inpatient treatment, and the number of surgeries and procedures. Notably, it successfully implemented many new, advanced, specialized, and specialized techniques, including those of central-level and top-tier hospitals. The living standards of its staff and employees have also continuously improved.
Besides the achievements, the hospital still has some limitations and shortcomings that need to be addressed and resolved, namely: a mentality of waiting, relying on others, and treating everyone equally among some officials and Party members; a fear of making mistakes in investment, bidding, and procurement; cumbersome administrative procedures that need a breakthrough and stronger reform; wasted time in performing routine tasks; and some managers of departments, wards, and centers lacking dynamism, creativity, and innovative ideas for strategic development at their respective levels.

Along with that, to develop the hospital, it is necessary to have strategic thinking and a breakthrough vision; to think deeply, act on a large scale, and complete each task thoroughly; to mobilize and utilize all resources effectively; to maintain discipline, strengthen supervision, inspection, and control of responsibilities and duties; to care for the political ideology and living conditions of cadres, employees, and workers; and to do a good job of emulation and reward to motivate, encourage, and inspire enthusiasm, dedication, and creativity in the work.

To achieve this strategic goal, Nghe An Friendship General Hospital needs to continue to have a new mindset, high determination, great effort, decisive action, breakthrough solutions, effective methods, timely and flexible implementation with a breakthrough effect; leverage traditional strengths, realize potential to create more outstanding opportunities and competitive advantages in all specialties; highly promote the spirit of solidarity and cooperation; dare to think, dare to act, dare to innovate for the common good; words match actions; commitments must be fulfilled; and actions must yield clear and tangible results.
Based on that determination and understanding, in 2025, Nghe An Friendship General Hospital will continue to focus on training high-quality, multi-disciplinary, and multi-specialty human resources in advanced techniques, while simultaneously perfecting the Type 1, 2, and 3 surgeries and procedures that are currently being implemented to achieve over 95% proficiency in techniques issued by the Ministry of Health according to circulars and technical guidance procedures.
The hospital is strengthening training and implementing mechanisms to attract talent so that over 70% of its medical staff have postgraduate qualifications; over 60% of its head nurses, head technicians, and head midwives have postgraduate qualifications; 100% of heads of clinical and paraclinical departments have doctoral degrees or specialist qualifications level 2...; and striving for all heads and deputy heads of departments to be staff with postgraduate qualifications, including doctoral degrees.
In addition, the hospital has focused on effectively implementing national-level scientific research projects; successfully organizing international scientific conferences to commemorate the 135th anniversary of President Ho Chi Minh's birth and other national-level scientific conferences at the hospital... It has also developed a strategy to expand international cooperation with developed countries around the world, alongside a plan to effectively implement technology transfer from central hospitals and hospitals of comparable status.
Continue to vigorously and effectively implement the bidding and procurement of modern and synchronized medical equipment, meeting the technical requirements of high-level specialized medical services from self-funded sources (prioritizing equipment with artificial intelligence and digital transformation applications to serve the people's medical examination and treatment); focus on leading and directing the digital transformation, innovation, and application of artificial intelligence in multi-disciplinary and multi-specialty medical examination and treatment and hospital management.
The hospital continues to reorganize its management team to ensure accelerated and breakthrough implementation of assigned tasks. The requirement is that newly appointed staff must be better than their predecessors; simultaneously, the selection of managers for departments, wards, and centers and above must prioritize dynamic, skilled administrators with numerous strategic ideas for the hospital's development.
In addition, the hospital is focusing on renovating its facilities to be spacious, clean, and beautiful, while simultaneously constructing new facilities according to the overall hospital construction plan until 2030 and the vision until 2045; effectively implementing the hospital quality improvement plan to ensure that no criterion falls below level 3... Effectively implementing the mechanism of financial autonomy for regular and investment expenses; and effectively managing the hospital's economy.
