Temporarily stop handling administrative procedures arising at provincial associations pending arrangement and streamlining

The Ministry of Home Affairs recommends that provinces and cities develop plans to reorganize local associations in the direction of streamlining focal points and improving the management and operation efficiency of associations.

On March 6, the Ministry of Home Affairs issued Official Dispatch No. 110/BNV-TCPCP to the People's Committees of provinces and cities regarding a number of contents related to mass associations assigned by the Party and State.

The document clearly states that "developing a project to arrange and streamline the agencies of the Fatherland Front, socio-political organizations and mass organizations assigned by the Party and the State after the merger and consolidation" is a content of the implementation of Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on the implementation of research and proposals to continue to arrange the organizational apparatus of the political system.

The implementation of this policy is also based on Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government on organization, operation and management of associations.

On that basis, the Ministry of Home Affairs requests the People's Committees of provinces and centrally-run cities to base on the above policy and the guidance of the Vietnam Fatherland Front to coordinate in developing plans and schemes for the arrangement of local associations. The arrangement must be carried out according to authority, ensuring compliance with reality, contributing to streamlining focal points, improving the management and operation efficiency of associations.

To ensure the principles, objectives, content requirements and progress of effective implementation of tasks and solutions according to Conclusion No. 127-KL/TW of the Politburo, the Secretariat and the Ministry of Home Affairs request the People's Committees of provinces and centrally run cities to report to competent authorities to consider temporarily suspending the settlement of administrative procedures arising after March 1, 2025 for associations assigned tasks by the Party and State in the locality, pending further instructions on the arrangement of the political system apparatus.

Previously, also related to waiting for the arrangement and reorganization of administrative units, the Ministry of Home Affairs also sent a document requesting the People's Committees of provinces and cities to direct the temporary suspension of the organization of patriotic emulation congresses at district and commune levels.

According to Decree 126/2024/ND-CP dated October 8, 2024 regulating the organization, operation and management of associations, there are 30 associations assigned tasks by the Party and State, including:

4. Vietnam Federation of Commerce and Industry

5. Vietnam Writers Association

6. Vietnam Journalists Association

8. Vietnam Cooperative Alliance

9. Vietnam Red Cross Society

10. Vietnam Bar Federation

11. Vietnam Folk Arts Association

12. Vietnam Musicians Association

13. Vietnam Cinema Association

14. Vietnam Dance Artists Association

15. Vietnam Association of Architects

16. Vietnam Fine Arts Association

17. Vietnam Stage Artists Association

18. Association of Literature and Arts of Vietnam's Ethnic Minorities

19. Vietnam Association of Photographic Artists

20. Vietnam Association of the Elderly

21. Vietnam Association of the Blind

22. Vietnam Oriental Medicine Association
