Major General Do Huu Ca, former Director of the Hai Phong City Police, has been detained.

At noon on February 19th, Lieutenant General To An Xo, spokesperson for the Ministry of Public Security, announced that the Security Investigation Agency is temporarily detaining Mr. Do Huu Ca, former Director of the Hai Phong City Police, to verify and clarify some issues related to the case.

Expanding the investigation into the criminal case of "Tax evasion and illegal trading of invoices and documents for state budget revenue collection" that occurred in Quang Ninh and Hai Phong, on February 18, 2023, the Security Investigation Agency of the Quang Ninh Provincial Police, in coordination with several professional units of the Ministry of Public Security and the police of several provinces and cities, proceeded with legal proceedings against the individuals involved.

The Security Investigation Agency is currently detaining Mr. Do Huu Ca, former Director of the Hai Phong City Police, to verify and clarify a number of issues related to the aforementioned case.

Authorities are currently conducting investigations and legal proceedings in accordance with the law.

Mr. Do Huu Ca was born on November 23, 1958; his hometown is Kenh Giang commune, Thuy Nguyen district, Hai Phong city; his professional qualifications include a degree from the Public Security University, the Foreign Trade University, the Journalism University, and the Law University.

Mr. Ca joined the police force in 1975, when he attended the Hai Phong Police School, and later studied at the People's Security University (now the People's Security Academy).

Mr. Ca worked for many years at the Hai Phong City Police Department, holding positions as Deputy and then Head of the Planning Department. From May 2003 to June 2010, he was a Colonel, Deputy Director of the City Police, and Head of the Criminal Investigation Agency of the Hai Phong City Police. From July 2010 to June 2013: Member of the Standing Committee of the City Party Committee, Member of the City People's Committee, Secretary of the Party Committee, and Director of the Hai Phong City Police Department; and a delegate to the 14th term of the Hai Phong City People's Council. From July 2013 until his retirement in 2019, he was a Major General, Member of the Standing Committee of the City Party Committee, Member of the City People's Committee, Secretary of the Party Committee, and Director of the City Police Department; and a delegate to the 14th term of the Hai Phong City People's Council.
