Temporarily suspend the processing of administrative procedures arising at provincial-level associations pending restructuring and streamlining.

The Ministry of Interior has requested provinces and cities to develop plans and strategies for reorganizing local associations in a way that streamlines management, improves efficiency, and enhances the effectiveness of these associations' operations.

On March 6th, the Ministry of Interior issued Official Letter No. 110/BNV-TCPCP to the People's Committees of provinces and cities regarding several issues related to mass organizations assigned tasks by the Party and the State.

The official document clearly states that "developing a plan to reorganize and streamline the Fatherland Front agencies, political and social organizations, and mass associations assigned tasks by the Party and State after mergers and consolidations" is a content of implementing Conclusion No. 127-KL/TW dated February 28, 2025, of the Politburo and the Secretariat on conducting research and proposing further reorganization of the political system's organizational structure.

The implementation of this policy is also based on Government Decree No. 126/2024/ND-CP dated October 8, 2024, on the organization, operation, and management of associations.

Based on this, the Ministry of Interior proposes that the People's Committees of provinces and centrally-administered cities, based on the above policy and the guidance of the Vietnam Fatherland Front, coordinate in developing plans and strategies for restructuring local associations. The restructuring should be carried out within the scope of authority, ensuring practicality, contributing to streamlining the organizational structure, and improving the efficiency of management and operation of these associations.

To ensure the principles, objectives, content requirements, and effective implementation progress of tasks and solutions as outlined in Conclusion No. 127-KL/TW of the Politburo and the Secretariat, the Ministry of Interior requests the People's Committees of provinces and centrally-administered cities to report to the competent authorities for consideration of temporarily suspending the processing of administrative procedures arising after March 1, 2025, for associations assigned tasks by the Party and State at the local level, pending further guidance on the reorganization of the political system's organizational structure.

Previously, also in connection with the waiting period for the reorganization of administrative units, the Ministry of Interior had issued a document requesting the People's Committees of provinces and cities to direct the temporary suspension of the organization of patriotic emulation congresses at the district and commune levels.

According to Decree 126/2024/ND-CP dated October 8, 2024, regulating the organization, operation, and management of associations, there are 30 associations assigned tasks by the Party and the State, including:

3. Vietnam Union of Literary and Artistic Associations

4. Vietnam Federation of Commerce and Industry

5. Vietnam Writers Association

6. Vietnam Journalists Association

8. Vietnam Cooperative Alliance

9. Vietnam Red Cross Society

10. Vietnam Bar Association

11. Vietnam Folk Arts Association

12. Vietnam Musicians Association

13. Vietnam Film Association

14. Vietnam Dance Artists Association

15. Vietnam Association of Architects

16. Vietnam Fine Arts Association

17. Vietnam Association of Theatre Artists

18. Vietnam Association of Literature and Arts of Ethnic Minorities

19. Vietnam Association of Photographic Artists

20. Vietnam Senior Citizens Association

21. Vietnam Association of the Blind

22. Vietnam Traditional Medicine Association
