Traffic jam at a right-turn intersection with traffic lights in Vinh City: Are the "no stopping, no parking" signs inconsistent?

Despite heavy traffic and congestion at many times of the day, at some intersections with traffic lights in Vinh City, even with signs indicating that turning right is permitted, drivers are still unable to make a right turn.
In reality, the transportation system in Vinh City lacks uniformity and has shortcomings that need to be addressed.
Below are some images captured by reporters from Nghe An Newspaper, reflecting these shortcomings.
After a period of upgrading and improving the traffic system, many roads in Vinh City have become more modern, equipped with traffic lights, signs, and crosswalk markings prohibiting stopping and parking before right turns to ensure traffic safety and reduce congestion. Some intersections have traffic lights but lack signs or crosswalk markings before the right turn. This leads to cars parking in long lines before the right turn, narrowing the road and obstructing traffic. In the photo: Phung Khac Khoan Street viewed from Nguyen Phong Sac Street. Photo: Nhat LanBesides causing traffic congestion, cars stopping and parking before the right turn at intersections with traffic lights can also lead to traffic violations, such as driving over the solid center line. (In the photo: Cars parked in a long line before the right turn from Phung Khac Khoan Street to Nguyen Phong Sac Street are causing difficulties for other vehicles. The reason is that there are no "no stopping or parking" signs or lane markings before this right turn, so there are always many cars stopping and parking there. Photo: Nhat LanAnother concerning issue is that in some locations, despite "no stopping" signs or zigzag lines marking right turns, cars still frequently stop and park. For example, the photo shows a "no stopping" sign before the right turn from Tuệ Tĩnh Street onto Nguyễn Phong Sắc Street, yet cars are always parked there. (Photo: Nhật Lân)Before the right turn from Tran Huy Lieu Street onto Le Hong Phong Street, there is also a no-parking sign, but vehicles consistently violate the rule. Photo: Nhat LanEven before the right turn from Nguyen Sy Sach Street onto Hermann Street, where there are signs and markings prohibiting car parking, cars are frequently parked there. This situation shows that a segment of road users are still unaware of or lack awareness of traffic laws; in addition, the inspection and control by functional forces are still inadequate. Photo: Nhat LanRecognizing the shortcomings in traffic organization, the Vinh City People's Committee has recently directed relevant units to review existing problems in the traffic light system, road signs, road markings, etc., and propose solutions. However, the handling of these problems has been very slow.
