Exceeded mission targets
In 2024,Nghe An General Friendship Hospitalhas faced many difficulties and challenges, including: Many bottlenecks in medical examination and treatment policies in general, and medical examination and treatment under health insurance in particular, have not been promptly resolved; health investment resources are still low; the autonomy mechanism for hospitals (especially group 1 autonomy) is not true and unified; the supply and production of drugs, consumables, and equipment is stagnant...

Internally, the subsidy mechanism when implementing group 1 autonomy has not been completely eliminated; the viewpoints and ideas about breakthrough and development are not really unified; the fear of making mistakes still weighs heavily, causing implementation plans to not be on schedule, especially in the bidding and purchasing stages... The hospital has not yet fully promoted its capacity and taken advantage of opportunities and advantages to implement the breakthrough plan of group 1 autonomy.
However, in the past year, with the strong and timely leadership and direction of the Party Committee, the Board of Directors; the wholehearted efforts of cadres, party members, civil servants and employees..., Nghe An General Hospital has achieved many proud achievements. Specifically, the hospital has effectively and synchronously implemented the development of specialized, multi-disciplinary and multi-field medical services. This is the key, the driving force to affirm the "position and strength" of the North Central Regional Hospital.
Nghe An General Hospital has been proactive and flexible in bidding, investing in purchasing equipment, medicines, consumables, etc. to serve safe and effective medical examination and treatment. The hospital has implemented hundreds of grassroots projects, many provincial projects, national projects, innovation initiatives and successfully organized many national scientific conferences in 2024, with a vision to 2025. The hospital has issued a resolution on building a digital transformation project, smart hospital; promoting the dissemination and implementation of this resolution and considering this a decisive factor for the development of the unit in the new era.

In 2024, Nghe An General Hospital has exceeded the professional targets set for emergency, routine examination, outpatient treatment, inpatient treatment, number of surgeries and procedures; in particular, it has successfully deployed many new techniques, high techniques, specialized techniques, central hospital techniques, and special hospital techniques. The lives of cadres, civil servants, and workers have been constantly improved.
In addition to the achievements, the hospital still has some limitations and shortcomings that need to be focused on overcoming and resolving, namely: The mindset of waiting, relying on, and leveling among some cadres and party members; the mindset of fear of making mistakes in investment, bidding, and procurement; cumbersome administrative procedures that need to be broken through and reformed more strongly; there is still a waste of time in performing regular tasks; some managers of departments, offices, and centers are not proactive, creative, and lack breakthrough ideas and breakthroughs in development strategies at the level they manage.

To achieve this strategic goal, Nghe An General Hospital needs to continue to have new thinking, high determination, great efforts, drastic actions, breakthrough solutions, effective methods, timely and flexible implementation with breakthrough characteristics; promote traditional strength, realize potential to create more outstanding opportunities, competitive advantages of all specialties; promote the spirit of solidarity, unity; dare to think, dare to do, dare to break through for the common benefit; words must match actions; once committed, it must be implemented; once done, it must have clear and substantial results.
From that determination and awareness, in 2025, Nghe An General Hospital will continue to focus on training high-quality, multi-disciplinary, multi-specialty resources in special techniques, in parallel with perfecting surgeries and procedures of types 1, 2, 3 that have been and are being implemented to achieve over 95% of the techniques issued by the Ministry of Health according to circulars and technical guidelines.
The hospital strengthens training and has a mechanism to attract talent so that over 70% of the professional treatment staff have postgraduate degrees; over 60% of the head nurses, chief technicians, and head midwives have postgraduate qualifications; 100% of heads of clinical and paraclinical departments have doctoral degrees, level 2 specialists, etc.; strives for all department heads and deputy heads to have postgraduate qualifications, including doctoral degrees.

In addition, the hospital also focuses on effectively implementing national-level scientific research projects; successfully organizing international scientific conferences to celebrate the 135th birthday of President Ho Chi Minh and national-level scientific conferences at the hospital... Continue to resolutely and effectively implement the bidding and procurement of modern and synchronous medical equipment, meeting the requirements of high-tech specialized medical techniques from autonomous funding sources (priority is given to equipment with artificial intelligence applications and digital transformation to serve medical examination and treatment for people); focus on leading and directing digital transformation, innovation, and application of artificial intelligence in multi-disciplinary and multi-specialty medical examination and treatment and hospital management.
The hospital continues to organize and arrange the management staff to ensure the acceleration and breakthrough in the implementation of assigned tasks. The requirement is that the staff appointed to the new position must be better than the old staff; at the same time, the selection of management staff of departments, offices, centers and above must be dynamic managers, good at operations and have many strategic ideas for hospital development.

Along with that, the Hospital also focuses on renovating the facilities to be spacious and clean, in parallel with the construction of new facilities according to the overall plan for hospital construction until 2030 and vision to 2045; effectively implementing the hospital quality improvement plan so that no criteria reach level 3 or lower...
