Restructuring the Agriculture and Environment sector in conjunction with green and sustainable development.
This was the directive of Prime Minister Pham Minh Chinh at the Conference summarizing the achievements of 2025 and outlining the tasks for 2026 in the Agriculture and Environment sector.
On the afternoon of December 31st, under the chairmanship of comrades Pham Minh Chinh, Member of the Political Bureau and Prime Minister; Tran Hong Ha, Member of the Central Committee of the Party and Deputy Prime Minister; and Tran Duc Thang, Member of the Central Committee of the Party and Minister of Agriculture and Environment, the Government held an online conference to summarize the work of the Agriculture and Environment sector in 2025 and implement tasks for 2026.
Presiding at the Nghe An branch were members of the Provincial Party Standing Committee: Nguyen Van De - Vice Chairman of the Provincial People's Committee, and Hoang Quoc Viet - Director of the Nghe An Department of Agriculture and Environment.
The gross domestic product (GDP) of the entire agriculture, forestry, and fisheries sector increased by 3.7-3.92%.
In 2025, amidst numerous challenges, the Agriculture and Environment sector focused intensely on improving institutions, promoting sector restructuring linked to green and sustainable development; enhancing resource management capacity, environmental protection, and climate change adaptation. Simultaneously, it strengthened administrative reforms, removed obstacles for citizens and businesses, improved the investment and business environment, and enhanced national competitiveness.

The Gross Domestic Product (GDP) of the entire agriculture, forestry, and fisheries sector is estimated to increase by 3.7-3.92% for the whole year, basically achieving the set target; total export turnover of agricultural, forestry, and fisheries products for the whole year is estimated at 70.09 billion USD (exceeding the Government's target of 65 billion USD); grain production in 2025 is expected to reach approximately 48 million tons. In particular, sustainable agricultural transformation has been implemented, shifting the mindset from agricultural production to agricultural economics; agriculture continues to affirm its role as the "pillar" of the economy, ensuring national food security in all situations, maintaining stability in people's lives, especially in the context of a global economy still fraught with potential fluctuations.

Resource management is being progressively strengthened towards modernization, strictness, transparency, and accountability, linked to conservation and sustainable development. The environmental protection sector has seen many positive changes. Digital transformation, the application of information technology, and the development of e-government are being implemented vigorously, aiming to build a digital Ministry of Agriculture and Environment.
With the achievements made, in 2025 and the period 2021-2025, the Ministry of Agriculture and Environment has effectively played its role as a multi-sectoral and multi-field management agency, ensuring close coordination between agricultural development and resource management and environmental protection. This has contributed to the effective implementation of socio-economic development goals, national defense and security, and international integration of the country.

Restructuring the industry in conjunction with green and sustainable development.
In his remarks at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the Ministry of Agriculture and Environment for successfully fulfilling its assigned tasks over the past year: a streamlined organizational structure, breakthrough institutions, green transformation, digital transformation, development of agriculture, rural areas, and farmers, the unlocking of resources, and perseverance in overcoming difficulties.
Prime Minister Pham Minh Chinh also stated: In the coming period, the agriculture and environment sector is expected to face many challenges such as increasingly extreme climate change, the green transition, and the circular economy, which are taking place very strongly…
Therefore, the sector needs to effectively implement the Politburo's resolutions; improve institutions, continue to streamline and enhance the efficiency of the apparatus. It should promote the application of digital transformation, build smart farmers; develop a modern digital logistics platform; reduce labor through artificial intelligence and digital transformation; build accurate and complete databases; develop green and sustainable agriculture; promote the development of the marine economy; expand and develop international markets for Vietnamese agricultural products, resolutely eliminating intermediaries. It should attract and create favorable conditions for businesses to invest in agriculture.

“We must accelerate the restructuring of the agricultural sector along three product axes: national products, provincial products, and local products linked to geographical indications and traceability. We must strengthen the linkages among the five stakeholders: farmers, the state, businesses, banks, and scientists. We must promote the development of the marine economy; develop the domestic market, expand international markets, and focus on building brands for Vietnamese agricultural products. At the same time, we must shift our mindset and approach to resource and environmental management from maximizing exploitation to managing natural capital,” the Prime Minister emphasized.
The Agriculture and Environment sector needs to aim for the following goals: Modern and intelligent governance; institutions that unlock resources; comprehensive scientific development; prosperous agriculture, sustainable resources, and a safe environment; focusing on restructuring the sector in conjunction with green and sustainable development.
