The currently standardized Party Member List form used nationwide is Form 7-HSĐV, issued according to Guidance 38-HD/BTCTW. This is an important form for Party committees at all levels to manage the number, changes, and activity status of Party members within their branches and Party organizations.

Instructions for using and maintaining the Party Member List Book

The recording and management of the Party Member Register must strictly adhere to regulations. The specific guidelines are as follows:

1. Purpose of using the Party Member List

The party member register is used by the Party branch committee, departmental Party committee, grassroots Party committee, and the immediate superior Party committee to keep track of the number of Party members in the branch or Party committee. This serves as a basis for managing Party members at each stage, and is used for organizational work and personnel evaluation.

2. Person assigned to manage and their responsibilities

The register is assigned to the secretary, deputy secretary, member in charge of organization, or organizational officer as assigned by the Party committee. The manager is responsible for promptly updating changes in Party members and cross-checking data with lower-level and higher-level Party organizations every three months to ensure consistency.

3. Regulations for periodic verification with superiors.

When verifying the number of party members against the higher-level committee, use a red pen to draw a line at the end of the list at the time of verification. Then, record the total number of party members present and request the higher-level committee to sign and stamp the confirmation.

4. Regulations on marking party members who are no longer active.

Party members who officially transfer their membership, leave the Party, or pass away are not removed from the list. The administrator only marks columns 10, 12, and 13 in red ink to distinguish between active party members and those who are no longer affiliated with the Party committee.

5. Hand over the Register when there is a change in organization or manager.

When an organization is dissolved, merged, or undergoes changes, the register must be handed over to the directly superior Party committee for management. In the case of a change in management personnel, a complete handover record must be made to avoid loss or omission.

6. Handling violations when the Register is lost or damaged.

Managers who fail to comply with regulations or whose records are lost or damaged will be subject to serious disciplinary action. Depending on the severity of the violation, the Party organization will consider imposing disciplinary measures in accordance with regulations.
