Reusing digital data to streamline administrative procedures for citizens and businesses.

The Prime Minister issued Official Letter No. 159/TTg-CĐS on the reuse of connected and shared information and data to resolve administrative procedures for citizens and businesses.

The official document states: In recent times, implementing the directives of the General Secretary and the Central Steering Committee on the development of science, technology, innovation, and digital transformation, as stipulated in the Law on Digital Transformation dated December 11, 2025, and Government Resolution No. 66.7/2025/NQ-CP dated November 15, 2025, which regulates the reduction and simplification of administrative procedures based on data, administrative procedure reform has been given attention and effectively implemented by all levels and sectors, helping to save time and costs, and initially creating trust and satisfaction among organizations and individuals.

However, to date, only 5 ministries have published the scope of information in their databases that can be exploited and used to replace paper documents in administrative procedure dossiers. The aforementioned administrative procedure dossiers are mostly lacking information on the new procedures and methods of implementation, thus failing to facilitate their execution; national and specialized databases have not yet met the requirements for full, accurate, interconnected, and shared data to facilitate the exploitation and reduction of administrative procedure dossier components.

At the same time, through surveys and observations at several provincial and commune-level Public Administrative Service Centers in the past period, during the process of handling administrative procedures, some agencies and organizations still require citizens and businesses to provide information and data already available in national databases, specialized databases, or to provide personal information and documents already integrated into the National Electronic Identification Application (VNeID).

In addition, during the process of handling tasks, some organizations that are not state administrative agencies (businesses, banks, water companies, schools, etc.) require individuals to provide certified copies even though they already have the originals for verification, or to provide information from documents that have been integrated and shared through VNeID.

This situation reflects inconsistencies in the application of laws, the handling of administrative procedures, and the work of agencies and organizations; the reuse of data in resolving administrative procedures is limited, causing inconvenience and incurring costs for those involved; and at the same time, it creates unnecessary pressure on state administrative agencies, especially the People's Committees at the commune level, when they have to perform additional administrative procedures to verify information for citizens.

Under no circumstances should citizens or businesses be asked to re-provide information that is already available in national databases.

To strictly implement the directives of the General Secretary and the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, as stipulated in the Law on Digital Transformation, Decree No. 278/2025/ND-CP, Resolution No. 66.7/2025/NQ-CP, Resolution No. 214/NQ-CP, Resolution No. 71/NQ-CP and Resolution No. 11/NQ-CP, the Prime Minister requests: Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities to urgently complete and publish the restructuring of administrative procedure processing for administrative procedures whose required documents are replaced by information from the databases specified in points a, b, and d of Clause 1 and point a of Clause 2 of Article 7 of Resolution No. 66.7/2025/NQ-CP.

Directing subordinate agencies and units to regularly restructure online public service delivery processes towards simplification, convenience, and reuse of connected and shared information and data to resolve administrative procedures.

Authorities, units, and individuals with the power to handle administrative procedures within their scope of management should proactively exploit, reuse, and absolutely not request citizens and businesses to re-provide information already available in national databases, specialized databases, or documents integrated and shared from VNeID. They should proactively coordinate with ministries managing databases to promptly handle cases of incomplete, inaccurate, or outdated information in the databases.

The list of document components that have been replaced with electronic data will be published and made public on the electronic portal, the National Public Service Portal, and at the One-Stop Service Center; along with complete and specific instructions so that citizens and businesses can be aware of and monitor the implementation.

Strengthen communication efforts to raise awareness among organizations and businesses under their management that, when handling matters for individuals, they should not require individuals to verify information that has already been provided and shared through VNeID.

Raising public and business awareness about the responsibility of state agencies in reusing connected and shared information and data to facilitate administrative procedures; and the responsibility of citizens and businesses to promptly report to the hotlines of ministries, sectors, and localities when requested to provide the aforementioned information and documents.

Data synchronization and deployment on the National Public Service Portal using a centralized "one-stop shop" model.

Strengthen the process of receiving and resolving complaints and requests from citizens and businesses regarding the provision of information and documents that can be accessed in databases and VNeID; publicly disclose the processing results as prescribed.

Within their jurisdiction, they should strengthen inspection and supervision of implementation; promptly correct and strictly handle officials and public employees who violate regulations and requirements regarding the reuse of connected and shared information and data for administrative procedures, causing inconvenience to citizens and businesses.

National and specialized database management agencies are urged to promptly review and complete the publication of the scope of information in their databases that can be used to replace paper documents in administrative procedure dossiers on the National Public Service Portal, as required by Clause 1, Article 6 of Resolution No. 66.7/2025/NQ-CP.

On a monthly basis, provide information on the results of data provision and share information from the database with ministries, departments, and localities to reduce administrative procedures.

Urgently focus on building and completing national and specialized databases as required by Decree No. 278/2025/ND-CP, Resolution No. 214/NQ-CP, Resolution No. 71/NQ-CP, and Resolution No. 11/NQ-CP, and connect and share data to the National Data Center, ensuring that data is "accurate, complete, clean, active, unified, and for common use," synchronizing master data and data serving the resolution of administrative procedures, and deploying them on the National Public Service Portal according to the centralized "digital one-stop shop" model.

The Ministry, ministerial-level agencies, and People's Committees of provinces and cities shall guide the connection for the exploitation and use of the database, clearly identifying the necessary information fields for exploitation and use; issue guidelines and coordinate the implementation of the connection for the exploitation and use of information in the database as required in Clause 2, Article 6 of Resolution No. 66.7/2025/NQ-CP.

Support local authorities in training and guiding the process of handling dossiers on the centralized administrative procedure information system of ministries and sectors, following a "hands-on" approach for administrative procedure handling officials, especially in exploiting and storing information in the dossier components shared from national information systems, specialized databases, and VNeID.

Integrating centralized login management functionality using VNeID

The official document clearly states the requirements for promptly reviewing and correcting errors, updating to ensure the accuracy, completeness, and consistency of data; regularly developing, upgrading, integrating, and connecting databases within the scope of management; and creating conditions for competent authorities to exploit and use the data to serve the resolution of administrative procedures.

Coordinate the timely handling of complaints regarding incomplete, inaccurate, or outdated information in the database, preventing citizens and businesses from having to repeatedly submit additional documents due to connection or data update errors. Implement the integration of a centralized login management function using VNeID for accounts of officials, civil servants, and leaders involved in handling administrative procedures.

The Ministry of Public Security is urgently instructing ministries to connect the centralized administrative procedure resolution information system with the electronic identification and authentication system; and to guide the exploitation of citizen and business information in the VNeID application to serve the resolution of administrative procedures.

At the same time, in accordance with assigned functions and tasks, they regularly guide, inspect, and supervise the implementation of national databases and specialized databases of ministries, sectors, and localities, ensuring progress and quality.

The Ministry of Science and Technology is urgently taking the lead and coordinating with relevant ministries and agencies to implement the tasks assigned in Official Letter No. 39/TTg-KSTT dated January 9, 2026, of the Prime Minister, in order to ensure the timely resolution of difficulties and obstacles faced by ministries, sectors, and localities in the process of deploying the centralized administrative procedure information system.

The Ministry of Justice shall monitor, urge, and compile the situation and results of the implementation of Resolution No. 66.7/2025/NQ-CP and the results of the implementation of this Official Letter, within its authority, resolve difficulties and obstacles of ministries, sectors, and localities, and promptly report to the Prime Minister on issues beyond its authority.
