According to the Ministry of Public Security, Based on point c, clause 3, Article 33 of the Law on Road Traffic Order and Safety 2024, it is stipulated that:"Drivers of two-wheeled motorcycles, three-wheeled motorcycles, and mopeds are not allowed to use audio devices, except for hearing aids."and point d, clause 4, Article 7 of Government Decree No. 168/2024/ND-CP dated December 26, 2024, stipulating administrative penalties for violations of traffic order and safety in the field of road traffic; deducting points and restoring points on driver's licenses as prescribed:"Individuals operating motorcycles or mopeds while using audio devices (except hearing aids) will be fined from 800,000 VND to 1,000,000 VND and have 4 points deducted from their driver's license."

Thus, the 2024 Law on Road Traffic Safety and Decree No. 168/2024/ND-CP stipulates penalties for the act of using headphones to ensure that drivers concentrate on observing and listening to traffic signals and warning sounds from other vehicles, contributing to preventing traffic accidents and ensuring traffic order and safety.
