Tan Ky resolves obstacles and accelerates project progress.
(Baonghean.vn) - In recent years, Tan Ky district (Nghe An province) has attracted many projects. However, many projects are still behind schedule. Therefore, the district has reviewed and promptly resolved obstacles to create favorable conditions for investors to implement their projects.
Many projects are behind schedule.
Giai Xuan commune has a large area of natural land, and in recent years, many agricultural and forestry projects have surveyed and selected investment sites, receiving approval from the District People's Committee. However, to date, these projects have not been implemented due to unresolved land clearance issues.

Mr. Nguyen Van Lien's family in Van Xuan hamlet, Giai Xuan commune, owns nearly 1.7 hectares of hilly land located within the planned area of the pig farming project of Nghia Binh Investment and Livestock Joint Stock Company. Mr. Lien stated that, because this is a local investment attraction project, his family agreed to pay the company 38.5 million VND for land compensation. After handing over the land, the family was allowed to harvest all the acacia trees planted on that land.
"Knowing that we don't have any land for production, but for the common good, our family accepted the investment from the business, which will later bring other benefits to the locality and its people."
In the Ham Chu acacia hill area – the planned project site of Nghia Binh Investment and Livestock Joint Stock Company – it is evident that, besides some vacant land, the majority of the area consists of acacia forests aged 2-4 years. According to local residents, many areas have been handed over to the company, but because the acacia trees are not yet five years old, they have not been harvested. However, once the company begins implementing the project, the residents will harvest the trees to hand over the land. Further investigation reveals that the project covers over 24 hectares, including forest land belonging to 34 households.
Additionally, within Giai Xuan commune, there are 5 projects ranging in size from over 22 to 330 hectares, most of which have undergone land surveying and cadastral mapping; and community feedback on environmental impacts has been gathered.

Mr. Vu Ngoc Son, Chairman of the People's Committee of Giai Xuan commune, said that there are currently 6 agricultural and forestry development projects in the commune with a total planned area of 501.96 hectares. These include a commercial garlic cultivation project (33 hectares); Nghia Binh Investment and Livestock Joint Stock Company (24.89 hectares); Nhat Ha Limited Company (40 hectares); BAF Vietnam Agriculture Joint Stock Company (52.07 hectares); GREENFOODS Tan Ky Company (22 hectares); and Thien Minh Duc Group (330 hectares). The total committed investment capital is 1,231 billion VND. All related projects affect 312 households. Currently, the projects are facing difficulties with compensation and land clearance; meanwhile, the impact of the pandemic and delays in project implementation and changes in planning by some businesses are affecting the project progress.
According to a report from the Tan Ky District People's Committee, as of now, there are 16 projects in Tan Ky district that have received investment approval, of which 14 projects are behind schedule compared to the approved plan.
This includes: the Ky Tan commune non-fired brick factory project; the Tan Ky integrated hotel and commercial service event center project; the entertainment and recreation complex project; the investment project to develop a commercial garlic production area along the product value chain; the processing area, office, auxiliary area and non-fired brick production workshop project at the Thung Ba Dinh quarry, Nghia Hoan commune; the Tan Ky solid and liquid waste treatment plant project; the concentrated pig farming project in Nghia Dung commune; the closed-loop cold farm model livestock farming project in Nghia Binh commune and 6 livestock farm projects in Giai Xuan and Tan Hop communes.

The reasons for the delay include the lack of cooperation from some households in compensation and land clearance, the failure of local authorities and departments to fully exercise their responsibilities, adhere closely to the plan, and provide regular reports. The prolonged impact of the Covid-19 pandemic, coupled with inaccurate assessment of the situation and insufficient dissemination of information about the projects, also contributed to the delays. Furthermore, the limited capacity of some investors and their lack of cooperation in carrying out investment procedures also played a role. Finally, some departments failed to proactively and promptly advise the district People's Committee on how to resolve difficulties.
Hand over the land for the projects as soon as possible.
Mr. Phan Van Giap, Deputy Secretary of the District Party Committee and Chairman of the Tan Ky District People's Committee, stated: Attracting investment is a key and breakthrough task in line with the spirit of the District Party Congress Resolution for the 2020-2025 term. Therefore, the locality will continue to create the most favorable conditions for investors to accelerate project progress and attract large investors to the area.

To expedite project progress, in addition to the involvement of relevant levels and sectors, it is necessary to focus on strengthening propaganda work, leveraging the role of the entire grassroots political system, and the role of the district-level propaganda task force in implementing the projects. For projects that have not yet completed land clearance, relevant departments and agencies should work with investors and set specific timelines for project implementation; at the same time, localities should continue to organize propaganda and mobilize people to accept the land compensation rates and promptly hand over the land to businesses.

For some projects that are too behind schedule and no longer feasible, such as the Tan Ky Event Center, Hotel and Integrated Commercial Services Project, the district will submit a report to the Provincial People's Committee for resolution within its authority.
“For livestock farming projects facing difficulties in negotiating land use rights transfers from households, the district assigns the Land Clearance Council to coordinate with investors to develop specific solutions to expedite progress, providing a basis for implementing subsequent steps. Simultaneously, a written request will be sent to the investor to report on progress and any difficulties or obstacles encountered during implementation.”
