In Nghe An province, it is estimated that there are about 400 7-seat passenger cars (private cars) from the districts to Vinh City. In particular, there are districts in the area with more than 50 private cars. The destination of many of these cars is often hospitals in the center of Vinh City.

At 7am on a day in early July, as usual, old 7-seat cars jostled each other in front of the gate of Nghe An Obstetrics and Pediatrics Hospital (Ton That Tung Street, Vinh City). It was not difficult to recognize these illegal cars. Because the inside was packed with passengers, the windows were covered with black film so it was difficult to see in from the outside. Meanwhile, the drivers kept their eyes on the road to be on the lookout for authorities...

These cars quickly drove straight into the hospital, dropping off passengers without a care. Many drivers even went in to complete the admission procedures for the passengers. “That’s why we chose the illegal cars. Despite knowing that this type of service is illegal,” said Ms. Hong, a passenger from Do Luong district. A few days ago, Ms. Hong was sick so she intended to go to Vinh city for a check-up. Like many times before, she did not go to the main road 10 km from her house to catch a bus but proactively contacted a nearby illegal car driver to be picked up.

Although she was a regular customer, Ms. Hong said that the driver did not forget to tell her to declare that she was a “family member” to deal with the authorities in case the car was stopped for inspection. The Do Luong - Vinh City route is one of the intra-provincial routes with the largest number of 7-seat illegal cars, with about 60 cars. On average, the amount these drivers collect from passengers is about 10,000 VND higher than that of buses.
