People's satisfaction is the root of effective mass mobilization work.

On the morning of January 13th, the Central Committee's Department of Mass Mobilization held a nationwide online conference to summarize mass mobilization work and evaluate the results of implementing the "Promoting grassroots democracy regulations" in 2021, and to deploy tasks for 2022.

At the central meeting point were Comrade Vo Van Thuong - Member of the Political Bureau, Standing Secretary of the Central Committee; and the following Central Committee Secretaries: Do Van Chien –Chairman of the Central Committee of the Vietnam Fatherland Front; Le Minh Khai – Deputy Prime Minister; Bui Thi Minh Hoai – Head of the Central Committee's Mass Mobilization Department; and representatives of the National Assembly, central committees, branches, and agencies.

At the Nghe An location, the following comrades were present: Nguyen Van Thong – Standing Deputy Secretary of the Provincial Party Committee; and other comrades.Member of the Standing Committee of the Provincial Party Committee:Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Department; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Chairman of the Provincial Fatherland Front Committee. Implementing democratic principlesThe foundation goes into depth.

In 2021, overcoming the negative impacts of the Covid-19 pandemic, mass mobilization work underwent many innovations in content and methods under the leadership of the Politburo, the Secretariat, and Party committees at all levels.

Implementing mass mobilization work in accordance with the spirit of the Resolution of the 13th National Party Congress and Party congresses at all levels, in conjunction with the implementation of Decision No. 23-QD/TW dated July 30, 2021, of the Politburo on promulgating the Regulations on mass mobilization work of the political system and Resolution No. 25-NQ/TW dated June 3, 2013, of the Central Committee (11th term) on strengthening and renewing the Party's leadership over mass mobilization work in the new situation.

Throughout the year, mass mobilization efforts successfully carried out the task of disseminating information and encouraging people to participate in the election of deputies to the 15th National Assembly and representatives to the People's Councils at all levels for the 2021-2026 term, achieving high results. Simultaneously, efforts were made to encourage people to actively respond to and implement disease prevention and control measures; and to mobilize social resources to participate in the fight against Covid-19, resulting in the formation of many creative, practical, and meaningful disease prevention and control models.

Continue to innovate the content and methods of mass mobilization work.

Speaking at the conference, Comrade Vo Van Thuong, Member of the Political Bureau and Standing Secretary of the Central Committee, acknowledged the achievements of mass mobilization work over the past year. Mass mobilization work has been effectively implemented throughout the political system, making a significant contribution to promoting democracy, strengthening consensus among the people, and achieving the goals and tasks of socio-economic development, security, national defense, and building a strong political system.

Besides the achievements, mass mobilization work still has some limitations, such as uneven implementation of grassroots democracy regulations in some places and at some times; many resources and creative potentials of the people have not been adequately unleashed; some officials and civil servants are not truly exemplary and lack closeness to the people; and the people's right to self-governance is sometimes violated in some places...

In the coming period, the mass mobilization sector needs to continue innovating the content and methods of implementation to contribute to the effective implementation of the Action Program for implementing the Resolution of the 13th National Party Congress on mass mobilization work, Decision No. 23-QD/TW dated July 30, 2021 of the Politburo on the Regulations on mass mobilization work of the political system; and the resolutions, directives, and resolutions of the Central Committee, the Politburo, and the Secretariat on mass mobilization work, aiming to create a strong shift and promote the people's right to self-governance with the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit".

In addition, we will continue to promote the "Effective Mass Mobilization" emulation movement, linking it with other campaigns and emulation movements. In particular, we will continue to promote the "Nationwide Solidarity, Joint Efforts, and Solidarity in Emulation to Prevent, Control, and Defeat the Covid-19 Pandemic" movement launched by the Prime Minister.

The Standing Committee of the Party Central Committee further emphasized that to do well in mass mobilization work and become a skilled mass mobilization cadre requires knowledge, perseverance, and flexibility in the process of mobilizing the masses. Therefore, the team of mass mobilization cadres needs to closely follow reality, taking the satisfaction of the people as the foundation and the most important evaluation criterion among all criteria.
