Using e-government software in Quynh Luu

(Baonghean.vn) - Quynh Luu is one of two districts selected by the Provincial People's Committee to pilot the implementation of the HCM Egov Framework 2.0 e-government core software. After six months of implementation, the software has proven very practical in management and administration from the district Party committee and government to the grassroots level, contributing to promoting administrative reform.

Immediately after the provincial plan to deploy the software was announced, nearly 400 district leaders, officials, and civil servants in Quynh Luu district, along with hundreds of leaders and specialized department staff from 33 communes and towns, received training from officials of the Department of Information and Communications on installation and usage, and the software officially went into operation on January 4, 2016.

The deployment of the HCM Egov Framework 2.0 core e-government software has helped officials in specialized departments in Quynh Luu district to control information content.

According to district regulations, each individual is granted an account and must log into the software at least twice a day to handle assigned tasks and is fully responsible for the content of that information. The software's features, including specific sections such as incoming and outgoing documents, document numbers, search functions, work files, email, and statistics, have facilitated the efficient and quick processing of work by individuals. This has gradually shifted the habit of using paper documents towards electronic documents among officials and civil servants.

Ms. Nguyen Thi Huong, Deputy Head of the Office of the People's Council and People's Committee of Quynh Luu District, said: "The operations for accessing and processing documents in the software are very simple and easy to understand, making it very convenient for individuals to perform their duties. In addition, the ability to integrate digital signatures into the system saves time and costs and can be done anytime, anywhere."

In particular, with the software's convenient features, leaders can monitor and manage work at the unit through mobile phones with internet connectivity; individuals in charge of their work and responsibilities can also process documents promptly even when absent from the office.

All information content is controlled, managed, and processed via telephone.

Mr. Ho Anh Thang, Head of the Finance and Planning Department of the district, said that using the core e-government software to process incoming and outgoing documents is very convenient, reducing costs and effort. Previously, sending official documents to departments, agencies, the district, and communes and towns cost between 1.5 million and 2 million VND per month.

With this software, a single click is all it takes for the system to automatically forward documents to the intended recipient. This speeds up information processing, prevents the loss of documents, and allows the document management department to track the number of incoming documents each day for review and processing.

However, this software still has some limitations: Department heads can assign tasks to their deputies, but deputies cannot assign tasks to other staff members, making management and software usage difficult. Work content cannot be sent freely but must be sent through the central management system; if you want to send a document, you have to go to the communication section, but the system doesn't notify you, making it difficult to know about the task and process it.
