Detained commune official embezzled more than 500 million VND
Knowing that the 20% socialized fund contributed by the people had not been used, Ve did not pay more than 540 million VND to the treasury but appropriated it for personal use.
On February 24, the Investigation Police Agency of Dong Nai Province Police prosecuted and temporarily detained Phan Trong Ve (37 years old, former financial and accounting staff of Vinh Tan commune, Vinh Cuu district) for 4 months to investigate the crime of embezzlement of property.
According to the investigation records, from February 20 to August 20, 2017, Phan Trong Ve was assigned to be the revenue accountant in place of Ms. Bui Thi Huyen Trang, who was on maternity leave.
During this time, it is known that the socialized source of money contributed by the people is 20% unused when constructing the works, but the 80% support source from the provincial and district budget is used first.
According to regulations, at the end of the year, the People's Committee of Vinh Tan commune will settle the receipt of socialized money with the Finance and Planning Department of Vinh Cuu district. At this time, Ve did not pay into the treasury the amount of more than 540 million VND but appropriated it for personal use.
Previously, on November 8, 2017, the accounting office of Vinh Tan Commune People's Committee reported that a thief broke in and took away about 350 million VND from the safe. Checking inside the safe, about 350 million VND that had been previously stored was missing. Meanwhile, the Financial Accounting Office of Vinh Tan Commune People's Committee has two accountants working, including Phan Trong Ve.
After examining the scene, authorities determined that the safe showed no signs of being broken into, so it was possible that someone who knew very well about the accounting department's procedures and where the money was kept took the money.
The case is currently under investigation.
