Fourteen individuals detained for causing street disturbances in the early morning hours.
In the early hours of the morning, hundreds of young people gathered, driving motorcycles at high speeds, swerving and weaving through the center of Hai Phong city, causing panic and fear among residents.
This evening (June 18), in an exchange with reporters, the leader of the Criminal Police Department of Hai Phong City Police said that the police have temporarily detained 14 individuals and summoned 6 others for investigation into acts of disturbing public order in the area on the morning of June 15.
The suspects include: Duong Ngoc Luan (born 2007, Kien An, Hai Phong), Pham The Ngoc (born 2008, Kien Thuy, Hai Phong), Vu Khanh Hung (born 2007, Tien Lang, Hai Phong), Pham Tuan Hung (born 2007, An Lao, Hai Phong), Trinh Manh Cuong (born 2005, Tien Lang, Hai Phong), Luong Duc Giang (born 2007, Tien Lang, Hai Phong), Do Hoang Anh (born 2003, Tien Lang, Hai Phong), Pham Ngoc The (born 2008, Tien Lang, Hai Phong), Do Chi Thanh (born 2009, Tien Lang, Hai Phong), Nguyen Dang Khoi (born 2011, Tien Lang, Hai Phong), Dang Van Hiep (born 2008, An Duong, Hai Phong), Do Hoang Duc Phat (born 2008, Ea H'leo, Dak Lak), Nguyen Duc Phuc (born 2008, Tien Lang, Hai Phong), and Nguyen Huu Hieu (born in 2009, An Duong, Hai Phong).
According to initial information, at around 3:00 AM on June 15th, hundreds of young people gathered on Ho Sen Street (Le Chan District, Hai Phong City), speeding, swerving, weaving, and driving against the traffic, while shouting and setting off firecrackers, causing chaos in the area.
Many social media accounts livestreamed the chaotic scene, capturing the cheers and applause of the crowd as someone fell off their bike and then got back on their feet. Afterward, groups continued to ride at high speeds on the road, disregarding the danger.

According to the police, this group moved through many central streets of the city such as Bui Vien, Vo Nguyen Giap, Ho Sen, To Hieu, Tran Nguyen Han, Nguyen Duc Canh, Tran Phu... causing a negative impact on security, order, and social safety.

At 4:20 AM on the same day, the Mobile Police Unit, in coordination with HP22 forces, inspected and apprehended a suspect residing in Dong Hoa Ward, Kien An District, Hai Phong City, driving a motorcycle without a license plate. Inside the motorcycle's storage compartment were a license plate (15AA-215.52) and four cans of pepper spray.
Authorities also temporarily seized three motorcycles that had no owners, including: a Wave motorcycle with license plate 15K1-520.84, an AirBlade motorcycle with license plate 15B4-058.24, and an SH Mode motorcycle with license plate 15G1-885.64.
Shortly afterward, the police detained 14 individuals and are summoning six more from this group of young people for further investigation.
