Major General Do Huu Ca - former Director of Hai Phong City Police, was detained on suspicion of being involved in the case of Tax Evasion and Illegal Trading of Invoices.
On the afternoon of February 19, Lieutenant General To An Xo - spokesman of the Ministry of Public Security informed that the Security Investigation Agency is temporarily detaining Mr. Do Huu Ca, former Director of Hai Phong City Police, to verify and clarify a number of issues related to the case.

Expanding the investigation of the criminal case of "Tax evasion, illegal trading of invoices and documents for payment to the State budget", which occurred in Quang Ninh and Hai Phong, on February 18, 2023, the Investigation Security Agency of Quang Ninh Provincial Police coordinated with a number of professional units of the Ministry of Public Security and the Police of a number of provinces and cities to prosecute related subjects.
The Security Investigation Agency is detaining Mr. Do Huu Ca, former Director of Hai Phong City Police, to verify and clarify a number of issues related to the above case.

Mr. Do Huu Ca, born on November 23, 1958; hometown: Kenh Giang commune, Thuy Nguyen district, Hai Phong city; Professional qualifications: University of Security, University of Foreign Trade, University of Journalism, University of Law.
Mr. Ca joined the police force in 1975, when he studied at Hai Phong Police School, then studied at the People's Security University (now the People's Security Academy).
Mr. Ca worked for many years at the Hai Phong City Police, holding the positions of Deputy and then Chief of Staff of the Hai Phong City Police. From May 2003 to June 2010, he was a Colonel, Deputy Director of the City Police, Head of the Investigation Police Agency, Hai Phong City Police. From July 2010 to June 2013: Member of the Standing Committee of the City Party Committee, Member of the City People's Committee, Secretary of the Party Committee, Director of the Hai Phong City Police; delegate of the 14th City People's Council.
