Comrade Phan Van Giap - Deputy Secretary of the District Party Committee and Chairman of the Tan Ky District People's Committee - gave an interview to Nghe An Newspaper regarding this issue.

PV:Could you please briefly outline the key achievements in the socio-economic development tasks of Tan Ky district in 2021?
Comrade Phan Van Giap:Similar to the general situation, Tan Ky faced many difficulties in 2021: the Covid-19 pandemic, African swine fever, natural disasters, etc., which affected the socio-economic development of the district.
In that context, under the multifaceted attention of the province, the District Party Committee and the District People's Committee.Tan KyThe district has decisively and synchronously implemented solutions, proactively addressing difficulties and removing bottlenecks, such as directing, isolating, and handling outbreaks from the very beginning; and simultaneously implementing multiple measures for economic development in various fields. As a result, Tan Ky district has achieved many encouraging results.

The district's production value growth rate reached 7.7% compared to 2020. The district is focusing on directing three communes to achieve their targets.new rural areasand one advanced new rural commune in 2021. Budget revenue reached over 114 billion VND, equivalent to 101.1% of the district's assigned target and 169.6% of the province's assigned target. Average per capita added value is estimated at 40.3 million VND as planned, an increase of 3 million VND compared to 2020. Agricultural production continued to develop, increasing value per unit area.
Basic construction work has received focused guidance and supervision. Emphasis has been placed on directing the construction of several key projects and addressing and repairing existing ones in the district. Notably, the Provincial People's Committee recently approved the investment in 10 projects in the district with a total investment of nearly 2 trillion VND and adjusted the investment in one project, increasing the total investment by an additional 40 billion VND.

The socio-cultural sector continues to experience positive changes. Education remains among the top-ranked in the province. The material and spiritual lives of the people continue to improve; care for policy beneficiaries, war veterans, social welfare recipients, poor households, and near-poor households is carried out fully and promptly. National defense and security are ensured. The organizational structure of government agencies is strengthened and streamlined.administrative reformThis has been promoted at both the commune and district levels.
The results show that, out of the 19 targets and tasks assigned by the District People's Council Resolution for implementation in 2021, 15 targets were achieved or exceeded the set plan.
PV:Could you please share the lessons learned from the implementation of the task that led to such remarkable results?
Comrade Phan Van Giap:One of the important lessons learned is the need for decisive leadership and guidance. Experience has shown that in areas where there is consistent attention, guidance, monitoring, inspection, and supervision, and specific tasks are assigned to each individual, even in the face of difficulties and obstacles, results and significant improvements are achieved.

Political determination is also a crucial factor determining the outcome. This determination refers to the unity of understanding, approach, and unwavering commitment of cadres and Party members, especially the leaders of departments, sectors, and organizations. Along with this, it requires a heightened sense of responsibility in carrying out assigned tasks, particularly among the heads of agencies and units. Beyond their responsibilities within their respective fields and units, leaders of departments and sectors must also be responsible for advising, proposing, and offering suggestions to the District People's Committee. These are the key issues that determine the quality and results of implementation.
PV:As we embark on our tasks in 2022, what do you think Tan Ky district needs to do to overcome difficulties and challenges and successfully complete our duties?
Comrade Phan Van Giap:The achievements in 2021 serve as an important foundation for Tan Ky district to embark on the tasks of 2022, a year that is predicted to still present many difficulties and challenges to overcome, but also favorable opportunities.

The overarching task is to closely follow the directives of the province and the District Party Committee, to be determined in rectifying and overcoming shortcomings, and to simultaneously carry out the two tasks of prevention and control.Covid-19 pandemic, while focusing on making good use of opportunities to promote the recovery and socio-economic development of the district.
This includes accelerating the restructuring of the production sector; continuing to effectively implement approved projects; developing and replicating economic models; creating conditions for businesses to invest in agriculture and rural areas; developing livestock farming towards concentrated production, building value chains in production, and ensuring that products meet standards for certification.OCOP products...controlling livestock slaughter, preventing and combating diseases... Directing the construction of new rural areas, developing farm economies and cooperative economies.

Focus on removing obstacles for people and businesses, supporting investors, and mobilizing all resources for socio-economic development in the area. Initially, review some projects that have received investment approval but are facing difficulties, and discuss solutions to accelerate implementation. Prioritize cultural development, ensure social security and the well-being of the people, especially war veterans, the poor, and vulnerable groups. Strictly manage land and resources, and protect the environment. Enhance the efficiency of budget revenue and expenditure management. Strengthen national defense, ensure security, and maintain social order and safety.

Promote administrative reform, further enhance the sense of responsibility, public service ethics, and service attitude of officials and civil servants towards the people and businesses. Strongly innovate the style and methods of leadership and management of the government from the district to the grassroots level in the spirit of: clear responsibilities, clear tasks, clear addresses, clear results, and individualized accountability to successfully achieve the socio-economic development targets for 2022.

- Production value growth rate of 9-10%
- The economic structure is as follows: agriculture, forestry, and fisheries account for 36-37%; industry and construction account for 30-31%; and services account for 32-33%.
- Local budget revenue exceeded 121 billion VND. Average per capita added value was 44-45 million VND.
- The poverty rate decreased by 1.5-2% compared to 2021.
- Create new jobs for approximately 3,000 people.
