Appointments to leadership and management positions at the provincial, district, and commune levels are temporarily suspended.
On behalf of the Politburo, Standing Committee Secretary Tran Cam Tu signed and issued Conclusion 128 on the policy of temporarily suspending the recruitment, appointment, and nomination of cadres to assume leadership and management positions in agencies and units due to organizational restructuring.
The Politburo's conclusion clearly states that from March 7th until the completion of the provincial merger, the abolition of district levels, the reorganization of commune-level administrative units, and the streamlining of Fatherland Front organizations, socio-political organizations, and mass associations assigned tasks by the Party and State, a number of policies need to be unified.
Accordingly,for the Vietnam Fatherland FrontPolitical and social organizations, and mass associations assigned tasks by the Party and State at the central level, shall temporarily suspend recruitment, planning, assignment, rotation, appointment, and nomination of candidates for leadership and management positions in these organizations and their affiliated agencies and units.

For the provincial level,Temporarily suspend recruitment, planning, assignment, rotation, appointment, and approval of the consolidation of positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee of provinces and cities; consolidate and supplement Party committees, standing committees of Party committees for the 2020-2025 term, and leaders at the head and deputy head levels of the Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and the State.
For district and commune levels,Temporarily suspend recruitment, planning, assignment, rotation, appointment, and nomination of candidates for leadership and management positions, as well as the consolidation and supplementation of Party committees, standing committees of Party committees, Secretaries, and Deputy Secretaries at the district and commune levels.
In exceptional cases where it is absolutely necessary to fill or supplement certain positions, this will be done in accordance with regulations.
Specifically, for positions such as Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Committee of provinces and cities, the consolidation and supplementation of members of the Standing Committee of the provincial Party Committee, leaders of the Vietnam Fatherland Front, and political organizations and mass associations assigned by the Party and State at the central level, the Party committees and organizations shall report to the Politburo and the Secretariat for consideration of each case to approve the process of consolidating and supplementing personnel.
For the positions of Secretary, Deputy Secretary, Chairman of the People's Council, Chairman, and Deputy Chairman of the People's Committee at the district level, the Standing Committee of the provincial Party Committee must report to and seek the opinion of the Central Organization Committee before carrying out the personnel consolidation and supplementation process as prescribed.
For the positions of Party Secretary, Chairman of the People's Council, and Chairman of the People's Committee at the commune level, the Standing Committee of the provincial Party Committee shall carefully and thoroughly consider all aspects before making a decision and shall be accountable to the Politburo for its decision.
The process of consolidating and supplementing leadership and management positions, in accordance with the Politburo and Secretariat's policy, continues to be implemented as prescribed. For other cases where the personnel procedures have been completed and documents submitted to the competent central authority, the Central Organization Committee, before March 7th, they will be considered according to regulations.
Conclusion 128 of the Politburo also clearly states that for leadership and command positions in the military, police, People's Courts, and People's Procuracies at the local level, the Standing Committees of the Central Military Commission, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee shall base their leadership, guidance, concretization, and organization of implementation on the Politburo's guidelines, ensuring uniformity and suitability to the practical situation and requirements of the unit.
