Highlights of domestic events this past week

(Baonghean.vn) - The 72nd National Police Conference; the 11th session of the Central Steering Committee on Anti-Corruption; the Government's online conference with localities; the announcement of the investigation results into the murder of the Yen Bai Party Secretary;... are some of the prominent domestic events of the past week.

1. The 72nd National Police Conference

General Secretary Nguyen Phu Trong reviews the Honor Guard of the People's Public Security.

On the morning of December 26th, the 72nd National Police Conference officially opened in Hanoi. The conference aims to assess the situation and results of police work in 2016 and to implement tasks for ensuring security and order in 2017.

General Secretary Nguyen Phu Trong attended and delivered a keynote address. Senior General To Lam, member of the Politburo, Secretary of the Central Party Committee of the Public Security Ministry, and Minister of Public Security, chaired the conference. Attendees included representatives from the leadership of central committees, ministries, agencies, and the Hanoi City government; current and former leaders of the Central Party Committee of the Public Security Ministry and the Ministry of Public Security; and key police officials from various localities and units.

Following Comrade To Lam's opening remarks, the Conference discussed and evaluated the situation and results of police work in 2016; thoroughly understood and implemented the Resolution of the Central Party Committee of Public Security on the tasks of protecting national security, ensuring social order and safety, and building the People's Public Security force in 2017 and subsequent years; the Ministry's Directive on police work tasks in 2017; assessed the results of the People's Public Security force's mass mobilization work over the past 15 years; and implemented solutions to strengthen the People's Public Security force's mass mobilization work to meet the requirements and tasks of ensuring security and order in the new situation. The action slogan for the entire People's Public Security force in 2017 is: "Innovation, Proactiveness, Discipline, Responsibility, Effectiveness".

2. The 11th Session of the Central Steering Committee on Anti-Corruption

On December 28th, in Hanoi, the Central Steering Committee on Anti-Corruption held its 11th session. General Secretary Nguyen Phu Trong, Head of the Steering Committee, chaired the session.

At the meeting, the Steering Committee discussed and provided feedback on: the results of handling cases and incidents monitored and directed by the Steering Committee and supervised by the Central Internal Affairs Commission, focusing on the progress and results of handling cases and incidents according to Conclusion Notice No. 11-TB/BCĐTW and Conclusion Notice No. 30-TB/BCĐTW of the Standing Committee of the Steering Committee;

Results of inspection and supervision of the investigation, prosecution, and trial of serious and complex corruption and economic cases that attract public attention in some localities; results of thematic inspections on the prevention, detection, and handling of corruption in the tax and customs sectors;

The situation and results after one year of implementing Directive 50-CT/TW of the Politburo on strengthening the Party's leadership over the work of detecting and handling corruption cases; reviewing the results of the Steering Committee's activities in 2016 and the Steering Committee's work program for 2017.

3. Online conference of the Government with localities.

Prime Minister Nguyen Xuan Phuc delivered a speech at the conference.

On December 28, at the Government Headquarters, Prime Minister Nguyen Xuan Phuc chaired a virtual meeting of the Government with localities to discuss solutions for implementing socio-economic tasks and the state budget estimates for 2017.

Also attending were comrades: Nguyen Thien Nhan, Member of the Political Bureau, Chairman of the Central Committee of the Vietnam Fatherland Front; and Dang Thi Ngoc Thinh, Member of the Central Committee of the Party, Vice President of Vietnam.

Speaking at the conference, Prime Minister Nguyen Xuan Phuc emphasized that as we prepare to enter 2017, the second year of implementing the Resolution of the 12th National Congress of the Party, looking back at 2016, our country faced many difficulties and challenges, with particularly severe natural disasters everywhere.

Right now, storms and floods are still threatening localities. The international and regional situation is complex and unpredictable, coupled with internal economic limitations such as many loss-making projects and weak businesses; this year, we are implementing many new legal documents, which is causing difficulties...

In this context, implementing the Resolutions of the Party, the National Assembly, and the Government, there has been a synchronized and decisive approach in directing and managing, determined to build an honest, innovative, and service-oriented administrative system at all levels for the people and businesses; and designating 2016 as the national year for entrepreneurship...

4. Announcement of disciplinary decisions against the current and former Secretaries of Hau Giang province.

On the morning of December 28, the Central Inspection Committee held a working session with the Hau Giang Provincial Party Committee, announcing the decision to reprimand Mr. Tran Cong Chanh, Secretary of the Hau Giang Provincial Party Committee for the 2015-2020 term; and announcing the decision to warn Mr. Huynh Minh Chac, former member of the Central Committee of the Party and former Secretary of the Hau Giang Provincial Party Committee for the 2010-2015 term.

Accordingly, in his capacity as Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Hau Giang province for the 2010-2015 term, Mr. Tran Cong Chanh bears some responsibility for the shortcomings and violations in proposing the transfer of Trinh Xuan Thanh from the Ministry of Industry and Trade to serve as Vice Chairman of the People's Committee of Hau Giang province and participate in the Provincial Party Committee; and for the violations in directing the Provincial Police to issue official license plates to private vehicles for Trinh Xuan Thanh to use in violation of regulations. As Secretary of the Provincial Party Committee for the 2015-2020 term, with the responsibility of being the head, Mr. Tran Cong Chanh neglected his leadership duties and did not strictly adhere to the principle of democratic centralism in the activities of the Provincial Party Committee.

Mr. Huynh Minh Chac, in his capacity as Secretary of the Provincial Party Committee, violated the principle of democratic centralism, procedures, regulations on personnel work, and the Working Regulations of the Provincial Party Committee in proposing and accepting Trinh Xuan Thanh from the Ministry of Industry and Trade to Hau Giang province to hold the position of Vice Chairman of the Provincial People's Committee and participate in the Provincial Party Committee.

5. Announcement of the investigation results into the murder of the Yen Bai Party Secretary.

On the afternoon of December 26th, authorities in Yen Bai province held a press conference to announce the results of the investigation into the murder of the Provincial Party Secretary and the Chairman of the Provincial People's Council of Yen Bai province at their workplace using military firearms. After nearly five months of investigation and verification, authorities have determined that Do Cuong Minh, the head of the Yen Bai Provincial Forest Protection Department, is the sole suspect in the case.

Regarding the motive for the crime, since the perpetrator, Do Cuong Minh, is deceased and no direct evidence could be collected, the Criminal Investigation Department of the Yen Bai Provincial Police ruled out political motives, business conflicts, and romantic relationships. They also concluded that due to personal dissatisfaction and resentment over the personnel arrangements following the merger of the Forestry Sub-Department with the Forest Protection Sub-Department of Yen Bai province, Do Cuong Minh used a gun to kill Mr. Pham Duy Cuong and Mr. Ngo Ngoc Tuan.

6. The 10th Conference of the Central Committee of the Youth Union

Overview of the conference.

On December 28th, the 10th Conference of the Central Executive Committee of the Vietnam Youth Union, 10th term, opened in Hanoi. Comrades Le Quoc Phong, Alternate Member of the Central Committee of the Party, First Secretary of the Central Executive Committee of the Vietnam Youth Union; and Nguyen Manh Dung, Permanent Secretary of the Central Executive Committee of the Vietnam Youth Union, chaired the conference.

The conference devoted considerable time to evaluating the results of the Youth Union's work and youth movements in 2016. Provincial and city-level Youth Unions and affiliated organizations implemented 664 youth projects at the provincial level, generating nearly 270 billion VND in benefits; 4,252 youth projects at the district level, generating nearly 232 billion VND in benefits; and 58,244 youth projects and activities at the grassroots level, generating nearly 300 billion VND in benefits. They also established and maintained 4,696 youth economic development clubs; and repaired and built 7,899 km of roads. During the year, 119,645 outstanding Youth Union members were admitted to the Party. Youth Union organizations awarded scholarships totaling nearly 205 billion VND to 310,442 students… Youth Union members and young people in localities implemented 10,473 successful youth economic development models.

7. Two patients died due to anesthesia at a private hospital in Hanoi.

On the afternoon of December 25th, an official from the Hanoi Department of Health confirmed that two patients died, suspected of anaphylactic shock, after undergoing anesthesia for surgery at Tri Duc General Hospital – a private hospital located at 219 Le Duan Street, Hai Ba Trung District, Hanoi. The incident occurred on the morning of December 25th.

According to a source, two patients underwent surgical anesthesia, one of whom, a female (ongoing thyroid surgery), experienced anaphylactic shock, including fainting, difficulty breathing, and circulatory collapse, immediately after receiving the anesthetic. The patients were treated on-site and transferred to the emergency department at Bach Mai Hospital.

At Bach Mai Hospital, one patient died immediately upon arrival at the emergency room, and another also succumbed later. According to initial information, in the incident on the morning of December 25th, the anesthesiologist working at a central hospital was invited to collaborate with Tri Duc General Hospital.

8. Appeals trial of the major case involving Pham Cong Danh and his accomplices.

The defendants were escorted to the courtroom this morning (December 28).

On December 27th, the High People's Court in Ho Chi Minh City heard the appeal of Pham Cong Danh (former Chairman of the Board of Directors of Vietnam Construction Bank (VNCB), former General Director of Thien Thanh Group Co., Ltd.) and his accomplices. At this hearing, 27 out of 36 defendants appealed for reduced sentences, including Pham Cong Danh.

At the first-instance trial, the Ho Chi Minh City People's Court sentenced Mr. Pham Cong Danh to a total of 30 years in prison for the crimes of: "Intentionally violating State regulations causing serious consequences"; and "Violating lending regulations in credit institution operations". Mr. Danh's accomplices, Phan Thanh Mai (45 years old, former General Director of VNCB), was sentenced to 22 years in prison; Mai Huu Khuong (33 years old, former member of the Board of Directors), 20 years in prison; and Hoang Dinh Quyet (33 years old, former Director and Deputy Director in charge of VNCB Saigon branch), 19 years in prison. The remaining 32 defendants received sentences ranging from suspended sentences to 16 years in prison.

Pham Cong Danh must repay a total of over 6 trillion VND in principal and interest that he illegally withdrew or borrowed from VNCB. The verdict also ordered the recovery of 5,190 billion VND that Pham Cong Danh transferred to Tran Quy Thanh's account.
