Community flood alert initiative

Hung Loi is a commune located in the low-lying area of ​​Hung Nguyen district. The commune has three hamlets, with over 400 households living outside the Ta Lam dike. Every year, floods threaten and isolate these households... During the most recent flood in October 2022, the water level rose over 1 meter, forcing all residents of hamlets 1, 2, and part of hamlet 3 in Hung Loi commune to evacuate urgently. As in previous flood seasons, district armed forces officers and commune militia played the role of "saviors," working tirelessly to evacuate, search for, and rescue people, bringing them to safety.

The flood has passed, but the worries remain. Comrade Le Ngoc Lam, Commander of the Hung Loi Commune Military Command, is constantly concerned about how to change the "wait until the flood is at your feet" mentality of the local people, and prevent a recurrence of the situation where, during the rainy season, functional forces have to go to each house to persuade and educate people to evacuate. Without proactive prevention and control, a catastrophic accident could happen at any time.

Stemming from that concern, in 2023, Comrade Le Ngoc Lam initiated the "Flood Alert System for Residential Areas to Serve Disaster Prevention and Control - Search and Rescue Tasks" to address the aforementioned situation.

Comrade Le Ngoc Lam stated: "Essentially, this is an electronic device that measures the rising water level of the river, used during extreme weather events. When the river water rises to a dangerous level, the smart chip in this device processes the information and transmits a signal to the internal broadcasting system of the hamlets and communes in Hung Loi. At this time, the broadcasting system will sound alarms so that people can proactively evacuate themselves and their property before the floodwaters rise. Authorities can also promptly handle the situation, preventing any surprises."

Comrade Le Ngoc Lam's initiative, "Flood Alert System for Residential Areas to Serve Disaster Prevention and Search and Rescue Tasks," has contributed to better flood prevention and control in Hung Loi commune. It is known that this initiative was awarded second prize by the Hung Nguyen District Military Command in the 2023 Competition for Innovative Models, Training Aids, and Equipment, and was recognized by the Provincial Military Command as an effective and highly applicable initiative at the provincial level competition.

Previously, at the 2022 Competition for Innovative Models of Training Equipment and Teaching Aids organized by the Hung Nguyen District Military Command, Comrade Le Ngoc Lam also won first prize with another initiative: "Mobile Shelter for Training and COVID-19 Prevention and Control." With this initiative, the mobile shelter is "simplified" in terms of transportation and assembly.

A shining example of the spirit of emulation.

In Hung Loi commune, Commander Le Ngoc Lam of the Military Command is not only a source of innovative ideas but also a role model in the spirit of emulation in performing military and national defense tasks well in the locality. Comrade Tran Van Giap - Secretary of the Party Committee and Political Commissar of the Military Command of Hung Loi commune said: "In recent years, in his position, Comrade Lam has always done a good job advising the Party Committee and the People's Committee of the commune on the implementation of military and national defense tasks; rescue and relief; prevention, control, and mitigation of the consequences of natural disasters and epidemics."

Comrade Lam himself organized and commanded the militia forces in coordination with the commune's police force to organize patrols, guard duty, and ensure absolute safety during holidays and festivals, maintaining political security, order, and social safety in the area; he built, managed, and organized good training for the militia and reserve forces; and he successfully organized the annual recruitment work, ensuring 100% of the assigned recruitment quota...

According to Comrade Tran Van Giap, Comrade Lam has also advised on and effectively implemented social policies and policies supporting the military; mobilized militia forces to participate in activities of gratitude and remembrance; done well in mass mobilization work; built a strong local political foundation; and helped people overcome poverty. Over the past five years, together with the Party Committee, the government, and political and social organizations, the Commune Military Command has supported the construction of six "Great Solidarity" houses for poor and disadvantaged households in the area.

Most recently, at the end of 2023, the Military Command of Hung Loi commune, in coordination with the Military Command of Hung Nguyen district, organized the construction of a house for Mr. Phan Van Tho's family in Hamlet 2. Mr. Tho's eldest son, Phan Van Thanh, is currently serving in the military and stationed in Da Nang. Mr. Phan Van Tho expressed: "My family is very grateful to the District Military Command for providing financial support and to the Commune Military Command for helping with labor and materials so that my family can have a new, sturdy house... In Hung Loi commune, not only my family but many other families with children serving in the military have also received support and assistance from the Commune Military Command."

As a young, dynamic, dedicated officer who consistently performs his assigned duties well, Comrade Le Ngoc Lam has been recognized as an outstanding grassroots emulation soldier for five consecutive years. He has received numerous Certificates of Commendation from the Hung Nguyen District Military Command, the Chairman of the Hung Nguyen District People's Committee, the Nghe An Provincial Military Command, and a Certificate of Merit from the Minister of National Defense. During the period 2019-2024, Comrade Le Ngoc Lam was honored as an exemplary individual in the Emulation and Victory Movement of the Nghe An Provincial Armed Forces and was recommended by the Emulation and Commendation Councils at all levels for a Certificate of Merit from Military Region 4.
