Tan Ky takes advantage of opportunities and promotes new developments

PV:Could you please review the basic results of implementing the socio-economic development tasks of Tan Ky district in 2021?

Comrade Phan Van Giap:Like the general situation, in 2021 Tan Ky faced many difficulties: Covid-19 epidemic, African swine fever, natural disasters... affected the socio-economic situation of the district.

In that context, under the multifaceted attention of the province, the District Party Committee and the District People's CommitteeTan Kyhas directed the drastic and synchronous implementation of solutions, proactively resolved difficulties, and cleared bottlenecks such as: directing, zoning, and handling epidemic areas as soon as they arise; simultaneously implementing many measures on economic development in various fields. Since then, Tan Ky district has achieved many encouraging results.

The district's production value growth rate reached 7.7% compared to 2020. The district focused on directing 3 communes to reach the finish line.new ruraland 1 advanced new rural commune in 2021. Budget revenue reached more than 114 billion VND, equal to 101.1% of the district's assigned estimate and 169.6% of the province's assigned estimate. The average added value per capita is estimated at 40.3 million VND according to the plan, an increase of 3 million VND compared to 2020. Agricultural production continues to develop, increasing value per unit area.

Basic construction work has been directed and urged to be implemented. Focusing on directing the construction of a number of key projects and repairing and remediating a number of projects in the area. Notably, the Provincial People's Committee recently approved the investment policy of 10 projects in the district with a total investment of nearly 2 trillion VND and adjusted the policy of 1 project with a total investment increase of 40 billion VND.

The cultural and social fields continue to have positive changes. Education continues to be ranked at the top of the province. The material and spiritual life of the people continues to improve; the work of caring for policy beneficiaries, meritorious people, social protection beneficiaries, poor households, and near-poor households is carried out fully and promptly. National defense and security are ensured. The organizational apparatus of government agencies is consolidated and improved;administrative reformpromoted at both commune and district levels.

The results show that, of the 19 targets and tasks assigned by the District People's Council Resolution to be implemented in 2021, 15 targets achieved and exceeded the set plan.

PV:Can you tell us about the lessons learned from the implementation of the task to achieve such remarkable results?

Comrade Phan Van Giap:One of the important lessons learned is to be resolute in leadership and direction. Reality has shown that in any field where there is regular attention, direction, monitoring, inspection, and supervision, and specific tasks are assigned to each individual, despite difficulties and obstacles, there will be more obvious results and changes.

Political determination is also a key issue, deciding the results. Determination here is the unity of awareness, way of doing and pursuing to the end of cadres and party members, first of all of leaders of departments, branches and establishments. Along with that, it is necessary to enhance the sense of responsibility in performing assigned tasks, especially of heads of agencies and units. In addition to the responsibility for the field and unit they are in charge of, leaders of departments and branches must be responsible for advising, proposing and giving advice to the District People's Committee. These are key issues, deciding the quality and results of implementation.

PV:Entering the 2022 mission, to overcome difficulties and challenges to successfully complete the mission, according to you, what does Tan Ky district need to do?

Comrade Phan Van Giap:The results achieved in 2021 are an important premise for Tan Ky district to embark on the task of 2022, a year that is forecasted to still have many difficulties and challenges to overcome, but also has favorable opportunities.

The overarching task is to closely follow the directions of the province and the District Party Committee, with strong determination to rectify and overcome limitations, and carry out the two tasks of prevention and control in parallel.Covid-19 epidemic, while focusing on taking advantage of opportunities to promote economic and social recovery and development of the district.

In particular, promoting the restructuring of production; continuing to effectively direct the implementation of approved projects; building and replicating economic models; creating conditions for enterprises to invest in agriculture and rural areas; developing livestock farming towards concentrated production, building value chains in production, and products that meet standards for recognition.OCOP products, control livestock slaughter, prevent and control epidemics... Direct the construction of new rural areas, develop farm economy, cooperative economy.

Focus on removing difficulties for people and businesses, accompanying investors, mobilizing all resources for socio-economic development in the area. In the immediate future, review a number of projects with investment policies that are still facing difficulties, discuss solutions to speed up implementation progress. Focus on cultural development, ensuring social security and people's lives, especially those with meritorious services, the poor, and the disadvantaged. Strictly manage land, resources, and protect the environment. Enhance the effectiveness of budget revenue and expenditure management. Strengthen national defense, ensure security, order, and social safety.

Promote administrative reform, further enhance the sense of responsibility, public ethics, and attitude of serving the people and businesses of cadres, civil servants, and public employees. Strongly innovate the style and methods of direction and administration of the government from the district to the grassroots level in the spirit of: Clear people, clear work, clear address, clear results, and individualize responsibilities to successfully implement the socio-economic development targets in 2022./.

Some key targets for 2022 of Tan Ky district:

- Production value growth rate from 9-10%

- The structure of agriculture, forestry and fishery accounts for 36-37%; industry and construction accounts for 30-31%; services 32-33%.

- Budget revenue in the area is over 121 billion VND. Average added value per capita is from 44 - 45 million VND.

- The poverty rate decreased by 1.5-2% compared to 2021.

- Create new jobs for about 3,000 people.
